ANNUAL TOWN MEETING


March 7, 1960


Pursuant to a Warrant issued by the Selectmen and signed on the ninth day of February, A.D. 1960, duly posted by Patrick T. McDonnell, Constable, the voters of Randolph assembled on the seventh day of March, 1960, in Randolph High School for Pre- cincts 1 and 2, in the Lyons School for Precinct 3 and in Devine School for Precinct 4.


The election paraphernalia was given by the Town Clerk to the Wardens of Precinct 1, Precinct 2, Precinct 3 and Precinct 4 and receipts taken therefor.


The polls were opened for the reception of ballots at 8:00 o'clock A. M.


The vote was tabulated by the Town Clerk and declaration of the result was made at 2:10 A. M. o'clock.


The Polls were closed at 8:00 o'clock P. M.

ANNUAL TOWN MEETING March 21, 1960


Pursuant to a Warrant issued by the Board of Selectmen and dated the ninth day of February A. D. 1960, duly posted by Patrick T. McDonnell, Constable, the citizens of Randolph assembled at the Randolph High School Auditorium, Memorial Parkway, in Randolph on the twenty-first day of March, 1960. The meeting was called to order by Moderator Carr at 8:01 p.m. with a quorum present.


Moderator Carr swore in new town meeting members and de- clared a minute of silence in honor of departed, following which Town Clerk Clark read return of service.

Moderator Carr appointed George Bonney, Donald Martin and Clarence Boynton as Tellers.


Mr. Roycroft moved adjournment at 11:00 p.m. until Tues- day, March 22nd, at 8:00 p.m. Motion was seconded and VOTED.


Mr. Wehner moved that at the conclusion of Article #5, Article #70 be considered and the motion was seconded. Mr. Wehner's motion was VOTED by a voice vote.


Mr. Tagrin moved that a By-Law Committee be appointed to consist of Town Counsel, member of the Planning Board, Member of the Board of Health, and two citizens to make a study of the zoning by-laws. Mr. Mulhern moved an amendment that this com- mittee be appointed by April 1, 1960. Motion was seconded and VOTED.


Article 1. To hear and act on the report of any committee and choose any Committee the Town may think proper.


Article 1. Mr. Herbert Murray gave a report of the Per- sonnel Board, recommending an increase of $300.00 to all full time personnel except Fire, Police, and Welfare.


Mr. Hy Sandler reported for the Finance Committee.


Mr. George Beatty reported for the School Planning and Building Committee.


Mr. Frank Every, speaking for the Sewer Committee, stated that the Chairman had been delayed in arriving and would re- quest that he be given an opportunity later in the evening. Sec- onded and VOTED.


Town Manager Hancock reported for the Business and Indus- trial Committee.


Mr. Hanson reported for the Swimming Pool Committee, asking to be dismissed.


Mr. Luddington moved that the resignation be accepted with thanks. Seconded and VOTED.


Motion made and seconded that the recommendation of the Personnel Board be taken up in connection with Article #36. Seconded and VOTED.


Motion made and seconded that all reports of all committees be Accepted. VOTED.


Article 2. To hear and act on reports of Town Officers.


Article 2. Mr. Wehner moved that the reports of the Town Officials be accepted as shown in the town report. Seconded and VOTED by voice vote.

Article 3. To see if the Town will vote to raise and appro- priate or transfer from available funds the sum of to pay an unpaid bill for a previous year as petitioned for by the Board of Selectmen. NO UNPAID BILLS.


Article 4. To see if the Town will vote to raise and appro- priate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Baptist Church, as petitioned for by the Board of Selectmen.


Article 5. To see if the Town will vote to raise and appro- priate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Congregational Church as petitioned for by the Board of Selectmen.


Article 3, 4, & 5. Mr. Green moved the recommendation of the Finance Committee on Articles 3, 4, 5. Seconded and VOTED by voice vote.


Article 70. To see if the Town will vote to raise and appro- priate money to defray the General Town Expenses for the current year, as recommended by the Town Manager, the Selectmen and Heads of the various departments.


Article 70. Mr. Wehner moved that each section of the ar- ticle be taken and questions raised if debate desired. Seconded and VOTED by unanimous voice vote.


Town Manager out of state travel: T. Luddington moved in- definite postponement. Seconded, DEFEATED.


Town Accountant out of state travel: T. Luddington moved removal, seconded, voice vote was not definite and a hand vote was taken as follows: In favor 94, opposed 71, and VOTED. Re- consideration and reinstatement moved, seconded, VOTED.


Mr. Mulhern moved Article #36 be considered at this time, seconded, DEFEATED.


Town Treasurer out of state travel: T. Luddington moved removal, seconded, DEFEATED.


J. Semensi moved once article has been acted upon, no re- consideration be given until all other articles have been voted. Seconded and VOTED.


Assessors out of state travel: T. Luddington moved removal, seconded, DEFEATED.


Planning Board engineering expense moved to be stricken by S. Tucker. DEFEATED.


Mr. Mulhern moved adjournment at 10:58 P. M. VOTED.

March 22, 1960


Moderator Carr called the meeting to order at 8:01 P. M. Meeting was recessed until 8:15 P. M. and then reconvened.


Mr. Roycroft moved adjournment at 11:00 P. M. with re- convening at 8:00 P. M. on Monday, March 28, 1960. VOTED.


In response to a request by Mr. Mulhern for information on the dump appropriation, discussion followed. It was moved and seconded that the sum of $5,000.00 be appropriated. Hand vote followed: motion to appropriate the sum of $5,000.00 was DE- FEATED.

Mr. Cullen moved that the sum of $6,250.00 be appropriated for the dump contract for the period from July 1, 1960 until the end of the year. Seconded and VOTED.


Mr. Semensi moved that the town meeting members instruct the Town Manager to include in the new dump contract provision that any citizen of the town may dump anything except garbage without cost. Motion was seconded and ruled DEFEATED by a voice vote. The vote was doubted and a hand vote was taken as follows:

Mr. Carlino gave the report of the Sewer Committee and the Water Investigating Committee. Mr. Collins moved a rising vote of thanks for the Sewer Committee. Motion was seconded and VOTED.


Mr. Roycroft moved that the salary of the Chairman of the Sewer Committee be increased to $2,500.00. Motion was seconded and VOTED.


Under retirement costs pensions Mr. Brewster moved that an amendment be added under "Brewster pension" that the sum be increased to $2,500.00. Seconded and VOTED.


WATER DEPARTMENT


Article 6. To see if the Town will vote to raise and appro- priate the sum of $7,000 for the purchase of water meters, as petitioned for by the Water Commissions and the Town Manager.


Article 6. VOTED, that the Town raise and appropriate the sum of $7,000.00 for the purchase of water meters.

To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with the necessary gates and fittings, on Stoughton Street, between existing dead ends, a distance of 275 feet, and raise and appropriate money therefor, as petitioned for by the Board of Water Commissioners.

Article 9. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with the necessary gates and fittings, on Castleton Ave., a distance of approximately 350 ft. from South Street and raise and appropriate money therefor, as petitioned for by the residents of Castleton Avenue.


Article 9. Mr. Semensi moved that sum of $1,500.00 be raised and appropriated. Motion was seconded and DEFEATED.

DRAINAGE


Article 10. To see if the Town will vote to raise and appro- priate a sum of money for the construction of a drainage system on Ox Bow Lane as petitioned for by George Prue and others.


Article 10. Mr. Schneider moved that the sum of $5,500.00 be raised and appropriated. Motion was seconded and DEFEATED.


Mr. Cullen asked Mr. Schneider to amend the article to read that this money is not to be spent until after the sewerage system went into the area. Motion was amended DEFEATED.


Article 11. To see if the Town will vote to raise and appro- priate the sum of $12,000 to improve surface drainage as peti- tioned for by the Town Manager and others.


Article 11. VOTED, that the Town raise and appropriate the sum of $12,000 to improve surface drainage. (SEE RE- CONSIDERATION, END OF MEETING)


Article 12. To see if the Town will vote to raise and appro- priate or borrow the sum of $10,000 for drainage work on Mary Lee Brook under Chapter 91. The Town's share of expense un- der this article will be $ 10,000, as petitioned for by the Board of Selectmen and the Town Manager.
