TO THE CITIZENS OF BERKLEY :-
In submitting our Annual Report, your School Commit- tee has no great revolution to record, neither any novel sug- gestion to make. No new or strange methods have been intro- duced into our schools during the past year, and no startling developments have been manifest ; yet we may conscientiously report a marked general improvement. The Committee try to do their best by all; and still some districts may be, indeed are, less favored than their more fortunate neighbors. We are but men, and therefore have no more than a fallible fore-sight ; and simply to this weakness is due the fact that, one school may have a less successful teacher than another, and on that account be subjected to the disadvantage of more frequent changes. In the long run, all such differences right themselves, and therefore the unfortunate may with hope look forward to the good time coming.

PARENTS,
We think during the past year, more interest has been manifested by the parents in the success of the Schools, than for some years ; past that is an encouraging feature. We
notice this more particularly at the closing examinations of the year. In nearly all the schools a large number of the parents and friends of education have been present. We would urge upon parents, to visit the schools at other times, thereby encourage their children, give them a new incentive for devotion to their studies, give them that restraining influ- ence upon their conduct that all need ; encourage, elevate and animate the desponding spirits of the teacher, and in general show to all that, your influence is on the side of the truest education of our youth.
The Town acted upon our recomendation in the report of 1888, and has placed in the hands of your committee, $40.00 to procure and set Shade Trees in the school yards, which we think is a move in the right direction. The school room and surroundings should be made so agreeable and at- tractive to the young, that they will delight to resort to it, and in after years, find its scenes among their most pleasant memories.
The year now closed, we think has not been profitless, but one of good progress, may the next be more so by far greater acquisitions in all the branches of study.
