AUDITOR'S REPORT.
Mr. Alfred E. Green was unable to serve on account of be- coming a member of the Board of Health. I have examined the books and vouchers of the officers with care, and in some cases carried the investigation further. There have been im- provements made in the methods of keeping the accounts and transacting the business within the last few years, and others are being made. In general the affairs of the town are con- ducted for the interest of the people, but the department of Highways is an exception on account of the action of the vot- ers. There should be one responsible head with the same pow- er as other officers of employing whom he thinks best, and of paying in accordance with the work done and material furnish- ed. This will only work a disadvantage to those who wish to be paid for what they do not do, and will be an advantage to every one else.
There should be two auditors, and it would be best for them to keep posted with the affairs of the town, looking over every- thing once in three months or oftener, instead of waiting till the end of the year as I have done.
The accounts, in accordance with a vote of the town, are made up for the calendar year, and so closed on January I, while the officers continue to serve till March. This year we therefore have two Treasurers' reports. Mr. Swift held the office of Treasurer till March 13, and continues to be the col- lector of taxes prior to 1900. He will at a later date render his final account, with a list of any remaining unpaid taxes. I

recommend that in future a list of the unpaid taxes of over a year's standing be either printed in the report, or posted at Town Meeting as a help to the auditors ; for now the only way in which the Treasurer's item of "uncollected taxes" can be verified is by direct communication with every person on this list. Usually the temporary loans have been paid before the accounts were closed, but two years ago $1,000 remained, and last year $4,500; each of these years, $1,000 being paid before the Town Meeting. Again this year there is an unpaid note of $4,500, with not more than $1,000 or at most $2,000 likely to be available for its payment before March. The fact that over $3,000 of the money appropriated was not spent, is all that pre- vents the Treasurer from being in a more embarrassed condi- tion. I therefore recommend that $1,000, at least, be appro- priated to help pay the temporary loan.

REPORT OF TOWN REPORT COMMITTEE.
Your Committee have made numerous changes in the report, but feel that this is only the first step in the direction sug- gested in the last annual meeting; further changes will prob- ably be advisable. The first change has been the introduction of the names of the officers of the town at the beginning of the report, followed by a record of the previous Town Meetings. Then follows a summary of the accounts in tabular form. The figures are taken from the reports of the Selectmen and Over- seers, and are made for the calendar year. These differ from those of the Treasurer, as orders given by the Selectmen are not all presented promptly for payment; and they differ from the actual expenses of the year, for many bills are not brought in, and some of these cannot be known exactly in advance. The tabular statement is, however, worthy of careful consideration, and we hope will be found helpful in giving a general review of the finances. Some items that were formerly in the incidental account have been transferred to others, and remaining ones grouped together. Instead of printing a partial list of the articles in the warrant for the coming March meeting, a full list will be printed separately and distributed with the report.
