DUTIES AND POWERS OF PUBLIC OFFICERS.
GOVERNOR .- To see that the laws of the State are executed; to command the army and navy of the State; to make appointments to vacancies in public office, as provided by law; to appoint, subject to confirmation by the Senate, of trustees and directors of State institutions ; to grant pardons and reprieves ; appoint notaries pub- l.c, and perform such other duties as may from time to time be devolved on him by statute.
LIEUTENANT GOVERNOR .- To preside over the Senate, when in session; act as Governor in case of the death, removal or disability of the Governor.
THE SENATE .- To determine the election and qualifications of its members ; elect its officers ; try all cases of impeachment ; confirm or reject appointments of the Governor; enforce the attendance of its members.
THE HOUSE .- To determine the election and qualifications of its members ; elect its officers ; prepare articles of impeachment.
THE GENERAL ASSEMBLY .- To enact all laws; elect Senators in the United States Congress; provide for the assessment and levy of taxes ; provide for the pay- ment of the public debt; borrow money on the faith of the public credit; repeal, amend or modify existing laws; and provide generally for the public welfare and the means to carry on the affairs of the government in all of its branches.
SECRETARY OF STATE .- To have charge of and safely keep all the laws and joint resolutions, as well as preserve the records of the State, and perform all duties specifically required of him by law.
AUDITOR OF STATE .- To act as chief accounting officer of the State; keep a record of the State's financial transactions ; issue all warrants upon the State Treasury ; settle with county treasurers and other like officers, and perform all other duties directed by law. .
STATE TREASURER .- To act as custodian of the money of the State, and pay the same out upon the warrant of the Auditor.
ATTORNEY GENERAL .- To act as the legal adviser of the Governor and State officers ; appear as counsel for the State in civil suits, and, upon the request of the Governor, in writing, prosecute criminal indictments.
STATE LIBRARIAN .- To have care and custody of the library of the State.
SUPERINTENDENT OF INSURANCE .- To see generally to the execution and en- forcement of all laws relating to and regulating insurance.
COMMISSIONER OF LABOR STATISTICS .- To collect, arrange and systematize all statistics relating to the commercial, industrial, educational and sanitary condition of the laboring classes.
SUPERVISOR OF PUBLIC PRINTING .- To have charge and supervision of all the printing done by and for the State.
CLERK OF THE SUPREME COURT .- To prepare and arrange the dockets, attend the sessions and enter all orders, judgments, decrees and proceedings of the Court.
REPORTER OF THE SUPREME COURT .- To attend the consultations of the Court, when requested, and prepare its decisions for publication.
LAW LIBRARIAN .- To have care and supervision of the library of the Supreme Court.
BOARD OF PUBLIC WORKS .- To have control and supervision of the public works of the State.
COMMISSIONERS OF FISH AND GAME -To see to the enforcement of the laws for the protection and preservation of fish and game.
SCHOOL COMMISSIONER .- To have supervision of the common school system of the State, and of the school funds, such as is necessary to insure their proper appli- cation.

TOWNSHIP TREASURER .- To have care and custody of the township funds, and disburse the same on the order of the town-hip clerk.
TOWNSHIP CLERK .- To keep the records of the township. and, under the direc- tion of the trustees, issue warrants upon the treasurer, and perform such other duties as may be assigned.
CONSTABLE .- To execute the process of the justices of the peace, and act as peace officer of the township.
BOARDS OF EDUCATION AND SCHOOL DIRECTORS -To have general supervision of the disbursement of the school fund, build school houses and employ teachers.
ROAD SUPERVISORS .- To supervise the opening of new roads and the repair of those already existing.
All other officers, local and municipal, including election officers, shall perform such duties as may be prescribed by law.
ACTING GOVERNORS.
The following persons filled the office of Governor as acting Governor for the reasons assigned :
Thomas Kirker, in March, 1807, upon the resignation of Governor Tiffin to be- come United States Senator, by virtue of his office of Speaker of the Senate. He continued to fill the office until the election of Governor Huntington, Return Jona- than Meigs in the meantime having been elected, but declared ineligible.
Othneil Looker, in March, 1814, in place of Governor Meigs, who resigned to- become Postmaster General, by virtue of his office of Speaker of the Senate.
Allen Trimble, in January, 1822, in place of Governor Brown, who resigned to become United States Senator, by virtue of his office of Speaker of the Senate.
Thomas W. Bartley, in April, 1844, in place of Governor Shannon, who resigned to become Minister to Mexico, by virtue of his office of Speaker of the Senate.
William Medill, in July, 1853, in place of Reuben Wood, who resigned to become Consul at Valparaiso, Chili, by virtue of his office of Lieutenant Governor.
Charles Anderson, in August, 1865, in place of Governor Brough, who died in office August 29 1865, by virtue of his. office of Lieutenant Governor.
Thomas L. Young, in March, 1877, in place of Governor Hayes, who resigned to become President of the United States, by virtue of his office of Lieutenant Governor.
Governor John Brough died July 29, 1865, and was succeeded by Charles Ander- son, the Lieutenant Governor.
Thomas W. Bartley was succeeded by his father, Mordecia Bartley, in IS45.
GOVERNORS RESIGNED.
The following Governors resigned for the reasons assigned, and were succeeded by the persons named :
Edward Tiffin, March 3. 1807, to become United States Senator; succeeded by Thomas Kirker.
Return Jonathan Meigs, March 25, 1814, to become Postmaster General; suc- ceeded by Othneil Looker.
Ethan Allen Brown, January 4, 1822, to become United States Senator ; succeeded by Allen Trimble.
Wilson Shannon, April 13, 1844, to become Minister to Mexico; succeeded by Thomas W. Bartley.
Reuben Wood, July 15 1853, to become Consul to Valparaiso ; succeded by Wil- liam Medill.
Rutherford B. Hayes, March 2, 1877, to become President of the United States : succeeded by Thomas L. Young.
