Mr. Matthews having, as shown by the Journals of the two Houses, a majority in each, was declared elected before the joint convention of the two Houses on the twenty-first of March.
Among the acts of legislation were: Fixing the price of legal advertising and directing the mode of publication ; revoking letters of administration when the will of a decedent is discovered and produced in the Court of Probate; an extensive re- vision of the election laws and prescribing the method for creating election precincts ; for the protection of wild pigeons in their nesting and roosting places, and other game birds; legalizing official advertisements in newspapers, a part of which was printed in another county.
There was a general revision of the crimes act, and it was made a misdemeanor for a person with a visible admixture of African blood to intermarry with a person of pure white blood, or for a Probate Judge to knowingly issue a license to such person. The penalty in both cases was a fine of $100, or three months' imprisonment, or both, at the discretion of the Court.
This law was practically a dead letter from the first, although there were some convictions under it. It was the last affirmative legal enactment of the century on the color line. One after another the disabilities imposed by the earlier legislation had been removed, culminating finally in the abolition of all distinctions on account of race or color in the common schools.
