ments to the Constitution were submitted ; to build an arsenal for the State; to re- cover money lost at gaming by process in arrest ; making it an offence to pursue or kill song birds ; providing for the erection of an asylum for imbecile youth ; to or- ganize and discipline the militia; restoring jurisdiction in minor offences to the Court of Common Pleas ; to appropriate $350 to pay for wolf scalps. Joint resolu- tions were passed to drill an artesian well on the State House grounds ; relative to the independence of Liberia ; to extend the provisions of the Ordinance of 1;87, re- garding slavery to all the territories not yet organized into States: to furnish a picture of Perry's victory to the State House ; relative to and demanding a reforma- tion of the Supreme Court of the United States, and a second one denouncing the decision of the court in the Dred Scott fugitive slave case.
