State Primary September 23, 19.9. In accordance with the requirements of the foregoing Tarrant the inhabitants of precinct 2 tower of Burford qualified to vote in Primaries met in Lincoln Hall at 7o clock Q.M. Sept. 23. 1919, The Hanaut calling the meeting was read by the Clock. The ballot- box after being examin- Red by the Precinct, officers _ and the public was found to be infety and was immediately locked- and the key taken and retained by the officer in attendance the register indicating 000. at 7:10 o'clock the presiding officer called upon the persone qualified by law to vote 'in primaries to give in their ballots for the fourposee expressed in the warrant. at One, o' clock_ and 20 minutes M. the Polls were closed the register indicating 25 twenty five. The officers in charge of the check lists then counted the names check- ed on said lists and found the number to be 25. The ballot- box was then opened and the ballots taken therefrom and audibly counted one by one in the presence of the Precinct officers and the public and the whole number was found to be 25. State Election November 4, 1919 . Doreally to the Fore going warrant the voters of realych I. met at the Town Hall at Jo'clock a.M. to cast their fallote for the following named officers and questions. The meeting was called to order by Harden Charles Verley at 7 a.m. The reading of the Marrant was dispensed with. The Faceof Lox was opened and shows to be empty.

Remarks of Rer. Emery L. Bradford, on presenting the Town with a Garel and Gavel Block, at the Annual Town Meeting, held March 3, 1919, and voted to embody them in the records of that meeting, which may be found on Page 243 of this Book. as follows :-


Mr. Moderator:


I wish today to redeem the promise I made at The last annual meeting to present this town with a garel and garel block for use of the presiding officer. In providing this I wanted it to have more sig - nificance than a piece of granite and a mallet bought at any hardware store; and with your permission, sir, I will call your attention briefly to certain facts about this gavel and block.


The Block


This block, you will notice, is not a piece of Parian marble accurately chiselled and nicely pol- ished. It is, rather, a rough asklar,- a piece of common stone picked up from a field in Box- ford and set in a piece of oak that green no Boxford soil. It is not as beautiful as Carrara and Rosewood, but I would invest it in your minds with a significance that shall more than make amends for its rough appearance.


I would have this stone indicate to you, and to the succeeding generations of voters, that as our decisions are made and then announced on this common Boxford stone, so it is on our own soil, with our own resources, our problems are to be solved, our enterprises carried forward.


These problems may seem commonplace, - to us they are vital, Our resources may seem meager, - we have no responsibility beyond them, and they are sufficient if widely used. Our task is to make our town a notable place on which to live.

The head of this garel is made from a stick of

wood picked from a common wood pile. I would have it indicate this fact In dealing with our affairs we are to use our own minds, our own wisdom,- our own judgment. Our safety lies in the open mind, the good will, the free and frank expression of opinion, and then the decision of the majority carried out with fairness. We must, indeed , be broad- minded, we must seek to know the value of the experience of other towns; we must profit by other men's successes and failures; but in the end we must rely on our own wisdom, even though it be only such as we mag summon from the common wood pile . We must abide by our own decision, and learn wisdom through experience. The Handle of the Gavel


But even so we must not lose sight of the fact that back of all our institutions and all our progress are the achievements of English history.


I would have that fact typified by the handle of this gavel. This handle was madefrom a piece of bak that grew in the soil of Boxford, in England- the town for which this town was named when it was set off from the old Rowley Plantation.


(It took me some time to secure this piece of wood, duly authenticated, but by persistence I was able to accomplish it through the courtesy and assistance of our Consul General in London.) And, Mr. Moderator, as you and your successors use this garel, I would have you reminded that we came not by chance to our high estate.


We are children of our Mother-England.


We are heirs of the whole whole Anglo-saxon heritage. Let this handle , grown in English soil, remind us that we are to handle our affairs guided by the principles of liberty and law that have been wrought out in the best traditions and achievements of the Anglo-saxon race.

The Band Around the Garel Head.


But we must not forget that the self-centered life, indi- vidual, town, or national, is the life that is doomed. Selfishness means mildew and dry rot.


While our town is small yet we have relationship and responsibility, and must always have. un to the ends of the earth . That we recognize this has been amply proven by our works in these years of the world war Ourmen have given their treasure; our women have spent their time and strength: our sons have given their lives.


I would have this land that encircles the head of this garel, pierced by this handle, indicate the fact of our universal: relation and obligation.


This ring is made from a shell that was fired from one of the famous"75's" guns that did so much to win the war. It was fired by the 101 st Field Artillery Regiment of the American Expeditionary Forces, just before the armistice went into effect at 11 o'clock on November 11. 1918. (This fact is noted with appropriate lettering on the band.)


Let this ring remind us that we are indis - solubly bound in with the destiny of every other nation in the world,- that with our local affairs we have a responsible part in the enterprises of the race. The Inscription


Underneath all secure human endeavor in the will to integrity and justice. What is not right, cannot stand


The world turns for its best guidance in practical righteousness to the teaching of the Carpenter of Nazareth. And I have chosen these words of his instruction as a fitting motto to remind us of his wisdom and his insight.

It gives me great pleasure, Mr. Moderator, to present this garel and block to the citizens of Boxford, let it remind us that

With our own wisdom and resource, Guided by the traditions of the past, Bound in with the life of the race, Building in righteousness and led by hope We are to sobre our problems and do our work And pass on to our children a better heritage than we received.
