SELECTMEN'S REPORT.
The Selectmen of Berkley respectfully submit the following report of their duties performed during the past fiscal year.
Highways .- At its Annual Meeting, the town voted the sum of $1200 to be expended by the surveyors and $200 to be expended under the direction of the Selectmen.
After viewing nearly all of the roads in town, the sur- veyors money was divided as follows, viz :

Of the money the Selectmen were allowed, there was expended in rebuilding the stone bridge at Augustus R. Pierce's, at Myricks, the sum of $43.50; the balance of cost was paid by the surveyor of that district. Total cost $55.40.
On Jerome street there was expended in drawing gravel, cutting bushes and blasting rocks, the sum of $78.41.
In building up the walls, widening the roadway at the north side of Ape's Hill there was expended for labor, stone and lumber the sum of $119.16.
Last June the town voted to have the old stage road from Taunton line to Freetown line, by way of Berkley Common, surveyed and to have the State Highway Com-

missioners petitioned to accept it as a State Highway. The plan and profile with the petition was filed with the Com- missioners, Aug. 3, 1896.
The disposal of the sewerage of the City of Taunton has called your Selectmen to Boston before the State Sewerage Commission with counsel; also to Brockton, to look into its system. The City of Taunton has a bill before the State Legislature for permission to build a system like Brockton's, to be located in Berkley. The new Iron Bridge over Taunton River has required the services of your board in Boston before the Legislative Committee and at other times. Travel over the river is now re- sumed.
GUIDEBOARDS.
As required by the Public Statutes in regard to guideboards, we will say that they are established at all corners, where in our judgment they ought to be erected and maintained and are in fair condition.
Poor :- The annual examination of accounts and the appraisal of personal property at the Town Farm, at the end of the fiscal year, was made Feb. 15, 1897.

62 tramps were cared for at the Almshouse during the year.
Last fall new window frames and windows were placed in the cellar of the Almshouse ; a pump put in the barn, which is a great convenience in watering the stock. The foregoing repairs were considered permanent im- provements and were paid for out of the town treasury.
Mr. Brightman was very successful with his straw- berries last season and has a larger bed, looking well this year, and is in hopes that they will do even better next year. The net on berries last June was more than $150.
Since the death of Thomas B. Staples, Jan. 29, 1897, there have been no paupers at the Almshouse.
POOR OUTSIDE OF ALMSHOUSE.
Fred H. French at Taunton Lunatic Hospital, $3.25 per week ; Mary L. Wilbur, partial support, $1.50 per week; the Norcutt family have been furnished with a doctor on several occasions ; Lydia E. Seekell has been provided with a doctor since Jan. 7, 1897, her friends as- suming all other responsibilities in her case, which is a se- rious one ; Angeline Eddy alias Hathaway receiving $1 per week, paid by the city of Fall River; Edwin M. Macomber and family of Brockton, assisted $4.95. All other cases come under the head of Soldiers' Relief.
Your Selectmen deem it their duty in closing this re- port to call attention to the financial condition of the town. Four years ago at the end of the fiscal year there was $1649 in the hands of the Town Treasurer. Since

that time the surplus has grown less each year, until this year we are behind $1000 or more at the end of our fiscal year. The deficiency is caused by insufficient appropria- tions, the decreasing value of our fisheries, and the great expense of clearing the roads of snow this winter. And for the future we would respectfully recommend a discount of 5 per cent. instead of 10 per cent. as in previous years, and that interest be added to taxes unpaid after a fixed date.
Also that appropriations be made liberal enough to cover our current expenses.

TOWN WARRANT,
ARTICLES TO BE ACTED ON AT THE ANNUAL TOWN MEETING, MARCH 8, 1897.
Article 1. To choose a Moderator to preside.
2. To fix the number of members that shall con- stitute the Board of Selectmen and Assessors ; also the number of Auditors, Constables, Fish and Oyster War- dens, Surveyors of Highway and other Town Officers, not established by law for the ensuing year.
3. To fix the compensation of the Collector and Treasurer for the ensuing year.
4. To see if the town will adopt the provisions of Chap. 264 of the Acts and Resolves of 1890 in regard to Public Cemeteries.
5. To act on the reports of Town Officers.
6. To choose by ballot all necessary Town Officers for the ensuing year and, if the meeting accept the pro- visions of Chap. 264 of the Acts and Resolves of 1890, three Commissioners for three, two and one year respec- tively, as required by said Chap.
7. To vote on the question, "Shall a License be granted in this Town for the sale of intoxicating liquors ?" Yes or No.
8. To raise and appropriate a sum of money for repairs of Ways and Bridges and determine the expendi- tures of the same.
9. To raise and appropriate a sum of money for school purposes, including tuition at High School, Books, etc.
10. To raise and appropriate sums of money for the Public Library, State Aid, Support of the Poor, Salą-

ries of Town Officers, Repairs on Public Buildings, Dis. count on Taxes, Printing and all incidental Expenses for the ensuing year.

13. To see if the town will allow a discount on taxes when paid before a date fixed by the town, and fix a rate of interest on unpaid taxes after a date fixed by the town.
14. To see if the town will authorize the Treasur- er to hire money under the direction of a majority of the Selectmen to pay the indebtedness of the town and town charges.
15. To see what action the town will take in re- gard to improvements about the Town Hall.

Report of the Trustees of the Public Library.
Our Public Library at the present date contains for circulation, and reference 626 volumes. Not as many as would like to present to the reading public, or as many as we had hoped for. But still if we keep on,a building,or some other accommodations will be needed in the near future,so that we can take our place with other towns in such mat- ters. It seems as though there might be more books in the several families in the town, that have been read over and over again, that would be new to those that have not been blessed with the means to obtain them. We received from Mrs. Emma Bissett 10 volumes "Putman's Magazine," also a book from another friend, in Cambridge, for which we are truly thankful. The remaining numbers of "Har. per's," the gift of A. E. Dean Esq., have also been bound. It will be seen that the Trustees did not expend all of the sum appropriated, but it was on account of the weather the last few weeks, and also on account of the intention to supply steps to be used in the Library to facilitate the reaching of the books on the upper shelves. They will be purchase in due time. We need the same appropriation as in the past few years, and hope the citizens will con- tinue to be as generous as they have been. For expendi- ture we refer you to the Town Treasurer's report.
The Librarian reports cash on hand Feb. 15, 1896, $6.99. Received from fines during the year, $2.22. Cash for book sold (an extra one) 50 cents making $9.71 Paid out by the same, for books and express, $1.90, ex- press 50 cents. Lumber, nails etc.,for shelves 2.49; mak- ing same, $1.00; Subscription to "Christian Herald" (for circulation) and book $2.00, in all $7.89, leaving cash on hand $1.82, Feb. 15, 1897.
Fifteen dollars was paid for salary of Librarian as per appropriation.
