ANNUAL TOWN MEETING


May 6, 1963


Pursuant to a Warrant issued by the Board of Selectmen and dated the eighth day of April, A.D., 1963, duly posted by Carl L. Macauley, Constable, the citizens of Randolph assembled at the Randolph High School Auditorium, Memorial Parkway in Ran- dolph, on the sixth day of May, 1963. The meeting was called to order at 8:00 o'clock P.M., voted adjourned until 8:15 and again until 8:25 P. M. at which time it reconvened. Moderator Lom- bardi called the meeting to order and administered the oath of

office to the newly elected and re-elected town meeting members and then appointed Messrs. Harold Holbrook, Seymour Firth, and George White to act as Tellers.


The Moderator led the meeting in prayer and the observance of a minute of silence in honor of Fire Chief Paul Anderson re- cently deceased. Following the observance of the minute of si- lence, the Moderator read a resolve expressing the appreciation of the town for the years of faithful service which Fire Chief Anderson had given. This resolve had been unanimously passed by the Board of Selectmen and will be framed and presented to Chief Anderson's widow.


Temporary Assistant Town Clerk Henry L. Lowd read the Town Meeting Warrant return of service.


ARTICLE 1. To hear and act on the report of any commit- tee and choose any committee the Town may think proper.


ARTICLE 1. Mr. Courtney moved that the Moderator appoint a committee of nine to study the present town government and re- port back at the next annual town meeting with recommended changes if any are needed. Said committee to be composed of town meeting members. Motion was seconded.


Mr. Davidson offered an amendment that the committee of nine be appointed by the Board of Selectmen with the authority to draw up three proposed forms of government for the town of Randolph, each with a full-time administrator. These three forms of government shall be a Mayor-Council, limited Town Meeting member form; a Town Manager-Selectmen, limited Town Meeting member form; and a form of government of the Committee's own choice. This government study commit- tee shall report back to a special Town Meeting to be called sometime in October, 1963. No elected official other than town meeting members shall be eligible to serve on the above commit- tee. Amendment was seconded and DEFEATED.


Mr. Courtney's motion was put to a voice vote. The Moderator stated he was in doubt as to the outcome of the vote and asked for a hand vote. Courtney's motion was ruled DEFEATED by a hand vote as follows: No - 84, Yes - 82.


Mr. Davidson doubted the vote, requesting a standing vote. Courtney's motion was ruled VOTED by a stand- ing vote as follows: Yes - 96, No - 88.


Mr. Wehner moved that no reconsideration of any article be made until every article in the warrant has been taken care of. Motion seconded and VOTED by a voice vote.


Mr. Courtney moved that the Moderator ap- point a committee of 15 to investigate the possibility of reducing the Town Meeting membership and report back at the next Annual Town Meeting. Said committee to be composed of three members

from each of the four precincts and three shall be from the mem - bers at large. Motion seconded and DEFEATED by a voice vote.


ARTICLE 2. To hear and act on reports of Town Officers.


ARTICLE 2. Mr. Schneider reported for the By-Law Com- mittee.


Mr. McGerrigle reported for the Randolph Re- gional Vocational District Planning Committee.


Mr. Walsh moved that a committee of five be appointed by the Moderator to study the Betterments Act as a- dopted by the Town of Randolph and to report back to the next Special or Annual Town Meeting with a recommended policy on Betterments for the Town of Randolph. Motion was seconded and VOTED by a voice vote.


Mr. Roycroft moved adjournment at 11:00 o'clock P. M., for re- convenement. on Tuesday evening, May 7, at 8:00 P. M. Motion was seconded and VOTED, by a voice vote.


Mr. Carlino reported for the Sewer Commis - sion. Motion was made and seconded that the reports of the offi- cers, as printed in the Town Report, be accepted. VOTED.


ARTICLE 3. To see if the Town will vote to raise and ap- propriate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Baptist Church, as petitioned for by the Board of Selectmen ..


ARTICLE 3. Recommended by the Finance Committee. VOTED, unanimously.


ARTICLE 4. To see if the Town will vote to raise and appro- priate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Congregational Church, as peti- tioned for by the Board of Selectmen.


ARTICLE 4. Recommended by the Finance Committee. VOTED, unanimously.


ARTICLE 5. To see if the Town will authorize the Town Treasurer, with the approval of the Board of Selectmen, to bor - row some money from time to time in anticipation of the revenue of the financial year beginning January 1, 1964 and to issue notes therefor payable within one year, all in accordance with the Gen- eral Laws, Chapter 44, as petitioned for by Edward T. Clark.


ARTICLE 5. Recommended by the Finance Committee. VOTED, unanimously.

ARTICLE 6. To see if the Town will vote to amend the Per- sonnel By-Law, Section 3, as follows:


By striking out the first sentence of sub-section (a) and substituting the following:


There shall be a Personnel Board consisting of five unpaid members, appointed by the Selectmen responsible for the administration of the classification and compensation plan.


And further amending the By-Law by striking out the first sentence of Section 3, sub-section (b) and inserting in place thereof the following: (b) The members of the Board shall serve for a term as follows:


two for three years two for two years one for one year


as petitioned for by Henry J. Rota and others.


ARTICLE 6. Finance Committee moved not recommended. Mr. Rota moved an amendment that the article be accepted as written. Seconded and DEFEATED by a voice vote. Finance Committee's motion not to recommend VOTED by a voice vote. Article 6 not recommended.


ARTICLE 7. To see if the Town will vote to amend section 12 of the Personnel By-Law as follows by inserting under Labor Group-Water Dept. - "normal work week", as petitioned for by the Personnel Board.


ARTICLE 7. Recommended by the Finance Committee. VOTED by a voice vote.


ARTICLE 8. To see if the Town will vote to amend section 12 of the Personnel By-Law as follows under the Public Safety Group to reduce the work week of regular firefighters to 52 hours per week effective July 1, 1963 and a further reduction to 48 hours per week effective July 1, 1964, as petitioned for by the Personnel Board.


ARTICLE 8. Recommended by the Finance Committee. VOTED by a unanimous voice vote.


ARTICLE 9. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum of money sufficient for the salaries of 3 additional men for the Fire Department ef- fective July 1, 1963 to be classified by the Personnel Board, as petitioned for by the Personnel Board.

ARTICLE 10. To see if the Town will vote to amend Section 7, Schedule B, Schedule C, Schedule D, the Police-Fire Annual Schedule and Section 8 by raising and appropriating or transfer- ring from available funds a sum of money sufficient to provide a 4 per cent increase in salary for all Town Employees under the jurisdiction of the Personnel Board excepting those covered under another article recommended by the Board, as petitioned for by the Personnel Board.


ARTICLE 10. Recommended by the Finance Committee. Mr. Aylward moved an amendment to provide an 8 per cent in- crease in salary and recommend that $42,000 00 be raised and appropriated therefor. Seconded and DEFEATED. Finance Com- mittee's recommendation VOTED by a unanimous voice vote.


ARTICLE 11. To see if the Town will vote to raise and ap- propriate the sum of $1,575 the amount of money required to in- crease by four per cent the recommended salaries of the following Town officials not presently under the jurisdiction of the Per- sonnel Board: Town Treasurer, Town Collector, Town Counsel, Town Clerk, Highway Surveyor, Tree Warden, Members of the Board of Registrars, and members of the Board of Assessors; as petitioned for by the Finance Committee.


ARTICLE 11. Recommended by the Finance Committee. VOTED unanimously.


ARTICLE 12. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money to pur- chase uniforms for School Traffic Supervisors, as petitioned for by the Personnel Board.


ARTICLE 12. Not recommended by the Finance Committee. Recommendation of the Finance Committee VOTED by a voice vote. Article 12 not accepted.


ARTICLE 13. To see if the Town will vote to amend Section 7 Schedule L of the Personnel By-Law and raise and appropriate or transfer from available funds a sum of money so as to increase the compensation of School Traffic Supervisors to $20.00 per week, as petitioned for by the Personnel Board.


ARTICLE 13. Recommended by the Finance Committee. VOTED unanimously.

ARTICLE 14. To see if the Town will vote to amend the Per- sonnel Book By-Laws to provide an 8 per cent increase in salary for the Water and Highway Departments as petitioned for by Fred- erick M. Dolan and others.

ARTICLE 15. To see if the Town will vote to raise and ap- propriate the sum of $16,840.00 for an Eight Percent increase for the 42 permanent members of the Randolph Fire and Police De- partments as petitioned for by Thomas D. Alward and others.

ARTICLE 16. To see if the Town will increase the Business and Industrial Commission to 15 members, 10 of whom shall not be officers of the Town and 5 of whom shall be Town officials. The 5 Town officials shall be one member from each of the fol- lowing: the Selectmen, the Sewer Commission, the Water Com- mision, the Assessors, and the Planning Board. The member appointed to the Commission from each of these boards or com- missions may serve on the Business and Industrial Commission only as long as he is a member of said board or commission as petitioned for by Business and Industrial Commission.


ARTICLE 16. Not recommended by the Finance Committee. Recommendation of the Finance Committee VOTED by a voice vote. Article 16 not accepted.

ADJOURNED ANNUAL TOWN MEETING May 7, 1963


Meeting was called to order by Moderator Lombardi at 8:00 o'clock P.M. Adjournment was moved until 8:15 P. M. Moderator called the meeting to order at 8:15 P. M., and appointed Messrs. Mitchell Goodhue, George White, and Stanley Rice as Tellers for the evening.


Mr. Roycroft moved adjournment at 11:00 P. M. until Monday, May 13th at 8:00 o'clock P.M .. Voted by a voice vote.


Mr. Dolan moved reconsideration of Article #6 after Article #99. Seconded and DEFEATED by a voice vote.


ARTICLE 17. To see if the Town will vote to raise and ap- propriate the sum of $3,000.00 for the purpose of increasing the Blue Cross and Blue Shield Hospitalization benefits from $15.00 a day to $24.00 a day for all town employees effective June 1, 1963 as petitioned for by the various Departments heads.


ARTICLE 17. Recommended by the Finance Committee. VOTED by a voice vote.


ARTICLE 18. To see if the Town will vote to appropriate or transfer from available funds, a sum of money for a full time, permanent Executive-Secretary (male) for the Assessing Depart- ment as petitioned for by Edward J. Roycroft and others.


ARTICLE 18. Not recommended by the Finance Committee. Mr. Roycroft moved an amendment that the article be accepted as printed in the warrant and that the salary be raised or appro- priated under Article 99 Assessors Budget. Seconded and DE - FEATED. Recommendation of the Finance Committee VOTED by a voice vote. Article 18 not accepted.


ARTICLE 19. To see if the Town will vote to authorize the Planning Board to act as Park Commissioners in accordance with Chapter 41 Sec. 72 of the General Laws as petitioned for by the Board of Selectmen.


ARTICLE 19. Finance Committee recommended No Action and left the subject open for discussion. Mr. Goodhue moved ac- ceptance of the article as printed. Seconded and VOTED.


ARTICLE 20. To see if the Town will vote to authorize the Board of Selectmen to have a full time clerk to assist all offices in the Town Hall and to be under the supervision of the Board of Selectmen. The salary to be determined by the Personnel Board as petitioned for by the Board of Selectmen.

ARTICLE 22. To see if the Town will accept the provisions of Chapter 41, Section 1, relative to a Board of Public Welfare consisting of three members elected for one, two or three years respectively, and thereafter for the term of three years as peti- tioned for by the Board of Public Welfare.

ARTICLE 23. To see if the Town will vote to instruct the Board of Water Commissioners to install 400 feet of 6" main on Reed Street from its existing end to the main on North Main Street and raise and appropriate money therefor, as petitioned for by the Board of Water Commissioners.

ARTICLE 24. To see if the Town will vote to instruct the Board of Water Commissioners to install a 12" water main with necessary gates and fittings on North Street from Crawford Square to Oak Street, a distance of approximately 10,000 feet and to raise and appropriate money therefor as petitioned for by the Board of Water Commissioners.

ARTICLE 25. To see if the Town will vote to raise and ap- propriate or transfer from available funds the sum of $575.00 to complete the work as voted at the 1962 Annual Town Meeting as related to the main and service installations on that part of Reed Street servicing the new Reed Street School, as petitioned for by the Board of Water Commissioners.

ARTICLE 33. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money to continue the sidewalk on the Southerly side of West Street from its present end in a Westerly direction as petitioned for by the Board of Selectmen.


ARTICLE 33. Not recommended by the Finance Committee. Mr. Semensi moved that $1,000.00 be raised and appropriated to continue the sidewalk from its present end in a westerly direc- tion. Seconded and voted by a hand vote as follows: Yes - 95, No - 64.
