Gentlemen:


The Norwood Airport Commission hereby submits its report for the year 1964.


A brief review of matters discussed during the year were as follows:


1) Acquire by lease of certain parcels on Access Road from the Boston Metropolitan Airport, Inc. as requested by the Federal Aviation Agency.


2) Discussion with State and Federal agencies relative to application for future construction work at the Airport.


3) Discussion with Federal Agencies relative to glide angle path at Zoppo Building on Access Road.


4) Discussion of adopting an Airport Approach Protection By- Law at the Airport.


During 1964 the Massachusetts Aeronautics Commission replaced the existing homer with a new modern navigational aid.


On May 24, 1964, the Norwood Lions presented an "Educational Air Show" at the Norwood Memorial Airport.


The following statement gives a general idea as to what the Town of Norwood receives from the Airport Management.

To The Citizens of Norwood:


The Board of Assessors herewith submit their annual report for the pear 1964 together with a statement showing comparison of tax rate re- capitulations for the years 1963 and 1964.


A table showing the comparison of valuations, tax rate, and taxes assessed over the past years is attached herewith as a supplemental report.


Organization


On March 3, 1964, James T. Flaherty was reappointed by the Selectmen to serve for the term of three years ending April 1, 1967.


Tax Rate for the Year 1964


On May 18, 1964, the Board of Assesors determined the tax rate for the year 1964 to be $69.00 per each one thousand dollars of valuation, an increase of $2.00 over the 1963 rate. The School Tax Rate was determined to be $30.30 and the General Tax Rate $38.70.


Motor Vehicle and Trailer Excise


13,796 motor vehicles and trailers were assessed for the year 1964 and excise in the amount of $644,407.32 was committed to the Collector of Taxes as of December 31, 1964. The 1964 rate for motor vehicles and trailers was $66.00 per thousand.

The fees collected for Building Permits were $8,475.00 and the fees collected for Water Meters were $3,180.00.


Inspections were made on all buildings for which permits were issued as prescribed by the Building Code.


Occupancy permits were issued for all new houses which were first occupied during the year. These houses were given a final inspection by the Plumbing Inspector, the Wire Inspector, the Fire Department and the Building Inspector; after which certificates were issued. During this in- spection many minor defects were found and were corrected before the certificates were issued.


All elevators were inspected and certificates issued after repairs were made to elevators found defective.

Purpose of Report


The purpose of this report is to estimate income, operating expenses, and balances available for capital expenditures in the next several years, and to give the Town Meeting Members an advance look at the major items which may come before them for approval, in order that informed decisions can be made as to which items are essential and when and how they should be acquired and financed.


A Look at Income


Approximately one-half of the Town's annual total income is derived from the tax levy which is a product of the tax rate and the assessed values. The major portion of other income represents receipts from our light and water departments.

(1) The estimated data is based on an assumed stable tax rate only because there is no better basis available. We are not forecast- ing that the rate will remain stable, as only the action of the town meeting on future appropriations can determine how the tax rate will change.


There has been a significant increase in the estimated assessed values for the years 1964-67 as compared with similar estimates made last year.


The estimated increase in total income 1963-67 (under an assumed stable tax rate) amounts to $1,431,000, as compared with an estimated increase in operating expenses for the same period of $2,254,000, and obviously the deficiency of $823,000 cannot be made up by merely curtailing capital ex- penditures. Either new sources of income( other than from real estate) will have to be found, or, the rate of growth in operating expenses will have to be kept down to the level of income growth, or, the tax rate will have to rise.

The Town certainly cannot afford any more years like 1963, when operat- ing expenses were allowed to rise 13%, while income was rising only 5%. The tax burden of our 1963 capital program was reduced by the appropriation of $378,000 from free cash, thereby making less reserved funds available for future years.
