Report of the Director of Veterans Services
Herewith you will find a summary of services and veteran's benefits as administered by this office under the General Laws of Massachusetts, namely Chapter 115 and 584.
The need of this type of service is growing each year. This department administers four categories of veteran's benefits, as set up by law with State Department Rules and Regulations. The State Department of Veterans' Services under the existing laws, reimburses the Town of Randolph 50% of all monies expended after a rigid investigation by State Department Field Agent of all cases. All veteran's benefits cases were approved in 1961 by the State Department and the Town of Randolph will receive 50% re- imbursement of all monies expended.
DUTIES: As Veterans' Agent he takes applications for Veterans' Benefits, under Chapter 115 as amended for those veterans or dependents of veteran that qualify under said laws. Upon taking an application for Veterans' Benefits the following processing is involved : The actual application interview of appli- cant at office obtaining vital statistics such as : Discharge papers, birth certificates, death certificates, marriage certificates, wage re- ports, court records, divorce records, dependency statements and bank letters. This involves writing to remote as well as local towns for this data. The next step is a home investigation by this agent to the home of the veteran and/or applicant to verify the circum- stances as accurately given on the application and to better under- stand the family and home life of recipients. There is no actual method of determining the length of time involved in each new application, each particular case being of a separate category. Upon completion of a satisfied decision by this agent a duplicate application attached to special Form VS21 with full particulars of the case is then submitted to the State Department of Veterans Services with recommendation to allow or disallow veter- an's benefits.

Prior to receiving authorization from the State Department an additional investigation is made by their office to satisfy their 50% participation in this case. When their investigator has stamped his approval on the case the Town of Randolph is then eligible to be reimbursed 50% of benefits authorized by the State Depart- ment. The totals of all benefits paid each month are entered on Monthly Return Forms, notarized by the Agent and verified by the Town Treasurer, and submitted to the State Department prior to the 10th of the month following the month benefits are paid. If the applicant is employable, although temporarily unemployed and eligible for Veterans' Benefits, this office is not satisfied with merely accepting the case and filing it until the applicant notifies the agent that he has returned to work. Every effort is made through local and adjacent employers to return the applicant to gainful employment.
1. As Director of Veterans' Services, it is the duty of the director to service the veteran and his dependents in all phases of Federal and State Laws that may pertain to his or her benefits. It would be practically impossible to estimate the time spent on each case, as there are not two cases alike, average time in developing each case would be two hours, each service case is active for two months, as it is processed through so many channels before a decision is rendered from the Veterans' Administration. Through the efforts of this office retroactive pay to the veteran and his dependents on disability and pension claims in 1961 amounted to $12,695.45. Case load for year on Veterans Benefits 124 and Veterans' Services 218.
2. As Agent for the care of veterans' graves it is my duty to see that all veterans' graves in different cemeteries in town where there is no next of kin, be given perpetual care and that proper markers be set on these graves. We have over two hundred such graves in Randolph.
3. The duties of the Secretary to the above mentioned agent, require her to type all applications, write for documentary proofs that each case requires, file duplicate copies, prepare monthly re- port to State Department of Veterans' Services by this department, interview veterans and dependents in the absence of the Department Head, prepare payroll for recipients of veteran's benefits, prepare monthly medical and hospital bills for payment by the Town Accountant and State Department of Veterans' Services for authoriz-

ation. Having acquired a photostating machine, we do all of our own photostating, making copies of all important documents, thus saving many inconveniences caused by delay. We do photo- stating for all departments in the Town Hall.
Scope and Affect of Work : Each case for veterans benefits has to be rigidly investigated before requesting recommendation for authorization by the local agent to the State Department of Veterans' Services, if case does not qualify according to laws as set up by the Commonwealth, the town would not receive the 50% reimbursement, which would effect the tax rate of the town. All claims under Federal Laws have to be developed thoroughly be- fore they are submitted to the Veterans' Administration for their decision, if not, veteran would receive an unfavorable decision, which would effect the economy of the town.
Supervision and Guidance Received : The local agent is responsible for all decisions made, which involve many thousands of dollars of town funds. My cases are reviewed by the State Department of Veterans' Services Field Investigator.
Mental Demands : To negotiate a transfer of mental patient from a State Institution to V. A. N. P. Hospital, and to have a veteran admitted to V. A. Hospital for medical or surgery. Contacting banks who are about to foreclose on veteran's home, arranging for smaller payments over a period of time, so that they will not lose home through foreclosure. Arranging for em- ployment for the handicapped veteran. Above are daily problems of this department. These problems are worked out by knowing laws pertaining to facts of each case and connections through years of this type of work. Processing and developing claims for War Service Connected Disabilities, Education, Insurance, Dental, Out- Patient Treatment, Loans under G. I. Bill for real estate and business. Widow's and Dependent Parent's Pension, Part III Benefits for W. W. I, W. W. II and Korean Wars. To administer above laws and problems agent has to be trained and qualified to perform these duties. All these duties require the Agent to learn and retain facts and details of the different laws so that they may be administered properly.

Personal Work Contacts : Employers, Probation Officers, Clerk of Courts, Admitting Officers in all V. A. Hospitals and pri- vate hospitals, local doctors and dentists, heads of all depart- ments at the Veterans' Administration and several State Depart- ment, Unemployment Compensation and Social Security Division, Local Banks. All these are daily contacts pertaining to processing claims for both veterans' benefits and veterans' services.

Report of the Board of Public Welfare
Effective June 1, 1961 Mrs. Frank Furey tendered her resignation as Social Worker to take up full time duties as housewife and mother. The Public Welfare Board and staff members congratulate her and wish her every success. This position remained vacant until November 20, 1961 when Town Manager, Robert A. Hancock, upon the recommendation of the Public Welfare Board, appointed Miss Shirley G. Powell, Stoughton, Mass. as full time permanent Social Worker. Miss Powell comes to Randolph with the highest of recommendations and qualifications, having been employed as clerk and Social Worker in the Stoughton Public Welfare Department for the past fourteen years. Our staff consists of five members, each certified and approved by the Division of Civil Services: One Junior Clerk, one Senior Clerk, two Social Workers, and one Director of Public Assistance.

During 1960-61 Randolph Public Welfare was one of three separate Welfare Boards in this State involved in a litigation as to which town is financially responsible for a person who resided in Randolph for only one week during 1954 with residence elsewhere prior and subsequent to 1954. The State Department of Public Welfare, after two appeal hearings, claimed it was Randolph's responsibility. All of the facts were presented by Town Counsel, William J. Carr, to the Dedham Superior Court which ruled that said person does not nor did have residence in Randolph. This decision has thus saved the Randolph tax- payer thousands of dollars as the applicant was a patient in several hospitals and rest homes since 1954.

Of the 57 cases released 32 were juveniles and were turned over to parents.
We are pleased to report that the Police Station is now man- ned on a twenty-four hour basis. This enables us to give to the citizens the service they have every right to expect.
Your attention must be called again to the inadequate quar- ters of the Police Department. As stated in our report of 1960, our present quarters are entirely too small to take care of the business we are confronted with.
I wish to take this opportunity of thanking the heads of all Departments, the Board of Selectmen, Town Manager and the Citizens of Randolph, for the assistance rendered during the past year.
