REPORT OF BLUE HILL REGIONAL SCHOOL DISTRICT PLANNING COMMITTE TO TOWN MEETING, NORWOOD
In October 1960 Mr. William Galvin, Superintendent of Schools in Canton, was host to school committeemen, school superintendents and prin- cipals of nearby cities and towns, at a meeting to discuss the feasibility and mechanics of initiating a study of Vocational Education needs in the area. This meeting culminated in a Survey as prepared in the area for one or more vocational schools to serve the young people of High School age.
Vocational-Technical Education as developed in Massachusetts may not be the only method of preparing our youth for entrance into the task of living in these troubled times, but it has shown that it can do it better than many other systems of education now being offered by the Commonwealth. However, good Vocational-Technical Education has been denied to too many youths and adults in our cities and towns for one reason or another,

one of which is because of the costs of such a program to an individual town and the lack of a sufficient number of students who would be eligible for such education and training.
The State Division of Vocational Education has been recommending and promoting the establishment and maintenance of Regional Vocational Schools by those communities that have not been providing adequate Voca- tional Education Programs. Within the past two years the State Department of Education has refused subsidy of Norwood's Vocational School because of the inadequacy of its offerings.
Representatives from Norwood have been in attendance at these Regional Meetings since the original invitation was extended in 1960.
In 1959 at the request of the Norwood School Committee through Mr. Lynch, Superintendent of Schools of Norwood, the Department of Educa- tion made a survey for the town of Norwood. Because of the results of this Norwood Survey, which recommended a four Trade School for Norwood, coupled with results of the 1960 South Eastern Central Survey, it was felt that it was important that Norwood have official representatives at the Planning Meetings.
Town Meeting action in response to an Article inserted in the Warrant at the request of the Norwood School Committee directed the Moderator to appoint the Norwood Committee. Members are Henry W. Diggs, Clifford F. Pearl, and Mrs. Francis Wisgirda.
Continued meetings determined that one Vocational-Technical High School to serve the fifteen-town area would be both too large to administer effectively and cause distances traveled to and from school to be excessive. Therefore it was voted to divide into two areas, a Northern and Southern District. Because of Norwood's geographical location your Committee de- cided to align itself with the Northern District. Other towns in this original Northern Division were Avon, Braintree, Canton, Holbrook, Milton, Randolph, and Westwood.
The primary function of the Regional School District Planning Com- mittee is threefold:
(1) To determine the need of a Vocational School
(2) To draw up an agreement among the several towns
(3) To make public the findings.
Your Committee actively participated in all District Planning Meetings and in addition had several meetings as an individual committee.
The District Meetings determined the following:
(1) There is a definite need for a Regional Technical Vocational High School in this area.
(2) The School be located at a site not specifically determined in Canton, Massachusetts.

(3) That it be called the Blue Hills Regional Technical Vocational High School.
(4) That an agreement be drawn outlining certain specifics as to the Type, Location, Apportionment and Payment of Costs, Budget, Ad- mission or Withdrawal of Towns and other pertinent information.
(5) That arrangements be made relative to the sale of bonds for the construction of the School.
At a point late in the proceedings the representatives from the Town of Milton decided to withdraw from the Region, at least temporarily. The withdrawal was due partly to the fact they were not officially appointed to their posts until after the major considerations and terms of the pro- posed agreement had been formulated, partly because of inability to concur on Section 1, Subdivision C of the agreement.
Milton's withdrawal from the Regional required some rearrangement of the financing of the school. Norwood's share (along with that of the other towns) was increased slightly from 18.9 to 24.1%. However, the State Aid Reimbursement was increased from 53 to 65% which is the maximum allowable. This increase in State Aid had the effect of almost canceling the individual town increases.
The proportional share of the other towns involved has been computed as follows:

The four-year High School is planned for a student population of 500 and to be co-educational. Added will be 13th and 14th grade allowing for 200 students pursuing additional advanced study. These two years will allow for the awarding of an Associate Degree in the courses offered. This is made possible by Acts of the Legislature recently passed.
The school will offer many and varied courses among which are listed:
Automotive Electronics
Graphic Arts Commercial Art
Machine Trade
Blue Printing
Data Processing
The cost of constructing and maintaining a Regional High School is divided among the participating towns on a percentage formula basis. This formula is based on the average obtained from:
1) The town's estimated attendance (3% of the net average school membership) to total estimated attendance
2) Population as of 1960
3) Equalized Valuations (Chapter 559, Acts of 1945)
4) Assessed Valuations (1962)
5) Recommended Equalized Valuations (H. 3103, Mar. 1961)

Norwood's Share of the Capital Cost at 24.1% of total would be $26,775.10.
As previously stated the Department of Vocational Education has been recommending and promoting the establishment and maintenance of Regional Vocational Schools.
In support of this, the following advantages are given to towns forming a Region :
1) An additional 15% in Chapter 70 money is allotted to the town annually for as long as it remains a part of the district. (Norwood is figured to receive an additional $33,244.39)
2) 100% Reimbursement of Architects Fees
3) 65% State Aid in Construction Costs
4) 50% Operational Cost Reimbursement.
5) 100% Reimbursement in Transportation Cost.
6) Additional Aid if the 13th and 14th year added.
7) The Legislature has recently added provision for Granting of Associate Degrees to students completing the 14th year.
There is much to be done by this Committee to bring the full story of the Regional Vocational Technical High School to the people of Norwood. We have a representative form of Government here and so the acceptance of the Regional District must be by Referendum. It is our plan if possible to arrange that this Referendum coincide with our annual election on January 20th next.
We would like to acknowledge the helpful assistance of many people, including the Department of Education surveys from which some of the material for this report was secured.
We would like to remark also that much of the Regional Committee's work has been in the revision stage, and because of that errors may have crept into this report. We beg your indulgence.

SPECIAL TOWN MEETING December 16, 1963
On a warrant duly issued by the Selectmen and signed by Charles L. Rich, Harry B. Butters, Martin J. Lydon, Walter J. Dempsey and Thomas K. McManus, Selectmen of Norwood, under the date of November 21, 1963, the meeting was called to order by the Moderator, Walter J. Gotovich. The proper service of this warrant was duly attested by James L. Lyden, Constable of Norwood.
The articles in the warrant and the action thereunder are as follows:
ARTICLE 1. To see if the town will vote to create a special unpaid committee to be known as the Regional School District Planning Commit- tee, as provided in General Laws, Chapter 71, Section 14.
VOTED: That the report of the Vocation School Study Committee be accepted as read and the Committe be dissolved, and be it further voted that the Moderator is authorized and directed to appoint an unpaid com- mittee of three to be known as the Regional School District Planning Committee, in accordance with the provisions of General Laws, Chapter 71, Section 14.
ARTICLE 2. To see if the town will vote to ratify and confirm the actions of the Study Committee appointed under authority of Article 21 of the Special Town Meeting held on November 1, 1962, which Committee purported to aet as a Regional School District Planning Committee, or take any other action in the matter.
VOTED: Indefinite Postponement.
ARTICLE 3. To see what sum of money the town will vote to raise and appropriate for the use of the Regional School District Planning Committee.
