Litigation and Claims
Various claims for personal injuries and property damage were made against the Town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the Town were given and recommendations were made as to disposition of claims.
Selectmen
Because the Town does not carry public liability insurance, all such claims are referred to Town Counsel for investigation and settlement with

approval of the Board of Selectmen; and, if settlement cannot be made, then the case is tried in court by Town Counsel.
A number of these cases were on behalf of the Department of Public Welfare and thousands of dollars were recovered, a large part of which came back to the Town treasury.
Without listing all the cases handled, suffice it to say that cases by and against the Town have been brought to a current status with little or no "backlog," so called.
Conclusion
I am grateful for the privilege of having served the Town as legal counsel. During my period of service, I have been constantly aware of the great responsibilities attendant upon this position in a growing com- munity such as ours. The uniform spirit of co-operation and friendliness extended to me by Town boards, committees, officials and friends through- out this past year has greatly aided me in the performance of my duties and I shall be ever mindful of their loyalty and friendship.

Dear Sir:
I hereby submit my report as Town Engineer for the year of 1963.
During the year of 1963, all proposed construction work undertaken by the Engineering Department was completed on schedule. As in previous years, the larger portion of the work was done by contract after com- petitive public bid.
The construction work consisting of preliminary surveys, cost esti- mates, contract specification and plan preparation, layout, inspection, and supervision during construction, and estimates for payment, was handled by the Engineering Department.
In addition, because of necessary time limits imposed by weather and the immediate need for the facilities, two sewer projects, a water main project and a playground job were given to private engineering; work also to be done by contract.
The present complement of Town Engineer, assistant Town Engineer and five men of varying engineering grades (from Grade I through Grade IV) has put out a substantial amount of engineering work in 1963. As always, the salaries must be high enough to attract and keep capable, trained, qualified men in municipal work. With the present engineering force, it is hoped to complete at least as much work as last year.

Supplied plans, field work where needed, and data on various appeal cases. Some of the cases considered were: Route One at Everett Street, Concord Avenue, Washington Street at Walnut Avenue, Route One at the Iron Horse, Route One at East Cross Street,
Route One at Dean Street, Neponset Street at East Cross Street. Made six surveys for zoning violations.

These conferences usually were relative to proposed construction work in Norwood by the various bodies involved. A brief summary of assistance provided is noted.

REPORT OF ENGINEERING DEPARTMENT
The Engineering Department prepared sewer assessments for the various sewer construction jobs completed by 1963. Computations of the assessments, preparation of the necessary assessment plans and legal docu- ments were completed and committed to the assessors by the Selectmen.
A total of eight plans was prepared, including 54 assessments worth $32,096.03.
Considerable work was done on drainage study work on Varwood Circle. Estimates were calculated for the cost of drainage work which might be done in the area.
Field work, plans and layout and taking documents were prepared for acceptance of ten streets. Work was done also on the checking of plans and survey data for a number of other streets not yet accepted.
The Town Engineer attends many Selectmen's meetings, all Planning Board meetings and all Town Meetings. In addition, attendance is provided at zoning change hearings, various federal, state and county hearings and, when requested, the Town Engineer attends meetings held by town com- cittees, commissions, etc. in order to provide engineering advice and information.
