SPECIAL TOWN MEETING March 21, 1963
On a warrant duly issued by the Selectmen under the date of March 5, 1963, and signed by Charles L. Rich, Harry B. Butters, Walter J. Demp- sey, Martin J. Lydon and Thomas K. McManus, Selectmen of Norwood, the meeting was called to order by the Moderator, Walter J. Gotovich. The proper service of this warrant was duly attested by James L. Lyden, Constable of Norwood.
All the requirements of the statutes and by-laws relating to town meetings were complied with. The warrant calling the meeting was read by Town Clerk and Accountant, Bartley W. Connolly.
The articles in the warrant and the action thereunder being as follows:
ARTICLE 1. To see what sum the Town will vote to raise and ap- propriate for the purpose of providing adjusted compensation for all full-time permanent employees excepting school teachers and library pro- fessional personnel for the year 1963, or take any other action in the matter.
A motion was made and seconded that the sum of $35,000.00 be raised by taxation and appropriated for the purpose of paying adjusted compen- sation of 2% of their salary or wages for the year 1963, excluding overtime pay, for all presently employed, full-time, permanent employees except school teachers and library professional personnel.

A motion was made that the Annual Town Meeting be adjourned to Thursday, March 28, 1963, at 7:30 P.M. at the Senior High School Audi- torium and that articles 2 through 17 be laid on the table and taken up at that time.

A motion was duly made and seconded that the recommendation of the Finance Commission be amended by striking out the following figure: $35,000.00 and inserting in place thereof the following figure: $87,500.00.

ARTICLE 2. To see if the Town will vote to accept the provisions of Chapter 409 of the Acts of 1962, now General Laws, Chapter 90, Section 18A, anthorizing the Board of Selectmen to adopt rules regulating the nse by pedestrians of way within the Town, or take any other action in the matter.
VOTED: That action under Article 2 be indefinitely postponed.
ARTICLE 3. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing and originally furnishing (excluding motor vehicles) a new station to house the fire and police de- partments and the civil defense organization, determine whether the money shall be provided by appropriation from available funds, by tax- ation, or by borrowing under authority of General Laws, Chapter 44; to appoint a committee to expend said sum of money for said purpose, or take any other action in the matter.
VOTED: That the sum of $565,000.00 be appropriated for the purpose of constructing and originally furnishing (excluding motor vehicles) a new station to house the fire and police departments and to meet the above appropriation, the sum of $87,000.00 shall be raised by taxation, the sum of $378,000.00 shall be transferred from surplus revenue and the treasurer, with the approval of the Selectmen, is hereby authorized to borrow the sum of $100,000.00 under the provisions of Chapter 44 for a period of two years; and be it further voted that the said building be constructed on the so-called Dunn's Field site on Nahatan Street, as shown on a plan entitled "Town of Norwood, Mass., Plan of Land for Proposed Fire Station", dated March 1, 1963 by R. A. Hamilton, Town Engineer, that the present Fire House Study Committee be hereby dissolved and that the Moderator be authorized to appoint a committee of five to expend the said funds for the stated purposes.
ARTICLE 4. To see if the Town will votc to set aside and designate a certain parcel of land as part of a site for the proposed fire station, said parcel being no longer needed for playground purposes and being shown as Parcel No. 4 on a plan entitled "Town of Norwood, Mass., Plan of Land for Proposed Fire Station, March 1, 1963, R .A. Hamilton, Town Engineer," said plan being on file with the Town Clerk and Accountant, or take any other action in the matter.

REPORT OF THE TOWN PLANNING BOARD ON AMENDMENT TO ZONING BY-LAWS OF THE TOWN OF NORWOOD
To the citizens of the Town of Norwood:
The Norwood Planning Board, through the "Norwood Messenger" in the issues of November 15, 1962 and November 29, 1962 gave notice of its intention to hold a public hearing on December 10, 1962 at 8:00 P.M. in the Municipal Building on amendment to the Zoning By-Laws of the Town of Norwood, said hearing as advertised was duly held and the Planning Board herewith submits its final report and recommendation which is in the following form.
We recommend Indefinite Postponement of the amendment to the zoning by-laws as submitted in the following motion under Article 5 of the Special Town Meeting of March 21, 1963 for the following reasons:
1. Need of providing adequate land for nursing homes which the Planning Board feels is necessary to the Town.
2. Current zoning by-laws with respect to allowable uses, reg- ulations and requirements of Board of Appeal permission with respect to nursing homes, etc. provide adequate pro- tection to residents in single residence areas, as before a permit is issued a public hearing is held at which time abutters are notified to appear and express their views.
3. Consideration was given to reasons as presented by propo- nents of the change, but after weighing all the facts, in the best interest of the Town, it was deemed advisable not to recommend any change in the present zoning by-laws.

To see if the Town will vote to amend the zoning by-law by striking out SP and inserting in place thereof the word NO in column marked R, S2, S1, S opposite paragraph No. 3, Section C, Table A, page 5, the effect of amendment will be to prohibit the establishment of a licensed hospital, sanitarium, nursing, rest or convalescent home not for the care of drug or liquor patients, the insane or feeble minded; boarding home for the aged or orphanage; other institution not for correctional purposes, in the following districts; rural residence (R), single residence (S), single residence districts 1 (S1) and single residence districts 2 (S2).

ARTICLE 6. To see what sum of money the Town will raise and appropriate for the purpose of building an open skating rink at the Father McAleer Playground, to decide whether these funds shall be raised by appropriation from available funds, by taxation or borrowing, and to ap- point a committee to expend these funds for the aforesaid purpose, or take any other action in the matter.
VOTED: Indefinite Postponement.
VOTED: That the Special Town Meeting be adjourned to March 28, 1963, at the Senior High School Auditorium at 7:30 p.m. to act on Articles 7 through Article 12 prior to the Annual Town Meeting.
