Article 55. Recommended by the Finance Committee. VOTED: That the recommendation of the Finance Committee be accepted.
Article 56. To see if the Town will vote to raise and appro- priate the sum of $800.00 towards the cost of maintaining, in- stalling, taking down and storing of the Randolph Center Christ- mas lights, as petitioned for by the Randolph Center Christmas lighting Committee, and others.
Article 56. Recommended by the Finance Committee VOTED: That the recommendation of the Finance Committee be accepted.
Article 57. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money, $950.00, to blacktop that portion of the Belcher School yard which is on the south-east side of the school. The area is 60 ft. by 75 ft. This figure includes drainage necessary, as petitioned for by Edward T. Clark and others.
Article 57. Not recommended by the Finance Committee VOTED: That no action be taken, by a voice vote.
Article 58. To see if the Town will vote to approve in all structures used for residential purposes hereinafter constructed, a permanently installed heat activated home fire detection alarm system. Rules and regulations to be set up by a board consisting of the Chief of the Fire Department, inspector of Buildings and Inspector of Wires, as petitioned for by the Chief of the Fire Department.
Article 58. Finance Committee recommended that this matter be referred to the Planning Board. Acceptance was moved by the Planning Board. Mr. Goodhue moved an amendment that the words "other than additions to existing dwellings" be in- serted. Motion seconded and DEFEATED. Mr. Lesser moved an amendment that the words "industrial and business proper- ties" be added. Town Counsel rejected because of By-Laws provisions.

Article 60. To see if the Town will vote to raise and appro- priate the sum of $2000.00 to help on improving and building at the Little League Field area on North Street, as petitioned for by John P. Figlewicz and others.
Article 60. Finance Committee recommended that the sum of one thousand dollars ($1,000.00) be raised and appropriated to further the development of the Babe Ruth Field.
VOTED: That the recommendation of the Finance Com- mittee be accepted.
Mr. Goodhue moved an amendment that an additional $ 1,000.00 be added for the minor league field. Motion was seconded and VOTED: Accepted.
Mr. Roycroft moved acceptance of the Finance Committee's recommendations on Articles 61, 62, 63, 64, 66, 67, 68 and 60. Opposition was raised and motion was WITHDRAWN.
Article 61. To see if the Town will accept the provisions of Chapter 513 of the Acts of 1959 approved August 24, 1959, al- lowing four former town employees, Emil W. Frederickson, Stephen J. Hart, Timothy J. Kelleher and Raymond E. Lyons to be granted an increase in their County pensions by the County to $1200.00 each per annum, as petitioned for by the Board of Selectmen.
Article 61. Acceptance recommended by the Finance Com- mittee. VOTED: Individually, by unanimous voice vote, that action of Messrs. Frederickson, Hart, Kelleher, and Lyons be accepted.
Article 62. To see if the Town will vote to raise and appro- priate the sum of $1000.00 to be used for improvements to the North Randolph Little League Field, High Street, as petitioned for by Charles F. McGrath and others.
Article 62. Not recommended by the Finance Committee. VOTED: No action, by a voice vote.
Mr. Collins moved adjournment at 11:00 P. M. until Monday, April 11th. Motion was seconded and LOST.
Article 63. To see if the Town will vote to raise and appro- priate or borrow from available funds a sum of money for the printing of a book which will contain Town By-Laws and amend- ments thereto and rules and regulations of all Departments, said book, after printing, to be available for sale at the Town Clerk's Office at a sum not less than the cost of printing said book, as petitioned for by the Town Manager.

Article 63. Mr. Bonney moved that the sum of $500.00 be raised and appropriated to continue the work of bringing the BY- Laws up to date, the money to be earmarked for printing costs. Mr. Schneider moved that a committee of five be appointed by the Town Counsel and Town Manager to prepare the book for printing. Motion was amended seconded and VOTED.
Article 64. To see if the Town will vote to raise and appro- priate the sum of $6468.00 for two additional men for the Highway Department, as petitioned for by the Highway Department.
Article 64. Finance Committee recommended that the sum of $ 3234.00 be raised and appropriated for one additional man to be appointed.
VOTED: By voice vote, that the recommendation of the Finance Committee be accepted.
Article 65. To see if the Town will vote to raise and appro- priate the sum of $ 3600.00 ($3200 salary and $400 expenses) for a Dental Hygienist, as petitioned for by the Board of Health.

April 5, 1960
Moderator Carr called the meeting to order at 8:00 P.M. Meeting was adjourned, and reconvened at 8:45 P. M. Messrs. Michaelson, Hawes, & Boynton were appointed as tellers by Moderator Carr.
Article 65. Mr. Davin and Dr. Philbrook spoke on the ar - ticle, resuming debate from adjournment previous evening. After lengthy debate the question was moved and hand vote followed:
AYE - 72 NAY - 43
Since a two-thirds vote was required, the article was VOTED: DEFEATED.
The quorum was questioned at 9:37 P. M. and a count followed. Quorum was declared at 9:47 P. M.
Mr. Curran's motion for $2,800.00 on Article 65 was voted on and DEFEATED by a voice vote.

Article 66. To see if the Town will vote to raise and appro- priate the sum of $3500.00 for the purchase of a new truck for the Water Department, the old one to be traded in, as petitioned for by the Water Commissioners.
Article 66. Finance Committee recommended that the sum of $3500.00 be transferred from the E & D Account. VOTED: As recommended by the Finance Committee.
Article 67. To see if the Town will vote to raise and appro- priate $2600.00 for the purchase of a Police car, one to be traded in, as petitioned for by the Police Department.

Article 68. To see if the Town will vote to raise and appro- priate or transfer from the E & D Account the sum of $14,000.00 for the purchase of a new, 4 wheel drive, loader, the present Heiss chain driver loader to be traded in, as petitioned for by the Highway Department and the Town Manager.
Article 68. Finance Committee recommended that the sum of $3,000.00 be raised and appropriated for use in bidding for a loader through Army, Navy or Civil Defense disposal sales. VOTED: As recommended by the Finance Committee.
Mr. Ryan moved reconsideration of Article 11 after Article 27 because of the existing flood conditions in the Lewis Drive area. Motion was seconded and VOTED, by voice vote.
Mr. Good moved reconsideration of Article 44 after Article Motion was seconded and DEFEATED, by voice vote. 11.
Article 69. To see if the Town will vote to authorize the Selectmen to purchase or take by eminent domain, land neces- sary to extend Millhouse Ave. to extension, thereby eliminating the dead ends at both the aforesaid streets and to transfer from available funds a sum of money for this purpose, or to take any other action relative thereto, as petitioned for by the Board of Selectmen.
Article 69. Mr. Colburn moved that no action be taken. Motion was seconded and VOTED, by a voice vote.
Article 70. To see if the Town will vote to raise and appro- priate money to defray the General Town Expenses for the cur - rent year, as recommended by the Town Manager, the Selectmen and Heads of the various departments.
Article 70. Debate followed regarding the raises to be ac- dorded various town employees.
Mr. Edward Clark, Town Clerk, requested that he be re- moved from consideration for salary increase.

The quorum was questioned at 10:40 P.M. and a count re- vealed 129. A quorum was declared at 10:55 P.M. and the meet- ing was reconvened.
Mrs. Sullivan asked that the town meeting come to a perman- ent adjournment. Motion seconded and DEFEATED by a hand vote as follows: NO - 82, YES - 32.
Mr. Edward Berry, Town Collector, asked that he be re- moved from consideration for salary increase.
Quorum doubted at 10:58 and a count revealed no quorum. A quorum was declared at 11:09 P.M. and the meeting was re- convened.
Under Article 70, Mr. Carlino moved that an increase of $477.00 as per the Personnel Board recommendation be accepted, eliminating all other people and confining vote to 15 full time clerks, 4 part time clerks, 3 nurses, one health agent, Messrs. Cole, Almond, Curran, Teed and Hawkins. Motion was seconded and VOTED, by a voice vote.
Mr. Wehner doubted the quorum at 11:22 P.M. and a count revealed 137, or quorum.
Article 30 on reconsideration: Mr. Lewis questioned as to outcome of ruling on second vote taken on acceptance of Fitch Terrace. Moderator outlined situation stating differences of opinion which existed, declared motion as passed and gave oppo- sition opportunity to doubt the vote. Vote doubted and retaken by a hand vote as follows: YES - 82, NO - 30. Motion to accept Fitch Terrace VOTED.
Article 27 on reconsideration: Mr. Marotta moved accept- ance. VOTED by a hand vote as follows: YES - 100, NO - 16.
Article 11 on reconsideration: Mr. Ryan moved $12,000.00 be appropriated with $4,000.00 being earmarked for Lewis Drive, Chestnut Circle, and Chestnut Streets. Mr. Curran moved that the amount to be appropriated be increased to $16,000.00 with $4,000.00 to be earmarked for Lewis Drive, Chestnut Street, and Chestnut Circle areas. Motion was seconded and motion as amended VOTED by a hand vote as follows: YES - 61, NO - 46.
It was moved and seconded that the Annual Town Meeting be permanently adjourned. VOTED, by a voice vote.

Pursuant to a warrant issued by the Selectmen and dated April 11, 1960, the Presidential Primary Election was held this Twenty-sixth day of April, 1960, in Randolph High School for Pre- cinct 1 and Precinct 2, Lyons School for Precinct 3, and Devine School for Precinct 4.
The election paraphernalia was delivered to the different Wardens by the Town Clerk, and a receipt taken therefor.
The polls were opened for the reception of ballots at 2:00 o'clock P. M.

TOWN OF RANDOLPH, MASSACHUSETTS
SPECIAL TOWN MEETING
August 22, 1960
Meeting was called to order at 8:00 P.M. with a quorum pres- ent. A brief non-sectarian prayer by Moderator Carr opened the meeting. Call of meeting and return of service were read by Town Clerk Edward T. Clark.
Article 1. To see if the Town will vote to accept as a public way a parcel of land containing about 2586 square feet of land, at or near the intersection of Pleasant and North Main Streets, shown on a plan dated January 7, 1960 filed with the Norfolk Registry of Deeds as Plan 145 of 1960, said parcel having been conveyed by Robert J. Clairmont et us to the Inhabitants of the Town of Randolph by deed dated January 12, 1960, duly recorded with said Norfolk Registry of Deeds as petitioned for by the Board of Selectmen.
