At a special town meeting held Tuesday, March 22, 1910, chose : Alfred E. Green, Moderator.
Voted, that $1,500 be appropriated for the repairs of Blue Fish River bridge.
Voted, that the committee appointed at the last town meeting to investigate the matter of acting with the town of Pembroke in the purchase of a building and land for the High Street Fire Company be continued, and confer with Pembroke authorities as to what is best to be done in the line of fire protection.
Voted, that the motions as prepared for this town meeting (in reference to Articles 4 and 5 of the warrant) be read and con- sidered.
Voted, that the treasurer be and is hereby authorized to pay notes now outstanding for money borrowed in anticipation of taxes for years previous to 1910 to an amount not exceeding $15,000 from any funds that may be in the treasury.
The vote thereon was as follows: Thirty-four voted in favor

and none against the same; more than two-thirds having voted in favor the motion was carried and so declared by the Moderator.
Voted, that such part of Article 5 of the warrant as referred to reconsideration of the vote taken at the last annual town meeting be indefinitely postponed.
Voted, that the Selectmen are hereby authorized to borrow the sum of $15,000, and to issue therefor the bonds or notes of the town bearing interest at a rate not exceeding 41/2 per cent. per annum, payable semi-annually, and principal payable in ten equal annual payments of $1,500 each, said notes or bonds to be signed by the Treasurer and approved by a majority of the Selectmen. The proceeds of said loan to be used for any purpose for which the town can lawfully expend money, current expenses or otherwise.
The vote thereon was as follows: Thirty-eight voted in favor and none against the same; more than two-thirds having voted in favor the motion was carried and so declared by the Moderator.
On a motion to take up Article 2 of the warrant for further action, it was
Voted, that the Bridge Committee be continued, and that they, with the Selectmen and the Highway Surveyor, be authorized to expend $1,500 for repairs to Blue Fish River bridge, and that the amount be taken from any money in the treasury.
Mr. Charles F. Allen declining to further serve on this com- mittee the Moderator appointed Mr. Henry B. Chandler to fill the vacancy.
Voted, that the treasurer be authorized to hire such sums of money as is necessary to continue the work for the suppression of the G. and B. T. moth from December 1, 1910, to March 1, 1911.

TOWN OF DUXBURY
To the voters of the town of Duxbury :-
Possibly a word now may serve to save time at the coming Town Meeting and make plain, a point not clear to many. The Warrant will contain the usual article relating to borrowing money in anticipation of the collection of taxes. In times past the vote authorized the borrowing of a sum "not exceeding the total tax levy of the town for the current year" which was per- fectly legal under the existing law.
Under the law passed in 1910, however, this matter comes directly under the supervision of the Director of the Bureau of Statistics of the State and no town note can be negotiated without his approval, and in order to obtain this approval he must be in possession of every detail connected with the loan, from start to finish, and the law directs that the town shall, by vote, designate the amount, not exceeding which, the town may borrow during the municipal year-"municipal year," by the way, being taken by the State authorities, to mean from town meeting of one year to that of the next.
In a personal interview with Mr. Gettemy, Director of the Bureau of Statistics, he was emphatic in advising that an amount, approaching as near as could be estimated, the tax levy of the year, be named. As your Selectmen approve all notes, no larger amount will be borrowed than is by them and your Town Accountant, deemed necessary. No borrowing in excess of amount stated can be made without the calling of a town meeting for the purpose and no note can be extended. Your Treasurer has, during the past year, arranged so that notes may be taken up at any time before maturity, when funds are avail- able, securing a rebate of interest at rate at which note was discounted ; by this arrangement, the sum of $362.22 has, dur- ing the year, been returned to the treasury.
