TOWN OF NORWOOD
REPORT OF CAPITAL OUTLAY COMMITTEE
Honorable Board of Selectmen Town of Norwood Norwood, Massachusetts
Gentlemen:
In addition to the following annual report, the committee made specific recommendations to the annual and special Town Meetings as each capital item came before the meeting for consideration.
Personnel Changes
The following changes in committee personnel were made effective in 1964:
A. Franklin Swift, 1967
Stephen T. Hefferan, Finance Commission
James T. O'Sullivan, Planning Board
C. Lothrop Rich, Board of Selectmen
Francis X. Sheehan, Jr., School Committee
Harold T. Young, Board of Assessors
Purpose of Report
The purpose of this report is to estimate income, operating expenses, and balances available for capital expenditures in the next several years, and to give the Town Meeting Members an advance look at the major items which may come before them for approval, in order that informed decisions can be made as to which items are essential and when and how they should be acquired and financed.
A Look at Income
Approximately one-half of the Town's annual total income is derived from the tax levy which is a product of the tax rate and the assessed values. The major portion of other income represents receipts from our light and water departments.

(1) The estimated data is based on an assumed stable tax rate only because there is no better basis available. We are not forecast- ing that the rate will remain stable, as only the action of the town meeting on future appropriations can determine how the tax rate will change.
There has been a significant increase in the estimated assessed values for the years 1964-67 as compared with similar estimates made last year.
The estimated increase in total income 1963-67 (under an assumed stable tax rate) amounts to $1,431,000, as compared with an estimated increase in operating expenses for the same period of $2,254,000, and obviously the deficiency of $823,000 cannot be made up by merely curtailing capital ex- penditures. Either new sources of income( other than from real estate) will have to be found, or, the rate of growth in operating expenses will have to be kept down to the level of income growth, or, the tax rate will have to rise.
A Look at Operating Expenses .

(1) Based on appropriations; final expense figures are not yet available.
The Town certainly cannot afford any more years like 1963, when operat- ing expenses were allowed to rise 13%, while income was rising only 5%. The tax burden of our 1963 capital program was reduced by the appropriation of $378,000 from free cash, thereby making less reserved funds available for future years.
