KELSEY, Charles Boyd, A. M., M. D .:
Physician; born Farmington, Conn., Nov. 19, 1850, of Scotch descent; son of the Rev. Charles and Eliza Boyd Kelsey; was graduated from the College of the City of N. Y. in 1870, and from the Col- lege of Physicians and Surgeons (Colum- bia University) in 1873. Having served as house surgeon first at Saint Luke's Hospital and subsequently at the N. Y. Hospital for several years. Received the appointment of assistant demonstrator in anatomy at the College of Physicians and Surgeons and started in private practice as a surgeon. Is best known to the pro- fession and public on account of his work in his specialty-diseases of the intes- tines. Dr. Kelsey has at various times held the positions of professor of diseases of the rectum at the University of Ver- mont; professor of diseases of the rectum at the N. Y. Post-Graduate Medical School and Hospital; and professor of abdominal surgery, and later, professor
of general surgery at the latter college, in which he still retains his position as a director, though confining himself en- tirely to his private practice. His various publications on his specialty are standard text books in his profession, having gone through many editions and been trans- lated into other languages. Member of the usual N. Y. KELSEY, Otto:
Comptroller of the State of N. Y .; born Rochester, Nov. 11, 1852; was educated in the public schools. Studied law, and was admitted to the Bar; entered public life in 1893, when, as the candidate of the Republican party, he was elected an As- semblyman from Livingston County, and was successfully elected in the years which followed up to the fall of 1902. In that period he had advanced from membership in the minor Committees of the Assembly to the membership of the leading committees of the body, being, when he concluded his years of service in the Assembly, Chairman of the Com- mittee on Affairs of Cities, a member of the Committee on Ways and Means, and of the Committee on Rules. While an Assemblyman Mr. Kelsey fostered the growth of the Craig Colony for Epilep- tics, at Sonyea. The institution has be- come one of the greatest of the charitable institutions maintained by the State .. For seven years Mr. Kelsey was a mem- ber of the Committee on Ways and Means of the Assembly. In January, 1903, was appointed Deputy-Comptroller, suc- ceeding Theodore T. KEMPSON, St. George:
Insurance journalist; was born of Eng- lish parentage at Fort Erie, Canada, April 23, 1858; son of the late Dr. P. T. Kempson, grandson of the late Sir Peter Kempson. He entered journalism in 1874 as a newspaper correspondent; estab- lished the X. Y. Z. Railroad and Steam- boat Guide, 1879. In 1880 established Metuchen Inquirer; 1884, purchased the Middlesex County Democrat; 1884, re- moved to Perth Amboy, N. J., where he occupied many public positions. Two years later he became associated with his father as manager in New York of the New York Insurance Times, and he suc- ceeded as managing editor upon the death of Dr. Kempson in 1890. He continued in that capacity until Jan. 1, 1894, when
he purchased and became editor of the New York Insurance Journal, which is one of the oldest and leading insurance journals published in this country, being established in 1862, to which paper he is now giving his sole attention. Mr. Kemp- son is a member of the N. Y. Press Club, the New Jersey Editorial Association, an Odd Fellow, and a member of many other social, charitable and fraternal orders and institutions.
