The message of Acting Governor Trimble was devoted largely to the subject of devising a system of common schools, and he announced that he had appointe! the following committee to report to the Legislature, viz. . On the same day the two Houses met in joint assembly and canvassed the vote for Governor. The announcement was as follows :


Jeremiah Morrow, of Warren. 26,059; Allen Trimble, of Highland, 22,899: W'm. W. Irwin, of Fairfield, 11.050; total, 60,008 ; Morrow's plurality, 3,160. Gov. Morrow was duly installed in office on the twenty-eighth of December, 1822.


The judgment in favor of the Bank of the United States for $98,000 with interest and costs was paid during the session. A large amount of depreciated paper had ac- cumulated in the State treasury, amounting in all to $31,992.18, and its value was scarcely determinable.


The committee to consider the matter of common schools made a voluminous report giving the scope of their enquiries, and without making any specific recom- mendation, submitted the entire matter to the further consideration of the Legislature.

Neither having re elved a majority of the whole vote cast a second ballot was had and Richman electe !. The folk was not recorded.


The message of the Acting Governor, and the reports of the State officers were received and later referred to various committees.


A joint committee having under consideration a thorough revision of the existing laws, made their report to the two Houses, and recommended the appointment, by the Governor of a committee of three persons to revise und codify the laws.


Jeremiah H. Hallock, member from Harrison county was seated "on conenon report," rather than on his certificate. He started on horseback from Caillz to Columbus, and in his haste forgot his certificate of election. After riding twelve miles, he remembered the omission and at the first postoffice wrote to have it for- warded to him by mail.


Upon making this statement to the Committee on Privileges and Electlars, and producing a copy of the Steubenville Gazette of October 19, 1822, showing that at the election on the eighth of that month "the said Jeremiah had the highest number of votes cast for any person for the office," he was sworn and seated. Ilis certificate reached Columbus a week later.


The Canal Commission, composed of Thomas Worthington, Benj. Tappan. Jere- miah Morrow, Isaac Minor and Alfred Kelly reported upon the feasibility of the plan.


. This first great public work of the State, the construction of a canal system, was mooted in IS17, and the work began in IS25, under the general direction and super - vision of Hon. Alfred Kelly. The work progressed under many difficulties, but was finished within the time specified, and the expenditures were kept within the limits of the original estimates. The total cost fell a little below $16,000,000, and the State has now 7SS miles of canals, with feeder reservoirs covering an arca of 21,000 acres, or more than fifty square miles-the Mercer County Reservoir, on the line of the Miami and Erie Canal, being the largest artificial body of water in the world.


On the eleventh of January, 1823, the two Houses met jointly and elected Charles R. Sherman and Calvin Pease, as Supreme Judges ; George Tod, President Judge of the Third Circuit and Jeremiah H. Hallock, President Judge of the Fifth Circuit George W. Haight, Major General of the Tenth Division; Daniel Smith, Major General of the Seventh Division ; Henry Brown, of Franklin, Treasurer of State, and Samuel R. Miller, Associate Judge for Hamilton county.

By the act of December 21, 1822, the line run by Solomon McCulloch and con- tinued by John Rhodes between the counties of Champaign and Madison was con- firmed as the eastern boundary of Champaign county, provided it in no way interfered with the boundary line between Logan and Union counties. '


By the act of December 26, 1822, Lorain county was erected out of Cuyahoga, Huron and Medina. The county seat is Elyria.


Acts were passed during the session amending the judiciary act ; for the remis- sion of penalties on the land tax ; amending the license law relating to stores, taverns and ferries : to determine the feasibility of a water communication between Lake Erie and the Ohio river : defining more clearly the duties of County Auditors and Com- missioners and placing the tax on land of the first quality at $1.1212 per 100 acres, 75 cents per 100 acres on second class and 50 cents per 100 acres on third class, with proportional amounts on larger and smaller tracts.

David Smith was admitted to a seat within the bar of the House as a reporter for the Ohio Monitor and Patron of Industry.


There was one contest in the House, James Riley against Alexander Smith from Darke and Shelby counties. Smith was declared not entitled to the seat and it was given to Riley on December 5.


On the fifth of December, Zachariah Mills was elected State Librarian by the two Houses.


Eleazer Hickox, member from Geauga, did not appear until December IS, when he was seated.


Joseph Eaton, lessee of a part of the U. S. Military Survey in Delaware county, for the purpose of making salt, reported that he had "made a hole in the rock 392 feet deep," and that for about one hour out of each twenty-four a brackish water rises and flows freely, after which the well stood empty, and that there was but little salt in the water. He had, he said : "Continued to improve three settlements on said section, have 112 acres cleared and under fence-200 apple trees growing in three orchards-100 on one, 50 each on the others-a good cabin and cabin barn on each improvement."


Ilitherto the State had operated various "salt works" through regularly elected agents, and had encouraged the making of salt by leasing public lands to private in- dividuals on favorable terms, but private enterprise and changed conditions gradually led the State to abandon its connection with the salt making industry.


Resolutions bringing up the question of the mode of voting for President in the National House of Representatives were discussed in the Legislature, and Congress was memorialized, the sense of the body being that the vote should not be by states as states, but that each Representative should exercise an equal power with all others,

A joint resolution wus adopted authorizing Gov. Morrow to procure as uresens a suitable stand of colors to the line of battleship Ohio.


An interesting and lengthy report was anbinitted to the two Huumm through the Governor, by Alfred Kelly, on the subject of Improving the Ohle river, and the YAu importance of removing or obviating the obstructions in the Oblo river especially at the falls at Louisville.


William Henry Harrison, as President of the Board of Trustees admitted a port showing the operations of the Medical College of Ohlo, and the Commercial Hospital and Lunatic Asylum.


A special committee of the House made a favorable report on & "das maihime invented by Messrs Hine and Banes, which greatly facilitated the dressing and prep. aration of flax and hemp fibers.

By the act of December, 1823, Marion county was organized. The county seat is Marion. Crawford county was attached for judicial purposes.


By the act of January 22, 1824, Seneca county was organized. The county seat is Tiffin.


By the act of January 2, 1824, the county of Mercer was organized. The county seat is Celina. Van Wert was attached for judicial purposes.


By the act of January 20, IS24, Holmes county was erected from Coshocton, Tus- carawas and Wayne, but to remain attached to the other counties until organized by the Legislature. The county seat is Millersburg.


By the act of February 17, 1824, that part of Crawford county lying north of the Wyandot reservation, including one tier of townships east and west, was attached to Seneca for judicial purposes.


A tax upon dogs was provided for, also the method of appointing and the liabili- ties of administrators of the estates of deceased persons was amended and elaborated, also providing for the amercement of sheriffs in certain cases; regulating and pro- viding for the indenturing of persons under the age of eighteen, either by their own consent or with the consent of parent or guardian; arbitration of disputes over the ¿ownership or boundaries of real estate.

The Governor's message and accompanying reports and Borseals, -nas te ceived by the Legislature on the seventh of December. On the eighth of December, the two Houses met, convened the with and de clared the result of the election for Governor as follows: Jeremiah Marron, 30006. Allen Trimble, 37, 108 ; total, 76.634: majority for Morrow. 2.418. He was accordingly declared elected, and entered upon his second term


The committee to proceed against certain banking institutions inletter to the State Treasury, consisting of the Secretary, Treasurer and Auditor of State, reported that $11,511.35, chietly in bank paper worth 373, cents on the dollar, Had byry ser cured, making the actual amount $4,345.50.


On the fifteenth of December. the Governor and Secretary of State met with the Senate and declared the election of members of Congress, as follows:
