The Seleet men haveing proposed to ye Town at this meeting, That whereas the water wayes for Landing from Winisimit are out of Repaire, And Sinee the North Battree is New built there is a eomodious place at the west end of the Old Battree, wher: there is no Tide to annoy the Fery boats Landing there, they propose that the Sa wayes be there built on the Townes ground weh may be an Advantage.


Voted. A Concurrence to ye Sª proposalls abt a water way to be built at Merry8 point.


A memorial being presented to ye Town at this meeting, in write- ing as followeth vizt.


It being supposed that attempts may be made by Some pertieu- lar persons (in order to promote their own private interest) to per- swade Some of the Inhabitants of this Town to move for a Vote of the Town for, or in order to the wharfeing, or filling up the Town Slip at the Lower end of Wood Lane, under a pretenee that the So doing may prove a comon benefit. And Least the Town Should be too casiely perswaded to Consent thereto in their own wrong.


The Subseribers hereof do hereby Offer unto consideration Some Arguments to demontrate, that the filling up the Said Slip will tend to the prejudiee and damage of ye Town And that the Same 'being left open will tend to ye benefit & Advantage of the Inhabitants, and that in Sundry respects vizt.

BOSTON TOWN RECORDS, 1709/10.


1. With respect to the Natural Course of Wast water running out of Severall Streets into that Slip, and in pertieular the many Cellar draines in that part of the Town, which can have Vent in no other place but ther: unto which priviledge that neighbor hood do esteem themselves to have a just and equitable Right, and Some of them do complaine, that the buildings weh have been Set over the Sd Slip for years past hath been greatly to their damage, for that Je Sd Slip, partly by the working of the Sea, and partly by Trash cast in, hath gradually fil'd up, and no way left to come at and elear the Same, the which inconvenieney (unto a greater degree) they may reasonably expect in cas: the Same Should be wharfed or fil'd up.


[314.] 2. With respect to the benefit of haveing Small boats with fruits, and other provisions usually brought to market, to come up and lie so neer the High way which might be a benefit to Te Inhabitants for the future as it formerly was, for (by the report of Sum who do remember the Same) that Slip before any buildings were Set over it, was much frequented by Such boats Comeing to market from ye Iselands and other places lieing Nigh unto this Town.


3. With respect to the Landing or Shipping off of Horses, Cattell &c. or the Saveing any Such from being drowned or Lost, which at any time may hapen to fall off from any wharfe on yt Side of ye Town.


4. And also with respect to the more ready comeing at, and pro- cureing water out of the Sea in ease of great extreamity by the breaking out of fire in that part of the Town.


All which fore mentioned conveniencyes being for the Comon good and benefit of the Inhabitants may justly claim a prefference to any privat: Advantag:


And whereas the Said Slip is the Only place of the Townes now left on that Side of the Town, Capable of of being left open for the Afore mentioned uses.


It is there fore proposed that the Inhabitants do pass a Vote, That the Said Slip be for ever hereafter left open as a waterway free for the afore said uses, excepting only So much thereof to be made up and fil'd Next the Street, as shall be a Sufficient Abutt- ment to the Same, and that all the rest of ye Said Slip be clear'd, and Kept clear and Free from any Filth, annoyance, incumber- ance or Ineroachment, and that Convenient Sepps and wayes be made to the Same, with Battlements next the Street.

Voted. That the Town doth agree unto the above mentioned proposalls relateing to the Slip at the Lower End of wood lane. and that those who have benefit thereby, bear the charge of Clearing ye Same.


Voted. That the Town will proceed to the choyce of a Com- mittee to Consider about building a line of Fortification on the Neck, to make an Estemation of what may be the charge thereof, and also to Consider of the most convenient place, & manner how the Sam: may be built So as to be a means of Safety to ye Town,

Voted. That Elisha Cook Esq", Samuel Sewall Esq", Thomas Brattle Esq", Capt Thomas Fitch & Capt Oliver Noyes, bc the Sd Committee.


Whereas Elisha Cook Esq", Elisha Hutchinson Esq" and John Foster Esq" were formerly Appointed as a Comittee to Treat and Agree wth Sam" Sewall Esq" or any other person who hath Land convenient, abt purchaseing of Land. [315.] Convenient for the Enlargement of the North burying place, & that nothing hath been as yet effected therein.


Voted. That the Sª Committee be Continued, and they ar: desired to make report to the Town at their Next meeting of their Proceed- ings in that matter.


Whereas Joseph Prout hath represented to the Town at this meeting that he hath Served as Town Clerk for the Space of Nine years past. And that dureing the Sd time, his worke in that office for the Towne's Service, hath gradually Increased So as that it farr exceeds what was usuall in the time of his Predicessors, And that his Perquissets in Sundry Instances thereof is very much Abated. And that for the Space of Seven years past he hath Served the Town as Treasur, And that the work of both his Sa Offices hath required Such Constant dayly Attendance, So as to exclude his undertakcing in other imploymt. And that his income for both, falls considerably Short of his Necessary expences. And prayes that the Same may be considered in order to his being allowed Some further Recompenc: for his Said Service as Treasurer.


Voted. That the Committee formerly Appointed to Audit the Treasurers Accots for the year past vizt .John Foster Esq", Samuel Lynd Esq', Capt Thomas Fitch, Capt Sam" Keeling and m" Tim- othy Lindall, are desired and appointed to inspect & consider that matter, And make report to the Town at their next meeting, their Opinion, of what they Shall thinck meet for the Town to do in Answere to the Sª Prouts request for Some further Recompence.


Voted. That Joseph Prout is granted the Sume of Thirty pounds for his Service as Treasur in the two years Last past.


Voted. A grant of fourteen hundred pounds to be raised on the Inhabitants and Estates of this Town for defraying the' Ordi- nary necessary charges of this Town for the year ensueing.


Voted. That the Select men do Supply the Representitives who Shall be chosen for ye next years Service with a Memoriall in Order to Obtaine of ye Gen" Court, liberty in ye Law that the Select men from time to time may State the ffees for Cording of wood.


At a Meeting of the Free holders and other Inhabitants of the Town of Boston duly qualified, and warned, according to Law, being convened at the Town-House the 15th of May 1710.

John Clark Esq', Capt Ephrm Savage. Capt Thoma Hutchinson, m' James Barnes are by ye Majority of Voters present chosen to Serve as Representitives.


Cap' Edward Martyne is chosen to Serve as a Select man for ye year ensueing in the room of m' Riehd Draper who was before chosen to that Office & refuseth to Serve.


[316.] Whereas the Comittee formerly appointed by ye Town to Consider of proper Methodes for improveing the money recd for the Wast Lands at Brantrey So as the Stock might not be exhausted they now propose to Ereet a Brick Building on the Towns Slip by Joseph Rogerss to be let out for the Support of a Publick writeing School in the Town, and do offer it to the Town, That they grant the Said Slip for the end afore Said, there being Ab' Six hundred and Sixty pounds to be layd out.


Voted. That a Comittee be chosen to Consider and make report to the town at their next meeting, of what they Shall thinek proper for the Town to do, relateing to the afore said proposalls.


Voted. That John Foster Esq", Pen Townesend Esq', Peter Sergent Esq', John Clarke Esq", and m' John Marrion be the Said Committee.


Voted. That consideration abt Selling the Blue Hill Lands at Brantree be deferrred untill next meeting.


The Seleet men haveing now Informed the Town, that they have veiwed that part of the High way on the Neck, ich is most in danger of being wasted away by the Tides, for wch the Town at their Last meeting granted one hundred pounds to be layd out in paveing thereof. and that they have Computed the Charge thereof will amo' to neer double the Sd Sume.


Voted. That the Select men do proceed to Accomplish the paveing thereof altho' the charge thereof do exceed the Sume first proposed.


Voted. That Consideration abt Fortifieing ye Neck be deferred untill next meeting.

[317.] At a meeting of the Free holders and other Inhabitants of the Town of Boston, duly qualified and warned According to Law, being convened at the Town-IIouse the 14th of Octo' 1710.


Addington Davenport Esq' was chosen to Serve as Moderator for this Meeting who desireing to be excused.


Samuel Lynde Esq' was chosen in his room to Serve as modera- tor for this meeting.


A motion or Request in writeing being presented and distinctly Read at this meeting & is as followeth vizt.


" The Request of the Honble Collo Francis Nicholson together " with the Ministers, Church Wardens, and others of the Church "of England in Boston Shewcth.


" That the Church being too Small to aecomodate the congre- " gation and Strangers that dayly Inercase. And are desireous to " Enlarge the Same with the Approbation of the Select men and " Inhabitants, but wanting Ground on the North Side and East "End, Request that they may have a Grant of fifteen foot wide "on the North Side and Seventy four foot in Length. And ten " foot at the East end of the Church in Length which is included " in the Sª Seventy four foot. Reserveing the Same Liberty to all " persons who have had any friends buryed in Said Ground which " they Enjoyed heretofore. Which Request being granted Shall be "ever Acknowledged &c."

Street or Lane Across from Queen Strect to School Street aforesd And being Willing to part wth Some of their Lands for such a Publick usc and Service, Offering to the Town the consideration of their aforesaid Proposall for the Laying out a Street or Lane across betwixt ye two Strects aforcsaid, of such Breadth as the Town may thinck convenient. One end thereof to open into Queen Street at the Westerly end of the dwelling House & Land of the Late John Eyre Esq" deceaccd, abutting on ye samc, and the other end thereof to be opened to School Street at the Easterly end of the dwelling House belonging to ye Free Gramar School Now in the Occupation of m' Nath" Williams.


Praying the Town to Encourage & Assist the Same in what is Necessary to be done on their part, for ye Promoting so Publick and beneficial a worke.


And the Select men for the year Last past, havcing Signified to the Town, that they have, Viewed the Sa place & Considered [320.] The Circumstances thereof, and are of Opinion that the Same may be granted on the following conditions Vizt.


That whereas the Town hath So large a part in ye Said Land, It is thought proper and Reasonable That the Gentlemen who have desired a Street to be there Layd out, Should at their own cost & charge make up ye Fence, and Pave and Maintaine the Said Street throughout, and dig a well for the Town in Some Con- venient place at the direction of ye Select men in leiw of a well belonging to ye Town at the end of the House m' Williams the School master dwells in.


Voted. That the Town Approves & Accepts of the aforesaid Proposalls as the Select men have Stated it, And do Appoint the Select men to Lay out and finish the Same So farr as the Townes Right extends.


Voted. an Adjournment of this Meeting unto to morrow being the 13th of March Curt at ninc of ye Clock in the forenoon. And being then againe Convened they proceeded as followeth Vizt.

[321.] In the room of Barrat Dyer, Charles Morris Sam" Marshall jun' and Edward Wade who have to Serve as Constables.


Mesurs Samuel Moor, Christopher Kelbey, Joshua Hensha, Thomas Goold are Chosen to Serve as Constables for the year en- sueing.


m' John Bull haveing represented to the Town at this meeting, That he hath for Some years past been a great Sufferer, Relating to a piece of Flatts which of Right belongeth to him as he ean make appear, which by the direction or order of the Select men, through a Misunderstanding long Since hath been Ellegally taken from him, and Kept out of his Possession to his great damage, and haveing lately layd this matter before the Select men, who in- formed him it is not in their power to grant him reliefe. He prays that the Town will be pleased to chose a Comittee to Inquire into the matter, and to make report thereof at the next Towns meet- ing, in order to the Obtaineing his just Right.


Voted. That the Town will proceed to Chuse a Committee as proposed by the Sª John Bull in his Sª Petition.


Voted. That Capt Ephraim Savage, Cap Timothy Clark and m' John Marion be the Sª Comittee.

Pusuant to a Vote of the Town the 14th of March 1709 /10 relateing to the Motion of Joseph Prout: And the return of the Comittee who were Appointed to Inspect and Consider the Samc.


Voted. That the Sd Joseph Prout be allowed and paid out of the Treasury, the Sume of Twenty five pounds, for Service by him done before the the 14th of March Last past agreeable to the report of Sª Comittee under ye hands of Mesurs Lynds, Fitch, Keeling and Lindall.

[322.] A Memorial offered to the Town at this meeting by the Select men being as followeth vizt


Whereas according to the Information of Some of the Learned, who have made Observation of the easie & pleasant Rules and Methodes used in Some Schools in Europe, where Scollars p'haps within the compass of one ycar, have attained to a Competent Proficency So as to be able to read, and discourse in Lattin and of themselves capable to make Considerable progress therein : And that according to the methodes used here Very many hundreds of boyes in this Town, who by their Parents were never designed for a more Liberal Education have Spent two, three, four years or more of their more Early dayes at the Lattin School, which hath proved of very Little, or no benefit as to their after Accom- plishmt.


It is therefore proposed to the Town that they would Recomend it to those Gentle" whom they shall chuse as Inspectors of the Schools, Together with ye ministers of the Town, To Consider whether in this Town (where the Free School is maintained cheifly by a Town Rate on the Inhabitants) That Supposeing the for- mer more Tedious and burthensome methode may be thought the best for such as are designed for Schollars (which is by Some questioncd). Yet for the Sake & benefitt of others who usually are the greater number by far in Such Schools, Whether it might not be adviseable that Some more easie and delightfull methodes be there attended and put in practice, And to Signifie to ye Town their thoughts therein, in order to the Encouragement of the Same.


Voted. That the Said Memorial be So recomended to the In- spectors of the School, and Ministers of the Town as is therein Set forth.


Voted. A grant of Three hundred pounds to be Layd out in pavcing the Streets, at Such places as ye Select men Shall thinck most Needfull.


Voted. That the Select men be desired to waite on the Sessions in Relation to the Presentments of the wayes & desire that the Same may be dismist for that the Town have granted £300 : twards ye paveing the wayes, & Shall proceed to mend them all in Coursc.


In the Roome of William Brown, Sam" Bill, & Sam" Grecliefe who have declared their Refusall to Serve as Constabls for the En- sueing year.


Mesurs Francis Righton, John Fosdick & Edard Weavor are Chosen to Serve as Constable for ye year ensueing.


[323.] Voted. A grant of one thousand pounds for the re- life of the Poor, and for defraying the other Necessary Charges arriseing wthin and for this Town.


Voted. A grant of Three hundred pounds for defraying the Charge of the Watch for one year ensueing.
