YOUNGS, William J .:


United States Attorney for the Eastern district of New York; only son of the late Daniel K. Youngs, who was for many years prominent in the political and so- cial world, particularly among the old Long Island families, such as Nicoll, Smith, Townsend, Floyd Jones, Weekes and other families of similarly old line- age. Born June 24, 1851, and at an early age was sent to Harrington's Military Academy, in Westchester, and was after- wards graduated in the class of 1868 at the Huntington Union School. In the fall of that year he entered Cornell Universi- ty, graduating in June, 1872. Sept., 1872, he entered the law office of the late Ben- jamin W. Downing, and in Sept., 1873,

was admitted to the Bar. In 1875 he left Mr. Downing and started in business on his own behalf. In 1878 he was elected to the Legislature, and again in 1879, and served on several important committees, notably those of Privileges and Elections, Commerce and Navigation, and Educa- tional Affairs. In 1883 he was nominated for district attorney of Queens County, but was defeated by the Hon. John Flem- ing. In 1896 he again ran for district attorney, and defeated the Hon. Daniel Noble by over twenty-eight hundred ma- jority. Jan. 1, 1899, he resigned the dis- trict attorneyship to become private secre- tary to Governor Roosevelt, and on the latter's election to the Vice-Presidency, was appointed deputy superintendent of


banks. Later appointed to his present position. Mr. Youngs has already won several important cases in his new place. He has been several times chairman of the Queens County Central Committee, and for many years a member of the State Committee. Address, Federal Building, N. Y. City.

Y., and as captain in Company C, of same regiment, resigning in 1897. President of American Numis- matic and Archæological Society; vice- president House of Rest for Consump- tives. Member Union, Metropolitan, Army and Navy, City, Church, and other clubs, besides numerous charitable, scientific, and learned societies. Interested in the breeding of Ayrshire cattle and several varieties of thoroughbred poultry. Author of numerous articles on historical and nu- mismatic subjects. Miles, commanding the first division of the Second Corps. He was recommended for promotion for gallantry at the engagement at Hatcher's Run, Va., was commissioned second lieutenant Sec- ond New York Heavy Artillery. Mustered out of service Sept., 1865. Appointed a second lieutenant of Fifth U. S. Artillery, Feb. 13, 1866; first lieutenant, July, 1867; captain, Dec., 1887. Professor military science and tactics at Massachusetts In- stitute of Technology, 1873-76; was grad- uated from U. S. Artillery School, Fort- ress Monroe, Va., April, 1880, and School of Submarine Mining, Willet's Point, 1880- 81. Engaged in investigation on effect of variable atmospheric conditions on tra- jectories from 1879 to 1883. Engaged in perfecting Pneumatic Torpedo Guns from 1883 to 1889. Ordered to Europe to se- cure military information, 1889-90. Sta- tioned at Presidio, Cal., on return. Placed on retired list, Feb., 1894. Wrote various papers on military subjects.
