Assessors :


Measured, calculated and checked areas and volumes for 333 new buildings and additions. Plotted above information on assessors building cards. Computed and plotted all land divisions onto assessors tracings and blueprints. Worked on replacing old assessors plans and compilation of new plans for areas in Norwood not presently covered by plans.


Building Inspector:


Issued house numbers for all new construction, and made house num- ber changes where required.


Staked out zoning line on Sumner St. to check zoning violation.


Aided Building Inspector with condemnation proceedings on founda- tions on Nahatan St.


Checked street lines for sign setback violations.


Cemetery Department:


Plotted 213 burials on record plans and procured prints. Staked out 60 4-grave lots and 8 6-grave lots in Garden Section.


Made preliminary survey for companion lots in prepared area.


Worked with Superintendent on proposed extension of the cemetery, additions to utilities, surfacing and re-surfacing of various avenues and walks and on drainage problem.


Clerk, Town:


Supplied Town Clerk with certification of entry for easements, tak- ings, etc.

The Town Engineer meets with representatives of various public and private agencies planning construction work in Norwood. A great deal of time and effort is put into these meetings which consist mainly of aiding the prospective constructors to be aware of Norwood regulations and policies, to be sure that all utility information pertinent to the individual's problem is made available, so that the proposed work will proceed as smoothly and easily as possible.


The following agencies met with the Town Engineer during the year of 1964:


Alevizos, John-Many meetings held regarding shopping center construc- tion.


Algonquin Gas Transmission Co .- Discussions on lowering gas main for relocation of Meadowbrook.


Alpha Construction Co .- Met with this company's engineer many times on utility and site construction.


Bamber, John Co .- Discussions on utilities, curb openings, new sidewalks, etc., for new nursing home.


C. & W. Wool Co .- Worked out proposed sewer connection for building. Congregational Church-Worked with engineer on parking lot layout and entrance.


David Park Apartments-Met with contractor's engineer many times for data on utilities and proposed layout.


Eaton Village Apartments-Frequent meetings and discussions in effort to solve utility and grading problems.


Friendly Ice Cream Co .- Representatives met with Town Engineer on many occasions to work out utility layout.


Korslund, Le Normand & Quann, Architects-Town Engineer met with firm members on various Norwood jobs including Cleveland School Addition,

Whitman & Howard, Engineers-Much work along with engineer for perim- eter road layout and Union Brook Interceptor sewer easement and sewer layouts.


Windsor Gardens - Worked on drainage problem, building numbering changes, 12" water main extension, and made survey information avail- able for new land acquisition.


Vara Construction Co .- Met with company representative about water and sewer main extensions to serve new construction.


The Town Engineer also worked with representatives of the Town of Walpole on water supply questions; the Town of Westwood on four common drainage problems; the Norfolk County Engineer for discussion of various problems on County ways; the Mass. D.P.W. on I-95 problems, Hawes Brook Chapter 91 work; Neponset St. reconstruction and Division of Waterways regarding Meadowbrook. The U.S.G.S.A. also discussed from time to time problems arising at the new post office addition site.


The Engineering Department prepared sewer assessments and plans for the 1964 sewer construction. Four plans including 44 assessments total- ling $24,423.04 were completed.


Field work, calculations and finished plans and documents were pre- pared for nine streets which were accepted by the town meeting. Work continues on the street acceptance program.


The Town Engineer attended many Selectmen's meetings, all meetings of the Planning Board and was present at all Town meetings.


Likewise various committees and boards requested attendance at certain meetings in order to have engineering advice given.

REPORT OF THE FINANCE COMMISSION


Hearings before the Norfolk County Commissioners, Mass. D.P.W. on various matters, the M.D.C. and other governmental agencies are also at- tended.


Contract work for utility and other construction amounting to about $100,000.00 was prepared and inspected by the Engineering Department during the year.


As in the past years, the town citizenry has brought a multitude of interesting, and sometimes knotty, problems to the Town Engineer.


These problems increase in complexity and number each year as the town expands, and they are time-consuming, however interesting. The con- tract work, home building, and industrial and business development in Norwood seem to be on the increase again.


Along with the proposed construction for 1965, and Chapter 90 Work, there appears to be no lessening of the Engineering Department duties for the coming year.


With the present day complement of the Engineering Department and possible additional qualified personnel, it is anticipated to again complete all assigned work in 1965.

On the Balch School and Cleveland School additions, these borrowings will be reduced by the matching stabilization fund payment received from the School Building Assistance Commission. The sum of $352,760.00 was appropriated from the stabilization fund for the two school additions.


The town in 1964 made its 8th payment of $95,000.00 to the Common- wealth of Massachusetts to be applied against the Cost of Constructing the water main from the Metropolitan System to the Norwood-Westwood line. The total cost is $950,000.00 with $95,000.00 being paid off each year.


The Finance Commission examined the requests for appropriations submitted by the various departments, met with department heads and committees charged with the disbursement of appropriations, and discussed in detail the basis for such requests.


Upon completion of the work of the Commission, a public hearing was held prior to the Annual Town Meeting.


The sum of $58,600.00 was appropriated for the Reserve Fund and transfers were made as follows:

Dear Sir:


I submit to you and to the citizens of the Town of Norwood the Annual Report of Your Fire Department for the year 1964.


On April 1, 1964 your fire department moved from tlie old fire station, at the corner of Nahatan and Central Streets, into the new quarters on Nahatan Street. The new station houses the most modern alarm and com- munication systems in order to efficiently handle fire calls and give you quicker response to alarms. Adequate training and classroom facilities have been incorporated in the building so that the fire department can keep up to date with the modern problems encountered in fire fighting.


Due to the continued building construction in the town and the ever growing technical problems caused by our progressive industries, we of the fire department have to increase our knowledge while still maintaining our past efficiency. To improve the department, officers attended the Mass- achusetts Institute of Fire Department Instructors Seminar, the Red Cross Instructors Course, and the Boston Fire Department Training School. Upon completion of these courses, they in turn held training classes for our department.


A new record of fire calls was established in 1964, when we responded to 1200 alarms which are classified as follows:

REPORT OF FIRE DEPARTMENT


* Dump, sprinkler surges, smoke scare, and honest mistakes


In addition to this large number of fire alarms, 609 ambulance calls were made by this department.


Inspections and pre-fire planning have been carried on throughout the year. Inspections were held in all schools, churches, nursing homes, hospital and garages. Sprinkler tests were conducted in schools, nursing homes and factories having such installations. Occupancy inspections were made with the Building Inspector in each dwelling unit in all new apartment houses and in all new buildings. Permits were issued for fuel oil installations.


Fire protection planning was carried out in co-operation with the town engineers in locating hydrants, water mains and sprinkler protection in shopping areas.


I would like to take this opportunity to thank the Honorable Board of Selectmen, Manager Walter A. Blasenak and the Department heads for their continued co-operation. To the Fire & Police Building Committee, Dr. Harold Knudson, Mr. Herbert A. Wiggins, Mr. Ralph Fenton, Mr. Martin W. Feeney, and Mr. James B. Cuff, for the many hours of dedicated service to the Town, we thank you, and they may well be proud of a job well done. To the Chiefs and firemen of Westwood, Walpole, Canton and Dedham, I wish to express my thanks for their co-operation in our Mutual Aid Program.

REPORT OF THE GENERAL MANAGER


To the Honorable Board of Selectmen:


I hereby submit detailed reports of the various departments under the administrative control of the General Manager.


The General Manager in review of departmental reports submitted for the year 1964, wishes to call your attention to some of the more important activities in the various town departments which discloses continued growth in all municipal departments.


1. The Municipal Light Department again was one of the most active departments in the Town. The installation of the 5,000 KVA trans- former and switchgear at Station 353, Chapel and Washington Streets, was completed. This equipment was installed in time for heavy load require- ments during the summer of 1964. The contracts were awarded for the first section of 13.8 KV line from Central Street along Washington Street to Route 1 to Morse Street. Further plans for continuation of 13.8 lines are under study and contracts for construction will be awarded in 1965.


The department witnessed a 10.15% increase in kilowatt hours con- sumed in 1964.


The old underground street lighting system in the vicinity of Nichols Street was replaced with a modern up-to-date underground lighting system. This improvement reflects the continued desire of the department to re- construct and replace the older type street lighting equipment.


2. The Recreation Department continued in the past year in its efforts to provide interest and worthwhile leisure time activities for all citizens of Norwood. The growth of the town is reflected in the increasing partici- pation in the various programs offered. The reception of the programs offered was most enthusiastic and indicated a genuine interest on the part of the participants.


The program at the indoor pool at the Recreation Center has continued to grow in both quality and quantity. A well rounded schedule of activities is offered at the pool during the Fall, Winter, and Spring months.


Notable addition to the program in 1964 was a program of recreational swimming for physically handicapped boys and girls. Valuable assistance in this program has been rendered by volunteer teen age young people who have received training in Senior Life Saving in recent years.


With the work completed at the new Ellis Gardens Playground in 1964, it is contemplated that supervision and a full schedule of activities will be offered there in the summer of 1965. It is expected that the same will be provided at the Oldham School Playground.


Senior Citizens' activities were also a highlight of tlie year's program with the Recreation Department continuing as one of tlie state leaders in this most important area.

REPORT OF THE GENERAL MANAGER


The Hawes Swimming Pool interior was refinished by the gunite process. Further improvement of the pool area is contemplated in the year 1965.


3. The Cemetery Departmen in connection with its expansion program acquired additional lands adjacent to the present cemetery which will be dedicated for municipal purposes. Improvement work at Highland Ceme- tery during the year 1964 consisted of recapping of certain avenues and walks and the installation of a chain link fence enclosing the Old Parish Cemetery.


To increase the efficiency of the department, a modern mechanical grave opening device was purchased and has proved to be very successful and productive.


4. The Public Works Department which is essentially a service depart- ment witnessed an extremely busy year in performing its usual functions. This department has cooperated very closely with the State Department of Public Works in connection with Chapter 90 work.


Construction on I-95 in Norwood commenced early in 1964 under the supervision of the State Department of Public Works. This necessitated work by the Town on Neponset and Union Streets, namely, relocation and cutting off of town utilities; also, maintenance in both areas. As construc- tion continues, the Town Public Works forces will be called upon to assist the contractor and the State Department of Public Works. To that end the fullest of cooperation will be forthcoming.


5. Some of the more important construction projects were completed in 1964 namely: reconstruction of the Warren Street sewer; correction of serious drainage problems at Varwood Circle; extension of water main on the east side of Route 1 from Traphole Brook in a northerly direction; Westover Parkway reconstruction completed from Malvern Road to beyond Germany Brook leaving a remaining portion from Eden Road to Germany Brook to be reconstructed in subsequent years.


The sidewalk program, granolithic and bituminous concrete, was com- pleted within the funds made available for that program.


6. The sanitary land fill program continues at the public dump and the


Town was fortunate in renewing the contract for the year 1964 at a substantially lower figure than the preceding year. In order to protect the best interests of the Town a "sticker program" was instituted so that the use of the dump may be reserved for residents of the Town of Norwood.


7. The Engineering Department which is an extremely important depart- ment witnessed a very active year rendering services to all municipal departments including the various building committees, Parking Commis- sion, and the Norwood Housing Authority.


All monies appropriated for construction purposes for which contract work was required was handled entirely by the Engineering Department.

8. In the area of traffic control the Town continues to replace the old parking meters with the newer type meters or "Vandalism Resistant" meters.


With respect to the Talbot Parking Lot construction was completed to provide for entrance and exit into the parking lot from Nahatan Street.


9. With the completion of the construction of the new Police and Fire Station, the Town has acquired one of the most modern and functional buildings for this type of public service. In the Police Department section of the building, facilities are provided for activities related to the Police and Civil Defense Departments whereby training for members of the de- partment may be acquired through lectures and conferences. Members of the Norwood Police Department are assigned during the year to attend various police schools namely, Northeastern University and the Massachu- setts State Police School.
