BECK, James M .:

Lawyer; born Philadelphia, July 9, 1861; educated in Philadelphia schools and at the Moravian College, Bethlehem, Pa., graduating in 1880; received the honorary degree of LL. D. from Mühlenberg Col- lege in 1892; after a years' service as clerk in the Philadelphia & Reading R. R. office, he began the study of law un- der Albert A. Outerbridge, and was ad- mitted to practict before the Philadelphia Bar in 1884; his marked ability as an ad- vocate was soon evident, and led in 1885 to a partnership with Hon. William F. Harrity, which continued till 1898, and in 1888 brought him the appointment by the United States Attorney General of Assis- tant United States Attorney for the East- ern District of Pennsylvania; his rapidly- increasing private practice forced him to resign this position in 1892, but in 1896 he received the appointment of United States Attorney for the same district, and held this position for four years, resign- ing July 11, 1900; he was immediately ap- pointed Assistant Attorney General of the U. S., which office he held till April 30, 1903; in 1898 was the Democratic and In- dependent candidate for District Attor- ney; as U. S. Attorney, prosecuted many important criminal cases, convicting the Cuban filibusters, the Lancaster counter- feiters, and the derelict officials of the Chestnut Street Bank; in his prosecution of those who were breaking the neutral- 1ty laws punishing filibustering, he had to contend against the strong sentiment in favor of Cuban independence, and was opposed in the Court of Appeals by the eminent counsel, Senator Gray, of Del- aware, but obtained a decision in favor of the Government; the case aganst the counterfeiters was also a notable one, and ended in the conviction, not only of the accused, but also of former United States District Attorney Ellery P. Ingham and his law partner, Harvey K. Newett, who were proved to be criminally concerned

in the affair; as Master, appointed by the U. S. Court, he sold in April, 1902, the Philadelphia Record for $3,000,000, the highest price ever obtained for an Amer- ican newspaper at public sale; in 1902 he entered the law firm of Sherman and Stir- ling, of New York, and removed to that city; he is also senior member of the firm of Beck, Robinson & Kane, of Phil- adelphia; in 1890 he married Lilla Mitchell, a daughter of James Mitchell, of Phila- delphia; his phenomenal progress in his profession has been partly due to his marked powers as an orator, which have been displayed on many public and pri- vate occasions; in 1892 he delivered the Fourth of July oration in Independence Square, and in 1893 the oration on Penn- sylvania Day at the Chicago Exposition; another striking speech was that given at the unveiling of the Statue of Stephen Girard, in Philadelphia; probably his most notable speech was that in response to the toast: The American Bar, at the din- ner given in London by the Bench and Bar Association of England to the sim- ilar association of the U. S .; he is a mem- ber of the Contemporary Club, and the Browning Society of Philadelphia, and of the Lotos Club of N. Y.
