ARTICLE 5. To see if the Town will vote to amend Section 3, A (1) of the zoning by-laws by striking the first eight words and substituting the following: "A private one- family dwelling house", as petitioned for by Myrel Fishman and others.

ARTICLE 6. To see if the Town will vote to amend the zoning by-laws by adding thereto Section 8, as follows: "Section 8. Notwithstanding any other provision of these by-laws, in a subdivision as defined in General Laws, Ch. 41, 81L, there shall be constructed only a building designed or intended to be used as a single family dwelling unit. The construction of all other types of buildings is prohibited;" as petitioned for by Myrel Fishman and others.

ARTICLE 7. To see if the Town of Randolph will vote to rezone a parcel of land at rear of 19 South Street (property in name of Alice Boyle) approximately 1400 sq. feet, from residential to industrial, as petitioned for by Henry J. Rota and others.

ARTICLE 9. To see if the Town of Randolph will accept Chapter 670 of the Acts and Resolves of 1960, which Act is now incorporated in Chapter 32, Section 95A of the Massachusetts General Laws, as petitioned for by George N. Welch and others.

ARTICLE 11. MOTION made, seconded and VOTED by voice vote, that this Article be referred to Town Counsel for clarification and tabled for action during the 1963 Annual Town Meeting.


ARTICLE 12. To see if the Town will instruct the Planning Board to include in its Rules and Regulations the following: "Whenever a plan is presented to the Planning Board for 'Subdivision Approval Not Required', the Planning Board, or the petitioner, shall give all abutters at least seven days notice before approval of the same is given", as petitioned for by the Board of Selectmen.


ARTICLE 12. Motion made, seconded and VOTED by a voice vote that NO ACTION be taken on this article.


ARTICLE 13. To see if the Town will vote to transfer from available funds the sum of $100. 00 for operating expenses of the Conservation Commission, as petitioned for by the Conservation Commission.


ARTICLE 13. VOTED, by unanimous voice vote, that the sum of $100. 00 be trans- ferred from the Pond Lane Construction account, for operating expenses of the Con- servation Commission.


ARTICLE 14. To see if the Town will vote to transfer the sum of $238. 32 from the Collector's Tax Title Account to pay unpaid bills of previous years, replacement of glass in Devine School $71. 62 and boiler repairs in High School $166. 70, or take any other action relative thereto, as petitioned for by the Board of Selectmen.


ARTICLE 14. VOTED, by unanimous voice vote, that the sum of $238. 32 be trans- ferred from the Collector's Tax Title Account to pay bills of previous years, replace- ment of glass in Devine School $71. 62 and boiler repairs in High School $166. 70.


ARTICLE 15. To see if the Town will vote to transfer from Surplus Revenue or other available funds the sum of $2, 729. 40 to former Tax Collector's overdrawn ac- count due to burglary, or take any other action relative thereto, as petitioned for by the Board of Selectmen.

ARTICLE 18. To see if the Town of Randolph will vote in favor of the following: All contracts made by any department, Board or Commission, where the amount in- volved is one thousand dollars or more, shall be in writing: and no such contracts shall be deemed to have been made or executed until the approval of the Finance Committee as well as the department head or chairman of the Board, as the case may be, making the contract are affixed thereto. No bill or contract shall be split or divided for the purpose of evading any provision of this article; as petitioned for by Bernard Davidson and others.

ARTICLE 18. Mr. Davidson submitted an amendment to Article 18 as follows: To see if the Town of Randolph will vote in favor of the following: on all contracts let out for bid by any department, Board or Commission, at the time of award a letter shall be sent to the Finance Committee listing all bidders on said contract, the amount of each individual bid, and the name of the bidder awarded the contract. Said letters, regarding these contracts, shall be kept on file by the Finance Committee and will be closely studied at the time each department budget comes up for annual review and approval.


Mr. Davidson moved that the article be accepted as amended. Town Counsel ruled amendment permissible.


Motion made, seconded and VOTED, by voice vote, that Article 18 be tabled for further consideration.


ARTICLE 19. To see if the Town of Randolph will vote to designate annually the week of March 9 through March 16, or any other suitable date, "Student Government Week", as petitioned for by Bernard Davidson and others.


ARTICLE 19. Withdrawn by Mr. Davidson. Motion made, seconded and VOTED by voice vote that NO ACTION be taken on this article.


ARTICLE 20. To see if the Town Meeting will vote to amend the by-laws to include "The Town report must be delivered at least one week before election", as petitioned for by the Committee appointed to propose rules and regulations which Town Meeting Members would be expected to live up to.


ARTICLE 20. Motion made, seconded and VOTED, by voice vote, that the by-laws be amended to include "The Town report must be delivered at least one week before election".


ARTICLE 21. To see if the Town Meeting would vote to have the attendance checkers be other than Town Meeting Members, and that one checker be located at the Hall entrance- for precincts 1 and 2, and the other in the middle of the center aisle - for precincts 3 and 4, as petitioned for by the Committee Appointed to Propose Rules and Regulations which Town Meeting members would be Expected to Live up to.


ARTICLE 21. Finance Committee recommended NO ACTION. Motion was made and seconded that Article 21 be recommended. Motion DEFEATED by a hand vote as follows: YES - 86 NO - 58. Two-thirds vote needed.


ARTICLE 22. To see if the Town Meeting would vote that all special and regular Town Meetings be called for and start promptly at 8:00 P. M., with the first order of business to be a standing roll call by Precincts and that attendance records be closed thereafter, as petitioned for by the Committee Appointed to Propose Rules and Regula- tions Which Town Meeting Members Would be Expected to Live Up To.


ARTICLE 22. Motion made, seconded and VOTED by a voice vote that NO ACTION be taken on this article.


ARTICLE 23. To see if the Town Meeting would vote that at least seventy-five (75) percent of all Town Meetings - both Special and Regular - must be attended in order to remain in good standing. Any Town Meeting Member not considered in good standing will be so denoted in the Annual Town Report, as petitioned for by The Committee Ap- pointed to Propose Rules and Regulations Which Town Meeting Members Would be Ex- pected to Live Up To.


ARTICLE 23. Motion made, seconded and VOTED, by a hand vote, that NO ACTION be taken on this article. YES - 106 NO - 36.


ARTICLE 24. To see if the Town would vote to accept Emeline Street (From #83 to #100) from High Street, as laid out, as petitioned for by Harvey B. Segal and others.

Moderator Lombardi declared the Special Town Meeting permanently adjourned at 11:47 P. M.


THE COMMONWEALTH OF MASSACHUSETTS STATE ELECTION November 6, 1962


Pursuant to a Warrant issued by the Selectmen and dated October 22nd, A. D., 1962, duly posted by Carl L. Macauley, Constable, the voters of Randolph assembled on the sixth day of November, 1962, in Randolph High School, Memorial Drive, for Pre- cinct 1 and Precinct 2, Lyons School for Precinct 3, and Devine School for Precinct 4.


The election paraphernalia was given by the Town Clerk to the Wardens of Pre- cinct 1, Precinct 2, Precinct 3 and Precinct 4, and receipts taken therefor.


The polls were opened for the reception of ballots at 6:00 o'clock A. M., and were closed at 8:00 o'clock P. M.


The returns were made to the Town Clerk from Precinct 1 at 4:20 o'clock, from Precinct 2 at 4:00 o'clock, from Precinct 3 at 4:10 o'clock and from Precinct 4 at 3:45 o'clock, all on the morning of November 7, 1962.
