To see if the Town will vote to authorize the Moderator to appoint a committee to procure plans, specifications and estimates for the construction of a sixteen room elementary school and to raise and appropriate a sum of money for this purpose, or take any other action in the matter. ARTICLE 4. To see if the Town will vote to authorize the Selectmen to acquire land by purchase or eminent domain in the vicinity of the Wilson Street Playground for municipal purposes, or take any other action in the matter. (On petition of the Elementary School Housing Study Committee)

To the Citizens of the Town of Norwood:
The Norwood Planning Board through the Norwood Messenger in the issue of January 9, 1964 gave notice of its intention to hold a public hearing on Monday, January 27, 1964 at 9:30 p.m. in the Municipal Building on proposed amendment to the Zoning By-Laws of the Town of Norwood, said hearing as advertised was duly held and the Planning Board herewith submits its final report and recommendation which is in the following form:
We recommend amendment to the existing Zoning By-Law as sub- mitted in the attached motion under Article 1 of the Special Town Meeting of February 27, 1964 for the following reasons:
1. Best and highest use of land.
2. Continuance of present business zone.
3. Consistent with the present use of surrounding properties.

Pursuant to the provisions of the by-laws of the Town of Norwood, notice is hereby given that at the Special Town Meeting of the inhabitants of the Town of Norwood held on Thursday evening, February 27, 1964, it was voted that the meeting stand adjourned to meet at 7:30 o'clock on Monday, March 2, 1964 at the Junior High School Auditorium.
It was further voted that Article three through Article eight be laid on the table and acted upon at the adjourned session of this meeting.

An unsigned letter which was circulated to some, prehaps all, of the Norwood Town Meeting Members has been brought to my attention.
Because that letter, at several points, makes direct reference to the Attorney General and the Attorney General's office, I thought it appro- priate to write this brief letter which I hope will explain the role of the Attorney General's office in regard to zoning by-laws or amendments to the zoning by-laws of Norwood or any Massachusetts city or town.
By statute, every such zoning by-law or proposed amendment to a zoning by-law comes to this office for final approval.
We do not pass on the merits of a proposed by-law or amendment to the existing by-laws.
The merits are for the Town Meeting Members to decide.

We are charged with the responsibility of determining the constitu- tionality of the proposed by-law or amendment to the by-laws-its legality, under Massachusetts law,-and are also charged with seeing to it that all of the procedural steps which Massachusetts law outlines and requires have been followed by the town in question.
When, in the normal course of business, the by-law in regard to the Congregational Church property on Walpole and Winter Streets first came to this office for approval, Attorney General Brooke found that a procedural step required by law-(a public hearing before Town Meeting action)-had not been followed.
He therefore disapproved the by-law.
We did not pass on the merits of the proposed change then, and we take no position on the proposed change now.
I reiterate - the desirability or the non-desirability of the proposed change is for the Town Meeting Members to decide.
Attorney General Brooke, like his predecessors, has and will continue to leave such matters in the hands of the duly elected Town Meeting Members.
This matter has not "agitated" the Attorney General's office, nor is this office "keeping an eye on" Norwood, any unsigned letter to the con- trary notwithstanding.
The Attorney General has and will continue to discharge his constitu- tional and statutory obligations in such matters and is confident that the Town Meeting Members, in Norwood, as in the other cities and towns of the Commonwealth will continue to discharge their statutory responsi- bilities.
I hope that this brief letter has clarified the role which the office of the Attorney General takes in these matters.
I would appreciate it if you would read this letter to the Town Meeting Members should the zoning by-law question at issue come up at tonight's meeting.
