Auditors' Report.
We, the undersigned, chosen and sworn to audit the accounts of the Town for the current year and report in writing, have attended to that duty, and submit the following report :
We find that the Treasurer has vouchers in the form of orders or bills (except State Aid and part of the money paid for the poor), for all the money paid out for the Town, and his books compare correctly with the bills and orders. We find, however, a few errors in footing some of the bills that were ordered:
The Treasurer has given the Town credit for cash received from all sources to the amount of
$8,336 91
And has charged the Town for money paid out on orders and bills to the amount of $6,530 61
Leaving a cash balance in his hands of
1,702 73
And of uncollected taxes for the cur- rent year, 103 57
$8,336 91
The Treasurer has in his hands the fol- lowing named notes :
Six Oyster Notes, one payable yearly of $1,525 each, amounting to $9,150
Two Fish Notes, each $50, 100
$9,250
The former practice of the Town has been to choose a committee to settle with the Treasurer, who were not sworn,

and the manner of preceding was simply to compare the footing of the bills with the amount of money paid out by the Treas- urer's books.
This new law requires a more thorough examination of the bills, and it becomes necessary to see that they are correctly cast and added, as well as to compare the footing with the Treasurer's books, which requires much more time and care.
In looking over the accounts, bills and orders, we feel it a duty to speak here (with all due respect for our Selectmen) of what we consider irregularities on their part which ought not to be repeated. Such as ordering bills paid amounting to hundreds of dollars without date to bill or order. One order we find paid to one of the Selectmen with no bill to it and no person named to pay it to. Another, the practice of one of the Select- men paying bills himself and then going to the Treasurer and get the money without orders from the other Selectmen. Another, ordering bills of labor paid and not specifying the amount and time, and saddle the same with sundries.
We contend that no money should be paid out of the Treasury without an order from a majority of the Selectmen in writing.
We have examined the book kept by the Town Farm agent, and as far as we are able to judge it is correct, except we find no bills for the amount of supplies furnished the town and no receipts for the amount sold. We do not think this is the proper way to do the Town's business, and recommend a change so far as to require the agent to produce bills for the amount purchased and receipts for the amount sold, that the bills and receipts may be compared with his book.
Without this change it is very evident the agent, whoever he may be, may cover up an indefinite sum annually, if he chooses, and the Town never know the facts in the case.
Berkley, Feb. 18th, 1890.
Respectfully submitted.
