The increase of population, wealth, resources and patilis refedues during the de- cade had been marked.


The population increased from 1,510,407 1 140 to fj, le 55.


The values of real property had increased from $100.040,630 1x 3840 1- 8145-541 .- 233, and of personalty from $40,352,40,6 to $115 807,357, making a grand total of $4 2 148,620 as against $150,293, 132 ten years previously.


The State and county revenues rose from $2, 550,073 in 1540 to $4/17813


The canal system of the State was completed fully, and opened at the beghoning of the decade, and ,SS miles in operation, the total cost being approximately Sink 000. DATE OF OHIO'S STATEHOOD.


The exact date upon which Ohio reached the status of alolete Statehood Is somewhat difficult to determine technically.


The following brief statements of salient facts, however, will fully boree tar his- torical points involved :


1. Ohio was never a separate "Territory" at any time, being a part of the Northwest Territory.


2. In iSor, the people living in that portion of the Northwest Territtry now embraced in the State of Ohio, called a convention to frame a State Constitution for the district which had set up a claim to Statehood under the provision of the 6th article of the ordinance of 1787.


3. That convention met in Chillicothe on the first day of Nuverter, 150;, and on the twenty-ninth of the same month completed its work. The Constitution thus framed was not submitted to the people, but was declared ratified by the wayesties itself, the members being unanimously in favor thereof.


4. On the seventeenth day of February, 1503, the Congress of the United States passed an act admitting Ohio, as defined in the first Constitution into the U nisu as a State on an equal footing with the other states, said act became operative upon the assembling of the first State Legislature at Chillicothe.


5. The first State Legislature met at Chillicothe at 10 A. M_ Forklay March t_ 1So3, and both Houses immediately organized.


The three dates concerning which opinions may differ, as to the csat initial period of Statehood are : November 29, 1902, when the Constitution was perferted and declared ratified ; February 17, 1So3, when the act of Congress admitting it as a State was passed, and March 1, 1So3, when the Legislature assembled and organized

The strongest presumption is in favor of the latter date, in view of the language of the act of Congress and the organization of the Legislature. The inauguration of the first Governor occurred on the third of March, which might make this a debatable date also, but for the fact that Speaker Massie, of the Senate, was Acting Governor of the State during the interim, and would have continued as such, had there been no election of Governor.
