ARTICLE 2. A motion was made by Thomas K. McManus and duly seconded by Charles L. Rich that the following motion be substituted for the recommendation of the Finance Commission:
VOTED: That the sum of $11,000.00 be raised and appropriated for the purpose of constructing a permanent Honor Roll for the veterans of World War II and Korean Conflict to replace the one now located at Veterans of Foreign Wars Square commonly known as the Town Square.

VOTED: That the sum of $135,000.00 be appropriated for the purpose of installing a 13.8 KV line from the Central Street Substation to the Nor- tronics Plant and from Washington Street to the Bird-New London Plant, and to meet said appropriation from the Treasurer, with the approval of the Selectmen, is hereby authorized to borrow the sum of $135,000.00 under authority of Chapter 44 for a period of two (2) years.

REPORT OF THE ELEMENTARY SCHOOL HOUSING STUDY COMMITTEE (April, 1964)
The Elementary School Housing Study Committee, consisting of nine members, authorized under Article 8 at the Special Town Meeting held on April 27, 1960 and appointed in May by the Town Moderator, first met on June 6, 1960. After electing Joseph R. Olshan as Chairman, the committee began studying the need for additional classrooms in the Town of Norwood. At the meeting of August 24, 1960 a vote was taken in favor of an elemen- tary school on Prospect Street, which is now the John P. Oldham School, completed in 1963.
At the meeting of November 16, 1961, Mr. Olshan resigned his position as Chairman, and Mr. Arthur B. Rodgers was elected to that post. The Committee then proceeded to study the need for additional housing, obtain- ing and analyzing information and statistics from various committees and other sources. On August 15, 1963 the committee voted three to two, with two abstentions and two absentees, for an eight-room addition to the Cleveland School. Also at this meeting a vote was taken unanimously in favor of an addition to the Balch School.
After further discussions, it was voted at the meeting of October 3 to rescind the vote of August 15 in favor of a Cleveland School addition. The committee then voted five to four to recommend a new 16-room elementary school on Wilson Street and to prepare a report for the next Town Meeting. At the same meeting there was a unannimous vote in favor of preparing for Town Meeting a presentation of the Balch School cafetorium addition.

With the resignation in December, 1963 of Chairman Arthur Rodgers and Mr. Francis X. Sheehan, Jr., a meeting of the Elementary School Housing Study Committee was held on January 2, 1964 when Mr. John A. Abdallah was elected Chairman of the reorganized seven-member committee.
Although the committee was obligated to have the motions presented as already prepared, an expression of the present committee indicated that three members were in favor of the sixteen-room school and four members were in favor of the eight-room addition.
At the adjourned Special Town Meeting on March 2, 1964, the articles for a sixteen-room school and for purchase of land on Wilson Street were defeated, and the article for an eight-room addition to the Cleveland School was adopted, as was the article for an addition to the Balch School.
Mr. Olshan has resigned, leaving one vacancy to be filled. The committee is continuing its work of studying further foreseeable school housing re- quirements, particularly with regard to the Junior High School and addi- tional elementary school classrooms, and will report at a later date.

PROGRESS REPORT OF PERSONNEL BOARD STUDY COMMITTEE (April 23, 1964)
The subject committee, authorized by you at the Annual Town Meeting of March 28, 1963, and appointed by the Moderator on May 27, 1963, has met frequently since its inception for the purpose of fulfilling its assign- ment. Your committee has met with department heads, town employees, employee representatives, the Board of Selectmen, the Finance Committee and other interested parties in the town. It has also met with members of personnel boards in other towns and representatives of the Massachu- setts Municipal Personnel Boards Association, Inc. Some members of this committee attended, at their own expense, the Annual Conference of the Massachusetts Municipal Personnel Boards Association in Framingham on November 2.
The committee has to meet with a few more groups in the town and to draw up its final report and recommendations. Its goal is to present its final report to you at a special town meeting in May or June.
