"The message of Gov. Worthington and accompanying documents were receive read and appropriately referred.


Gov. Brown was duly Inaugurated in the presence of the two Hlesri un for fourteenth of December.


On the ninth of December, 1515, the following resolution way adeptos: Ker solved That John Kilbourne, A. M., be admitted to a seat in the House of Represes tives as a stenographer."


A remonstrance was filed against seating James Hampson, of Muskingues ve the ground that he held a lucrative office. Such, however, was not made to appear and he was seated.


An attempt was made to impeach Orris Parish, President Judge of the Sixth Circuit, and Peter D. Reasoner, a Justice of the Peace in and for Muskingum county but both failed.


An unsuccessful attempt was also made to impeach Joseph Layton, an Associate Judge of Clark county.


The two Houses in joint assembly elected officers as follows : January 13, 1530 Jeremiah Mc Lene, Secretary of State ; James Findlay, Major General of the First Division. January 30, 1Szo. By the act of December 22, ISIS, the second fractional township in the fifteenth range was detached from Gallia and attached to Lawrence.


Morgan county previously erected, was organized by the act of December 2S, ISIS. County seat, McConnelsville


Shelby county wa- erected from Miami by the act of January 7, 1819. County seat is Sidney.


Meigs county was erected from Gallia and Athens by the act of January 21, IS19. The county seat is Pomeroy.


Under the act of January 25, ISto, the line between Clark and Greene counties was re-surveyed and made more definite and certain.


Under the act of February 5. 1St9. the boundary line between Adams and Brown was more clearly established.


An act was passed by the Legislature, under which a tax was assessed against all banks or individuals doing a banking business in the State without due authority con- ferred by the Legislature, of $50.000 for each and every branch of discount and de- posit thereof.


This was aimed directly at the United States bank which had branches at Chilli- cothe and Cincinnati. A resolution was adopted to submit the question of calling a Constitutional Convention to a vote of the people.


Among the institutions of learning incorporated were the Medical College of Cincinnati and the Cincinnati C'ollege.

When the Senate met at to A. M, Monday, December & 151g, it temporarily one ganized by electing Allen Trimble, of Highland, Speaker. Richant Coffle Clerk and John Martin, Sergeant at Arms. On the fifteenth, this organization - gde permanent.


There was a contest from the Washington Athens ilistrict. Levi Barber koly the certificate of election, but Sardina Stone contested ite validite, and the latterwas seated.


Gov. Brown's message dealt largely with the existing financial conditions, and &p charged the financial depression prevalent, both to the United States bank ved to the reckless and injudicious use of credit by the incorporated binks of the Stam then twenty-two in number.


He recommended the whole subject to the careful consideration of the Le na- ture.


As was probably anticipated the United States bank resisted the collection of the $100,000 annual tax assessed against it by the act of the previous year. The bank, by its attorneys, Creighton & Bond, went into the United States Court and engeland the State authorities. Gov. Brown, in his State papers, stood by the enactment, and there was intense excitement, both in the Legislature and the courts, over the silent, pool ing the final determination of the rights of the State in the premise-


The Missouri Compromise and the question of slavery came into the Legodir ture, and gave rise to long and acrimonious debate over resolutions offered to instreet the Ohio delegation in Congress to go on record against the further extension of the institution of slavery William Henry Harrison, afterward elected President alvos cated a conservative middle course, but one on the side of restricting slavery. 1 more radical view was however embodied in a joint resolution


The question of calling a State Convention for the purpose of revising the Co stitution, met with an overwhelming defeat, the votes in favor being but 6. 25;, And those against aggregating 29.315.


The enumeration of free white male citizens twenty. one years of age and more showed the number to be yS.7So


State Treasurer Curry unexpectedly resigned February 15, 1520


On the first of February, the House impeached Wm. Smith and Geo, Brown, Associate Judges of Columbiana county, charged with deciding an election omtest contrary to the evidence They were unanimously acquitted by the Senate. The witness fees were #826 69.

Contests were entered as follows: Geo. Keisling, of Warren, contested the scat of David Sutton. Keisling was seated.


Ryan Gowdy, of Greene, contested the seat of James Popenoe, on the ground that he held another lucrative office. Allegation not sustained and Popenoe was seated.


Orris Parish contested the right of John A. McDowell, of Franklin, to a seat, on the ground that he held another and a lucrative office. Allegation not sustained, and MeDowell was seated.


The Committee on Privileges and Elections found irregularities in the certificates of the following members : Anthony Pitzer, Licking; David Mitchell, Gallia, Lawrence: John Jones, Highland. Joseph Vance and Reuben Wallace, Champaign, Clark, Logan ; Henry Lane and Henry Manning, Trumbull. Their certificates failed to state to which branch of the Legislature they had been elected. But inasmuch, as there was no doubt as to the intention of the voters, they were seated.


The Governor's message and the reports of the State officers were received, read and referred to the various committees having cognizance of the subjects to which they referred.


There were prolonged and animated discussions in the House over the action taken by the officers of the United States bank resisting the collection of taxes, and over the question of the Missouri Compromise, and the extension of slavery.

Miroz, county seat, Celina : Marion, county seat, Marion : Paulding, county cat, Padding: Putnam, county seat, Ottawa ; Sandusky, county seat. Fremlint , Stheol, colinty -t, Tiffin; Van Wert, county seat, Van Wert ; Williams, county seat, Bryan, and Wood, county seat. Bowling Green, were all erected by the act of February 12. 1520. am 1 were erected from " All that part of the lands lately ceded by the Indians te De United States, which lies within this State."


Only Sandusky and Wood were fully organized. Crawford and Marine news attached to Delaware ; Ilardin to Logan ; Allen to Shelby. Van Wert and Meryer to Darke; Henry, Paulding, Putnam and Williams to Wood, and Senere to Sandusky. until all were fully and completely organized.


There was an extensive revision, elaboration and partial codification of the laws in 1820, especially those relating to the care and custody of idiots and insane pers . who were made the wards of the county by judicial process beginning with the Jardses and terminating in the cognizance of the Court of Common Pleas, and proviscans were made for their restraint, care and safe keeping by the county authorities linder the general supervision of the overseer of the poor.


The care of paupers and indigent persons, incapable of supporting themselves was also provided for.


A general act prescribed the method of organizing townships by the Band is County Commissioners, and defining the duties of township officers and the mude and time of their election.

The election laws were thoroughly revised and simplified to obviate existing com - plaints, and penalties were prescribed for improperly soliciting or influencing votes.


The laws relating to the classification and taxation of real estate were elaborated and modified in the light of experience.


The duties, powers and responsibilities of judges and minor magistrates were more explicitly defined, and the limitation of actions and proceedings in foreclosure of mortgages against real estate were set forth.


The State was first districted for Congressional representation by the act of Feb- ruary 14, 1812, as follows :


1st District-Hamilton, Warren, Butler, Preble.


2nd District - Clermont, Highland, Fayette, Clinton, Greene.


3rd District-Ross, Galtia, Athens, Washington, Scioto, Pickaway.


4th District-Muskingum, Guernsey. Coshocton, Belmont, Jefferson.


5th District- Licking, Delaware. Franklin, Madison, Fairfield, Champaign, Mont- gomery, Miami. Darke.


6th District-Tuscarawas, Stark. Columbiana, Portage, Trumbull, Cuyahoga, Geauga, Ashtabula, Knox, Wayne, Richland.


When new counties were erected they became component parts of the districts in which they were located, either in whole or in part as the case might be. It was made the duty of the Governor and Secretary of State to meet with the Senate and open the returns and declare the result.


The State was really entitled to seven Congressmen, but the fact was overlooked and not rectified during the decennial period.
