REPORT -OF THE- SELECTMEN AND OVER- SEERS OF THE POOR, From Feb. 15, 1897 to Feb. 15, 1898.
In compliance with the requirements of the Town the Board of Selectmen present their annual report.
It would be very gratifying to the Board of Select- men, could they, in submitting this report, present a fav- orable condition of the finances of the Town at the close of the fiscal year.
But unfortunately for us while our Town expenses are increasing our revenues are decreasing.
Our Oyster Beds and Fish Privileges which a few years ago were as good as a gold mine to us, are now fast shrinking in value; where a few years ago we received sixteen hundred dollars yearly, we now receive about eight hundred, and there is no prospect for any change for the better. What shall we do to improve the condition of things? is the question which naturally comes to the mind of every intelligent citizen, as the time approaches for the annual meeting.
There seems to be but one reasonable answer to this question viz :- Be careful .in regard to appropriations. Be neither extravagant nor miserly. Let sound judgement prevail in all departments of the Town. For further aid in this matter we heartily approve the plan recommended by Mr. C. T. Crane in his report last year, which was as follows:

"To allow a discount of five instead of ten per cent. as formally, on all taxes paid before a date fixed by the Town. Also to add interest to unpaid taxes after a cer- tain time."
This plan, if adopted might in a few years be of much benefit to the town, and if in a few years our revenues from any source be increased we might then discontinue the plan.
ALMSHOUSE AND FARM.
We are very glad to be able to give a favorable report in regard to the condition of affairs at the Town Farm.
We have had no paupers at the farm during the past year, but more than the usual number of tramps have been lodged, owing to the continued dull times which send so many men from mills and factories into the country in search of work.
Our agent at the farm, Mr. Brightman, has kept things snug and in good order out of doors and his wife has done equally well within doors. Considering the market prices of farm produce during the last year, he has done exceedingly well, and instead of drawing on the treasury for a part of his salary, which was reduced to two hundred dollars, he has paid his own salary and has a surplus to turn over to the town of about fifty dollars. He also has a fine field of strawberries for next year.
POOR OUTSIDE OF ALMSHOUSE.
The following persons have received aid from the town to some extent during the past year.
Fred H. French, care at Taunton Lunatic Asylum; Mary L. Wilber; Charles Norcut's family; Lydia E. Seekell board and medical attendance at Myricks; Edwin W. Mac- omber of Brockton; Mrs. Jason Pittsley; E. Wilson Macom- ber of Bridgewater; Daniel Caswell of Berkley whose case has recently been brought to our notice. Angeline Eddy at her own request has been dropped from the list.

REPAIRS AT ALMSHOUSE.
During the past year the porch and woodshed at the Almshouse have been shingled and otherwise repaired to the amount of about eighty dollars.
Other slight repairs are needed but will have to wait a year or more.
Number of tramps lodged during the year, 167.
BERKLEY AND DIGHTON BRIDGE.
Since the last annual meeting the Berkley and Dighton bridge has been completed and turned over by the County Commissioners to the two towns of Berkley and Dighton for care and maintenance; the towns to bear the expense in the same proportion as in the old bridge.
ROADS AND BRIDGES.
At the annual meeting last year the town appropria- ted for the repairs of Roads and Bridges the sum of twelve hundred dollars which the Selectmen after taking asurvey of the roads apportioned as follows:

of Berkley with the approval of "The State Board of Health." After carefully considering the matter your Selectmen with Capt. H. A. Dean and Hon. F. S. Hall, as counsel, were called to meet the City Solicitor, and Sewerage Commissioners at City Hall, Taunton, Mar. 20th, where an agreement was entered into between the City of Taunton and the town of Berkley, the substance of which may be found in Chap. 268 of the Acts of 1897.

TOWN WARRANT.
BRISTOL, Ss. To either of the Constables of the Town of Berkley, in the County of Bristol, GREETING:
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Berkley, qualified to vote in elections and town affairs to meet in the Town Hall in said Berkley, on Monday the Seventh day of March next, at 12 o'clock, m., then and there to act on the following articles:
Article 1. To choose a Moderator.
2. To hear the report of any town officer or com- mittee, and act thereon.
3. To choose all necessary town officers for the year ensuing, as follows :- Town clerk for one year, 3 Se- lectmen and Overseers of the Poor for one year, 3 Assess- ors for one year, a Collector and Treasurer for one year, an Auditor for one year, one School Committee for three years, seven Highway Surveyors for one year, and all other officers usually chosen.
4. To see if the town will accept the list of Jurors as revised by the Selectmen.
5. To vote Yes or No on the question, "Shall licenses be granted for the sale of intoxicating liquors in this town?"
6. To fix the salary of the Collector and Treasurer.
7. To raise such sums of money as may be necess- ary for Roads and Bridges and Schools, including High School tuition and to appropriate the same.

8. To see if the town will raise and appropriate a sum of money for Memorial day and appoint a Committee as formerly.
9. To raise and appropriate a sum of money for the Public Library and for the salary of the Librarian, and to defray all other town charges for the ensuing year.
10. To see if the town will authorize the treasurer to hire money under the direction of the Selectmen to pay town charges.
11. To see what action the town will take in regard to its present indebtedness.
12. To see what action the town will take in regard to discount on taxes when paid before a certain date, and also to adding interest to unpaid taxes after a fixed date.
13. To see if the town will straighten its wall on the road in front of "The Fox Cemetery."
14. To see what action the town will take in regard to the road at Myricks leading from the Methodist church to school house No. 7.
15. To transact any other business that may legally come before said meeting.

ANNUAL REPORT.
Report of the Trustees of the Public Library.
At the close of the fiscal year we have over 700 vol- umes in the Library. This includes books in circulation, books of reference from the State, and others that have not been covered and numbered as yet. We received a few donations, for which we are truly thankful, but still we are anxiously looking forward to the time when our citizens will take hold in earnest, and bring the number of books up into the thousands, with a suitable place to keep them. When our aged and honored citizen, Daniel S. Briggs, Esq., moved from town, he gave the library many books that are valuable, and some ancient works, rare, and hard to find. The Trustees know that they express the sentiments of the town when they tender him their warm- est regards and thanks for his kind remembrance. Also to Albert E. Dean, Esq., for another lot of nice new "Har- pers," which are already bound and in circulation. Of the $50.00 appropriated by the town, $49.88 has been expend- ed for books, etc., $1.54 has been collected in fines by the Librarian, making $3.36 in her hands, at the close of the year.
Of the appropriation made for the pay of the Libra. rian, she was paid for 3 months at the rate of $15.00 per year, and 9 months at the present appropriation $25 per year. See treasurer's report.
In closing this report we thank the citizens for their support and interest, and respectfully ask the same appro- priation the coming year.
