The Selectmen and Overseers of the Poor, of the town of Berkley, herewith present the Annual Report of the expenditures and receipts, at the Town Farm, for the financial year ending Feb. 15th, 1895.

ANNUAL REPORT.
There are no outstanding bills on account of the Town, either against, or in favor of, for repairs on the barn, ex- cept a small bill.
Three persons are supported in the Almshouse at pres- ent, Francis B. Briggs, aged 77 yrs., Thomas B. Staples, aged 77 yrs., John Q. A. Crane, aged 63 yrs.
During the year, sixty-one tramps have been furnished a supper, lodging, and breakfast.
OUTSIDE POOR DEPARTMENT.
Persons receiving aid at the present date, are Sarah Macomber, $1.50 per week; Mary L. Wilbur, $1.50 per week ; Simmons' family, $10 per month ; Fred H. French, $3.25 per week at Taunton Lunatic Hospital.
Aid was furnished C. H. Norcutt and family to the amount of $82.50 ; medical attendance to the same $26.75 Bills were paid to the City of Brockton for aid rendered Edwin W. Macomber in 1893, $26.35 and the present year 1894, $38.74. Paid the Town of Mattapoisett for board of J. Q. A. Crane from July 2nd, to Nov. 11th, $42.75 when he was removed to the Almshouse. Mrs. Angeline Eddy received aid during the year, to be paid by Fall River. As usual some more assisted under the head of Soldier's Relief.

In making up the Annual Report, the board of Select- men feel justified in saying, that, under the circumstances, the number of tramps fed, the increase of the number of inmates in the Almshouse, depression in business, causing low prices for everything sold from the farm, they are well pleased to find that the farm has done as well as it has. The stock is in good condition, barn full of hay, and the inmates in the house seem happy, and well cared for. The Superintendent and wife seem to be the "right persons" in the "right place," and would recommend that they be re- tained another year. The porch still needs some repairs, as all old buildings do, to keep them in any kind of shape to live in. One side of the house has been shingled, and the porch patched during the past year. There is need of a new tramp house, as the old one will not pay to repair, and the town will certainly be called to account, by the State Board if even tramps are not decently cared for. The bills for outside poor may seem large to some, but the bill from Brockton for 1893, was not sent to us in time to get it in the Report of 1893 where it belonged. The very large expense of aid to the Norcutt family was stopped as soon as it could properly be done, and they were taken to the Almshouse. But by some means or other, they ob- tained a "ticket of leave," and very promptly used it, thereby clearing the town from any further action, as re- gards aid. The bill from Mattapoisett, through some de- lay of their officials, was not sent to us, until it had at- tained the unnecessary proportions that it did. As re- gards our Highways, the Selectmen went over them March

8th 1894 and divided the money appropriated, among the Surveyors, as in their opinion was proper, according to the condition of the roads, and number of miles in each district. The roads are in a fair condition, at present, for the amount appropriated. Outside of the salary of the Draw tender, B. and D. Bridge has not caused us much expense the past year. It may, upon examination, need some repairs. It was noticed that in a few places, the "Guide Boards" needed repairing and painting, also, some new ones.
It may seem that our Outside Poor Department is getting to be expensive. But the town must look after "their own." Most of those we help are deserving, not all, and should be attended to. It is to be hoped that we may have a change for the better.

REPORT OF THE TRUSTEES OF THE PUBLIC LIBRARY.
The Public Library was opened for circulation Sept. 23d 1893, with 220 volumes, of these 169 vols. were pre- sented by the State, and 51 vols. by "friends in Beverly," through Miss Sohier, of the State Board. 152 volumes have been added the past year, by purchase, and by dona- tions from some of our public spirited citizens, also, by donations from Lieut. Gov. Wolcott, Col. A. A. Pope, Hon. E. A. Morse, Rev. J. E. M. Wright, and others ; 10 years of the "Harper's," presented by Albert E. Dean Esq., have been bound, making 20 very valuable and handsome books ; 12 years remain to be bound the com- ing year, making in all a very generous gift. Included in the gift of Gov. Wolcott, are many valuable books of reference, in addition to the 26 vols. covered, and in cir- culation.
Of the appropriation of $50 generously voted by the town, $49.65 was spent for books, catalogues, and needed articles.
Fifteen dollars was voted for the salary of the Libra- rian, and as the year was supposed to commence at the time of the annual meeting March 6th 1894. She was paid for 9 mos. to Dec. 6th 1894.
There has been collected during the year for fines $6.42, and the Librarian has paid for covers, and a Record book for the Secretary, the sum of $2.10, leaving $4.32 cash on hand.
In closing, we would thank the citizens of the town, for their generosity the past year, and respectfully ask the same appropriation the coming year.
