On a notice duly attested by the Town Clerk and Accountant, Bartley W. Connolly, the Special Town Meeting, adjourned from March 21, 1963, was called to order by the Moderator, Walter J. Gotovich. The proper service of this notice was duly attested by James L. Lydon, Constable of Norwood.


The articles in the warrant and the action thereunder are as follows:


ARTICLE 7. To see if the Town will vote to raise and appropriate a sum of money for Electric Light Construction, determine whether the money shall be provided for by appropriation from available funds in the treasury, by taxation or by borrowing under authority of Section 8, clause 8 of Chapter 44 of the General Laws,or take any other action in the matter.


VOTED: That the sum of $310,000,00 be appropriated for an addition to the present sub-station at Washington and Chapel Streets together with feeder lines and a new Edison 15,000 volt line for additional capacity; and to meet said appropriation the sum of $20,875.31 be transferred from 1961 and 1962 available balances in Light Depreciation, the sum of $9,124.69 shall be raised by taxation and the treasurer, with the approval of the Selectmen, is hereby authorized to borrow the sum of $280,000.00 under authority of Chapter 44 for a period of 5 years.


ARTICLE 8. To see what sum of money the Town will vote to raise and appropriate or transfer from available funds in the treasury for the Stabilization Fund created under authority of Chapter 40, Section 5B of the General Laws. (On petition of the Finance Commission)


VOTED: That the sum of $25,000.00 be raised by taxation and ap- propriated for the Stabilization Fund.

ARTICLE 9. To see if the Town will vote to authorize and direct the Seleetmen to acquire by purchase or eminent domain for library purposes the former site of the Congregational Church and Parsonage located at the northwesterly corner of Walpole and Winter Streets, or take any other action in the matter. (On petition of William C. Kendrick, et al)


VOTED: That action under this article be postponed to the next special town meeting, and that this article be included in the warrant for such special meeting.


ARTICLE 10. To see if the Town will vote to accept the money in the Veterans' Memorial Building Fund to be used, together with additional Town funds, for the erection of a memorial building. The vote on this artiele will be subject to the Probate Court's approval of any change in the original plan. (On petition of the Veterans' Memorial Fund Study Committee)


VOTED: That action under this article be indefinitely postponed.


ARTICLE 11. To see what sum of money the Town will vote to raise and appropriate to modify the original plans for a veterans' memorial center to be located on the Norwood Civic grounds, or take any other action in the matter.

ARTICLE 12. To see if the Town will vote to amend the By-Laws of the Town of Norwood by adding thereto the following by-law providing for a gas inspector.


ARTICLE XVI INSPECTOR OF GAS PIPING AND GAS APPLIANCES


Seetion 1. The Board of Health shall appoint an Inspector of Gas Applianees in buildings, who shall receive such pay as the Board of Health shall determine. He shall hold such position until another is appointed in his stead and subjeet to removal by said Board, as provided by law.


He shall inspeet all gas piping and appliances, as directed, in any building in the Town of Norwood and enforce the Rules and Regulations adopted by the Board established under Section Twelve H. of Chapter Twenty- Five of the General Laws. It shall be the responsibility of the Gas Inspector to fulfill any other duties consistent with his office that may be imposed upon him by the Board of Health at any time.


The fee for Gas Inspection shall be determined by the Board of Health and such fees shall be paid by the person qualified to do Gas fitting in the Town of Norwood.


Section 2. Every gas fitter before commencing work in a building, shall first, except in the case of the repair of leaks, which shall be replaced immediately file at the office of the Board of Health upon blanks provided

for that purpose, a notice of the work to be performed; and no such work shall be done in any building except in accordance with plans, to be submitted, if required which shall be approved by the Board of Health and a permit issued therefor. Permits to perform gas' fittings shall be issued to persons qualified to do gas fitting in the Town of Norwood. Per- mits may be recalled if the conditions under which they are issued are violated.


Section 3. Whoever violates any provision of the Rules and Regula- tions of the Massachusetts Code of the Installation of gas appliances and gas piping shall be punished under the provisions of Chapter 737, Acts of 1960. (On petition of the Board of Health)


VOTED: That the Town amend the By-Laws of the Town of Norwood by adding thereto the following by-law providing for a gas inspector.

Report of progress of the Library Addition Building Committee


Since our last report to the town meeting on January 25, 1962, we have received our preliminary plans from the architect for a building addition to the front of the present building.


We felt that the summer was not an appropriate time to bring our plan to town meeting, and then Miss Phillips retired and Mr. Joyce was appointed librarian. We felt that we should give him an opportunity to survey the whole problem and to present his views.


As you all know from the publicity in the local papers Mr. Joyce and a minority of the members of our committee disagreed with the majority.


Therefore further meetings were held. At one of these meetings we asked one of our consultants, Mr. Phillipp McNiff of Harvard University to be present and after a long discussion a majority of the committee voted to go forward and to ask the town meeting for funds for permanent plans at the next special town meeting following this annual meeting.


The Library Addition Building Committee submits this report of progress for your acceptance.

The report is as follows:


Honorable Board of Selectmen Norwood, Massachusetts Gentlemen:


The Honor Roll committee met Monday March 18, 1963. The following members were present: Louis Orent, temporary chairman, John W. Mur- phy, and Ralph B. Hersey, Jr.


After a lengthy discussion it was unanimously agreed that all World War II servicemen's names now appearing on the Honor Roll in the Town Square ought to be housed in Memorial Hall with the names of the Vet- erans of previous wars, already there. The committee is unable to determine whether there is room enough in Memorial Hall for all the names and therefore recommend that expert opinion be sought to advise the committee in this regard.

NORWOOD SPRINKLER INSTALLATION COMMITTEE PROGRESS REPORT


By authority of Special Town Meeting of April 27, 1960, this Committee had completed the installation of Sprinkler Systems in five Norwood Schools; namely the Balch, Winslow, Shattuck, Callahan, and Junior High School, as per the recommendations set out in the report of the Norwood Sprinkler Study Committee dated December 31, 1959.


The necessity for the installation of a sprinkler system in the Norwood High School, limited as per the report, was re-examined by this Committee.


The Committee found that the cafeteria had been reconstructed and rearranged and the woodworking shop relocated as part of the High School addition. It also found that, due to the changes made, the necessity for sprinkling in the areas outlined in the Study Committee report had dimin- ished considerably. The Committee therefore voted not to install sprink- lers in the Norwood High School.


This Committee, however, did recognize the necessity to renovate and modernize the existing fire alarm systems in the five schools in which sprinklers were installed.


As a result of its recommendation and by authority of Special Town Meeting of November 1, 1962, the Committee is in the process of making the renovations and expects the work to be finished before the start of the fall session of school.

VOTED: That the Cleveland and Prescott School Building Committee be dissolved.

ARTICLE 3. To see if the Town will vote to authorized the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.


VOTED: That the Town Treasurer and Collector of Taxes, as Collector of Taxes, be and hereby is authorized to use all means of collecting taxes which the Town Treasurer may use, according to law, when acting as Collector of Taxes.


ARTICLE 4. To see if the Town will vote to authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1964 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


VOTED: That the Town Treasurer and Collector of Taxes, in his capa- city as Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1964, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
