Town Counsel was requested to check the legality of an agreement be- tween Alcar Properties Inc. and Norwood Parkland Corp. requiring the Planning Board's signature.


Messrs Gobbi and Shagoury were instructed to contact the Engineer- ing department for instructions in the construction of a catchbasin on Fales Avenue which they agreed to construct.

The Board met with Charles L. Rich, Chairman of the Board of Select- men with respect to Stearns Road and Cushing Road.

Meeting of May 13, 1963


A new hearing for the rezoning of land in the Bornwood Area was scheduled.


Attorney Donahue asked the Board to hold a hearing on the rezoning of land bordering Winter and Walpole Streets.


It was voted to disapprove the Subdivision plan of Alkeith Realty Trust showing the cul de sac and dated December 6, 1962.


Conditional approval was granted to alternate subdivision plan of Al- keith Realty Trust dated January 8, 1963.


Meeting of May 27, 1963


A Public Hearing was held on an amendment to By-laws for allowing golf courses to be constructed in LM areas and in GR areas by special per- mission.


A Public Hearing was held on changing the zoning from THA to THB to limited Manufacturing on Route 1.


The agreement for sale of 78 lots from Alcar Properties to Norwood Parkland Corp. was signed by the Board.

A Public Hearing was held to rezone to Business Land bordered by Walpole, Winter and Beacon Streets.

The Board met with Mr. Tausey who complained of conditions on Countryside Lane and Dell Road.

Public Hearings were held on Bay State Acre, Lots 1 and 2 and Little Bay State Acres, Lots 3 and 4.


A petition for rezoning from SR 1 to Business on area bounded by Walpole Street, Wilson Street and the Wilson Street Playground was sub- mitted to the Board.


Meeting of August 5, 1963


Mr. Gallagher submitted a subdivision layout of land lying off Neponset Street which was formerly the Old Talbot Property.


The Board met with Representatives of the Board of Appeals to dis- cuss the problems of subdividing the lot of Mr. Puopolo on Concord Avenue.


Bonds were released for the following: Hillcrest Road, Westview Road and Longwood Terrace.


Meeting of August 19, 1963


A Public Hearing was held on the subdivision of land on the easterly side of Sumner Street starting at Route 1 and consisting of more than 20 acres.


Mr. Simoni submitted a legal description of land which he would like rezoned from Single Residence 1 to Business off Walpole Street.


Meeting of September 9, 1963


Mrs. Brown appeared before the Board to register a complaint about parking conditions on Westborder Road. It was voted to inform the Build- ing Inspector of the violation.

A Public Hearing was held on rezoning from SR 1 to Business land on Walpole and Wilson Streets.


The Board met with John J. Gartland to discuss the extension of Albemarle Road through church property owned by the Archdiocese of. Boston to Nichols Street.


Mr. Donahue and Doctors Bero, Gualtiere, Brown and Quann met with the Board to work out restrictions to be included in the deed of land which is to be donated to the town.


Robert Rizzo's subdivision located easterly off Route 1 and adjacent to Sumner Street was approved by the town.


Meeting of September 23, 1963


Conditional release of Chatham Road was voted.


Mr. Puopolo met with the Board with regard to problems he had deal- ing with land owned by him on Concord Avenue.


Meeting of October 21, 1963


It was voted to release bonds covering Devon and Oakleigh Roads pending receipt of a certified check for $500.00 to cover the cost of correct- ing minor discrepancies.


The Board voted to inform the selectmen that Madden and Boch are guilty of zoning violation on West Border Road.


The Planning Board recommended a cut of $1500.00 in their annual budget for 1964.


Meeting of November 5, 1963


A Public Hearing was held on the modification of a plan of Albemarle Road near Westover Parkway.


A Second Public was held on a proposed amendment to the Zoning By- laws adding Section 11E. "In any zoning area where the minimum lot front- age is not provided for in this by-law, no buildings shall be constructed on a lot having a lot frontage less than 60' measured as provided in para- graph B ."


Bonds covering Hemlock Street were released.


The Board voted to endorse plans submitted by the Selectmen to widen Guild Street.


The Board voted to recommend to town meeting rezoning land border- ing Beacon Street, Walpole Street and Winter Street.


Meeting of November 18, 1963


The Conservation Commission met with the Planning Board to discuss some of the common problems shared by both Boards.

Meeting of December 30, 1963


A Public Hearing on the subdivision of land off Neponset Street owned by Anthony Bernardo.


Mr. Bilotta and other residents of Varwood Circle met with the Board to register complaints of flooding in their development.


The Board met with Thomas J. and Francis Foley with respect to the proposed rezoning of land on Boston-Providence Highway from Access Road to Purgatory Brook.


Town Counsel was requested to call the bonds of Mr. Nelson.

Dear Sir:


The ever changing problems associated with law enforcement and the development of new and more efficient methods to cope with such problems require a continuing program of education, training and communication in a modern progressive police department.


This annual report affords an appropriate opportunity to indicate measures taken to provide an effective program of instruction for the Norwood Police Department during the past year as well as progress in the area of communication.


Late in 1962, Selectman Martin J. Lydon representing the Board of Selectmen joined with General Manager Walter A. Blasenak to initiate a

series of lectures for members of the Norwood Police Department as well as police officers from surrounding towns. This lecture series was carried into the spring of 1963. Men prominent in the field of law enforcement, education and religion lectured on such diverse subjects as Probation, Ethics and Morality in police work, Search and Seizure, Parole, Identifica- tion, Ballistics, Motor Vehicle Law, Photography and Narcotics, to name but a few.


During the past year, Sgt. Martin J. McNulty and Sgt. John J. Wall attended a two-week course of instruction and training in Criminal Investi- gation conducted by the Federal Bureau of Investigation. The Chief attended an advanced course in Police Administration held in Boston, pro- vided for superior officers of police departments of Maine, New Hampshire, Massachusetts and Rhode Island. This seminar was conducted by special agents of the Federal Bureau of Investigation.


The Massachusetts Department of Public Safety annually offers spe- cialized courses of instruction covering many aspects of police work. These particular courses are primarily designed to train law enforcement officers in such subjects as Law, Court Procedure, First Aid, and Fire Arms Train- ing, as well as other phases of police work. Attending this six-week period of instruction during 1963 were Patrolmen Vito M. DiCicco and Edward F. Travers.


During the past year Patrolman William F. Costello has received instruction sponsored by the Massachusetts Correctional Institution at Bridgewater on the proper use and control of the gas rifle, gas grenades and projectiles. Accordingly, this officer has been made responsible for all matters pertaining to this field, including instruction.


Through the co-operation of the Board of Selectmen and the General Manager, six officers of this department have attended courses at North- eastern University Law Institute extending over a sixteen week period. Acting Sgt. James F. Curran, Detective Arthur J. Groh and the Chief have attended a course in Criminal Investigation. Acting Lt. James F. Lyden is enrolled in a course on Police Supervision, and Sgt. John J. Wall and Patrolman Robert J. Lawrie are pursuing a course in Criminal Law and Court Procedure. Detective Arthur J. Groh and Patrolman Joseph P. Flaherty have completed a course in Criminal Law and Evidence. Four of the officers who attended Northeastern University during the past year have done so through the scholarships provided by two local business firms, Marrud, Inc., and Sears. For such a public spirited display of interest, we of the Norwood Police Department are most grateful.


New assignments and duties within the Norwood Police Department made necessary by the increasing need for specialization have led to the formation of several new functions during the year. Acitng Lt. James F. Lyden in addition to his other duties has been assigned as Prosecuting Officer in all cases held before the District Court of Northern Norfolk, Dedham, Massachusetts. Sgt. Martin J. McNulty has been directed to take charge of the newly formed Traffic Division and his duties will include

traffic control and planning. Patrolman Frank L. Walsh has been appointed Safety Officer in addition to his regular duties. Kindergarten classes, grade school classes and driver training schools have been the recipients of informative talks on Motor Vehicle Safety, Motor Vehicle law and other related subjects concerned with safety. Acting Sgt. James F. Curran and Patrolman Arthur J. Groh have been appointed to the newly organized Detective Bureau. Among the new positions created within the Norwood Police Department, is the position of Clerk-Patrolman charged with the responsible and efficient control of records and data necessary to the proper operation of the department. Patrolman Albert M. Bishop has been assigned to this important function.


On June 4, 1963 a meeting was held in the office of the Chief of Police, at his request, for the purpose of discussing matters of mutual interest between the Police Department and the local press. Those invited were Mr. George J. Sherlock of the Norwood Messenger, Mr. John J. Cook of the Norwood Times, Mr. Henry Foley of the Norwood Tribune and Mr. Edward Quersoli of the Patriot Ledger. Procedures and policies were out- lined that have contributed further to an already highly cooperative relationship.


The continued increase in bank robberies throughout the country is a matter of grave concern to all law enforcement agencies. Joint effort on the part of banking institutions and police departments to counteract and effectively reduce the opportunity for this type of crime must be under- taken. A meeting was initiated by the Norwood Police Department to pro- vide information to all banking institutions and loan agencies within the town. The meeting was held in the main lobby of the Dedham Trust Company, Central Street, Norwood, on June 20, 1963. The purpose of this meeting was to suggest to representatives present preventive measures which could be utilized to reduce the risk of robbery and aid in the apprehension of the criminal. Conference leaders for the evening were Mr. Edward Powers former Agent in Charge of the Boston office of the Federal Bureau of Investigation and Special Agent Thomas F. Mclaughlin.


In the very near future a course of study on Juvenile Delinquency designed to impart to representatives of Police Departments throughout Norfolk County information concerning the Causes and Statistics of Juvenile Delinquency, the work of Social Agencies, Court Clinics and the like, will be organized and supervised by this department.


A program is presently underway in which all members of the depart- ment will fire the Police Practical Pistol Course. This consists of firing the service revolver at various distances and from different positions. Upon completion of this basic course, all will receive a refresher course of instrutcion in the rifle, shotgun and submachine gun.


During 1963, through the co-operation of the Board of Selectman, the General Manager and Finance Commission, equipment sorely needed was provided. This equipment includes two 12 Guage Remington Riot guns, one emergency tear gas kit, two Winchester 30-30 rifles and three snub-nose revolvers. A Polaroid camera was obtained for investigative purposes.

MARK F. FOLAN


Born May 5, 1898


Died January 11, 1963


Mark F. Folan was appointed as a Patrolman, Norwood Police Department, on March 10, 1931, and elevated to the rank of Sergeant on August 16, 1944. On November 1, 1950 he was appointed to the rank of Acting Lieutenant, and on April 16, 1952 he was appointed to the rank of Acting Chief. On July 15, 1952 he was appointed as Chief of the Norwood Police Department.


During his many faithful years of service to the community, Mark F. Folan served with distinction and efficiency.


The Town of of Norwood expresses its gratitude for his faithful service and extends its sympathy to his family.


In Memoriam


GEORGE W. SANBORN


Born February 8, 1913 Died January 11, 1963


George W. Sanborn was appointed as a Temporary Intermittent Patrolman, Norwood Police Department, on April 14, 1941. On June 1, 1943 he was appointed Patrolman, Norwood Police Department.


George W. Sanborn was a devoted member of the department, serving with efficiency and allegiance.


The Town of Norwood expresses its gratitude for his long and faithful service and extends its sympathy to his family.

During the year, three clergymen representing the major denominations were designated as official Chaplains of the Norwood Police Department. Those serving in this capacity are Father Paul J. McManus, Reverend Walton Moffitt, and Rabbi David Prince. Also, Dr. John F. Kelly was designated Medical Officer of the department.


In closing, I should like to express my sincere appreciation to the Honorable Board of Selectmen, General Manager Walter A. Blasenak, department heads and personnel of all municipal departments, and Town meeting members for their co-operation with the Norwood Police Depart- ment during the past year. I also thank the Presiding Justice of the District Court of Northern Norfolk, Judge Gilbert W. Cox and all members of his staff for their assistance in matters before the court. A word of praise, also, to the members of the Police-Fire-C.D. Building Committee is due with thanks for their many hours of conscientious service.

To the Honorable Board of Selectmen:


Gentlemen:


The Norwood Board of Public Welfare submits its annual report for the year ending December 31, 1963.


At its regular meeting on May 10, 1963, the Board elected Ernest G. Paciorkowski as Chairman.


Mr . Richard G. Nead resigned after devoting many years of service to the Board and Mr. Frank R. Simoni was appointed to membership.


Mrs. Nora C Butler is to be commended for her efficient management as the Department Acting Director from February, 1962 through June, 1963


On July 1, 1963, John G. Keating became Director, following his ap- pointment from the Civil Service Listings, and continues to serve in that capacity.


The Aid to Families with Dependent Children category increased dur- ing the year but marked success was effected in locating deserting hus- bands through the co-operative efforts of the Police Department and Ded- ham Court.


The Disability Assistance caseload was also increased chiefly by trans- fer of eligible cases from the General Relief rolls.


The number of persons receiving General Relief remains generally con- stant due to the fact that these recipients are not eligible for other cate- gorical assistance.


The 1963 caseload for the above referenced categories accompanies this report.


Appreciation is expressed to all Town Departments and Officials for their co-operation during the past year.

Dear Sir:


I herewith submit my report as Superintendent of the Public Works Department for the year of 1963.


HIGHWAY DIVISION Street Maintenance


One hundred sixty-five thousand square yards of road surface were treated with liquid asphalt and gravel stone was used as a cover.


The Chapter 90 Maintenance Project was the recapping of Walpole Street from near Rosemary Street to Berwick Place. It is expected to continue to the State Highway in 1964, which is just beyond where Chapel Street meets Walpole Street.


Street cleaning, patching and repairing of streets, maintenance of fences, bridges, culverts, brooks and sidewalks were cared for through- out the year.
