ONE HUNDRED AND TWENTY-SEVENTH ANNUAL REPORT


REPORT OF THE PERSONNEL BOARD


The 1962 Town Meeting voted acceptance of a survey conducted by Charles M. Evans and Associates and adopted a personnel by-law, job classification and compensa- tion plans.


After adoption of the by-law, the Board set up working relationships with various departments and department heads, requesting reports required on attendance, sick leave, personal history and fringe benefits. Most departments cooperated.


The Board held regular meetings the third Thursday of each month, and conducted special meetings at other times at the request of town employees who could not con- veniently attend the regularly scheduled meetings, on such matters as job classifica- tions, job descriptions, working hours, sick leave, and wage rates.


Information was sought from and provided to comparable towns and cities on wages, hours, working conditions and fringe benefits during the year. The Board sought and received information from federal and state agencies on cost of living increases, wage settlements in local governments and private industries. As a result of data compiled from various sources the Board will make recommendations to the annual Town Meet- ing relating to wage schedules and working hours.


The Board wishes to thank those citizens who wrote expressing their approval, and to all who cooperated with us during the past year.

REPORT OF TOWN COUNSEL


This office concerned itself with the matter of the transfer of the various depart- ments of the Town from the Selectmen-Manager form of Government to the Selectmen form of Government during the early part of the year.


Many of the offices entailed long hours of research because historically they had come into being under unique circumstances. In some cases the office had been created prior to the Selectmen-Town Manager form of Government, during, or by Legislative Act.


Many novel questions were raised concerning the jurisdiction of various depart- ments at the time of the transition.


In addition to this task the Legal Department faced the usual large number of re- quests from various departments for opinions, attendance at department meetings and consultation with the various officers.


Claims for and against the Town were handled, and matters were litigated in the various Courts in behalf of the Town.


Another monumental task facing this department in the coming year in the form of the resolution of the rights and duties of municipal employees with respect to the so- called conflict of interest law.

The Board of Registrars submits its annual report for the year 1962. During the past year 1414 new voters were registered, the total number of registered voters now being 9916 which includes the following:

The Registrars have street listed 11, 459 people and have on file, cards with names, addresses and occupations of the same. Alphabetical list of these people are also on file. Persons listed books were also printed with this information. Also listed were 1784 dogs, these being turned over to the dog officer.


Since the last street listing, the Town has many new streets with 122 new homes added. 30 duplex dwellings, also 11 apartment houses, with many units.

SELECTMEN'S REPORT


Randolph is no longer a "small town." As it has grown in size and population, so too have its needs grown. Too often, how- ever, has emphasis been made on Randolph's problems. Too few times has Randolph's progress received its just due.


We consider the past year a year of great progress for OUR TOWN. Throughout the Commonwealth of Massachusetts - and often beyond its borders - Randolph has become known as an out- standing community in which to live and in which to work.


We have but to look around us to observe the signs of prog- ress: the industrial park overlooking the Great Pond is now a reality. If you have not yet seen the great strides already made in that area, we suggest that you drive by. The Elliott Business Machines, Inc. plant about to open is the pilot plant of what we anticipate will be other magnificent buildings. Randolph Manu- facturing Co. has shown its confidence in the Town by undertaking a large expansion project.


So too in other planned areas has industry chosen Randolph. The Ogan Industrial Park off North Street has become a reality in an astonishingly short space of time.


Our Center has received a shot in the arm by the construc- tion of a new and modern shopping area.


None of these accomplishments has happened overnight, nor have they been brought about by one department or board alone. YOUR TOWN GOVERNMENT is responsible !


We, the Board of Selectmen, have traditionally been termed "Town Fathers." Our role in government is sweeping. 1963 has been a year of ACTION not only by the Board of Selectmen, but by ALL Town Departments. Coordination and cooperation between departments and boards is at an all-time high. Regular staff meetings, special spot meetings, consultations, are the rule, not the exception. An enlightened Town Meeting membership and a watchful citizenry have also contributed by spirit and deed.


The assistance of Senator James McCormack and Represen- tatives Ralph Cartwright and James Mullen throughout the year has been of inestimable aid to us, from speaking on our behalf before the Legislature and its committees to meeting with us on several occasions such as with Department of Public Works offi- cials in connection with urgent pedestrian safety problems.


Congressman James Burke has also aided us immeasurably throughout the year on mutual problems affecting Randolph.

Our hard-working and devoted secretary, Mary Nelson, has, throughout the year, in her usual fashion, lightened our individual burdens.


We, your Board of Selectmen, have had a busy and fruitful year. Sometimes, when we tally our hours spent on various proj- ects, we smile at the thought that we are part-timers. Making our task easier has been the cooperation of the full-timers, those dedicated public servants who man Town Hall and its branches. There is no entrenched bureaucracy in Randolph Government. Your public servants are also taxpayers. No subject has been more thoroughly discussed at our regular staff meetings than the need to HOLD THE LINE on expenditures, and to alleviate the tax burden on the home owner.


We, YOUR SELECTMEN, firmly believe that 1964 will be another year of great progress for Randolph.

SPECIAL TOWN MEETING March 4, 1963


Moderator Lombardi called the meeting to order at 8:00 o'clock P.M. Mr. Bonney moved adjournment until 8:30 P. M. The Moderator reconvened the meeting at 8:30, when a quorum was declared present. Members of the meeting were led in pray- er and a moment of silence was observed in honor of recently deceased town meeting member Miss Edith Hill.


Town Clerk Edward T. Clark read the return of service of the Town Meeting Warrant.


Moderator Lombardi appointed Messrs. Sullivan, O'Neil and Tagrin to act as tellers.


ARTICLE 1. To see if the Town will vote to raise and appro- priate or borrow under any applicable general laws or transfer from available funds the sum of $10,000 to cover the cost of pre- paring preliminary plans for a Junior High School, or take any other action with reference thereto, and that this money be ex- pended by the present School Planning and Building Committee, as petitioned for by the School Planning and Building Committee and the School Committee.


ARTICLE 1. Withdrawn by School Committee on behalf of it- self and the School Planning and Building Committee inasmuch as the same result could be obtained without expenditure of town funds under articles which follow.


ARTICLE 2. To see if the Town will vote to authorize the application for advance and assistance of Federal Funds under the provisions of Public Law 560 of the 63rd Congress for the pur- pose of purchasing preliminary plans and final plans for a Junior High School, and that these funds be expended by the present School Planning and Building Committee and the School Commit- tee, as petitioned for by the School Planning and Building Com- mittee and the School Committee.


ARTICLE 2. Finance Committee recommended acceptance of this Article with the amendment "provided these funds be ex- pended jointly by the School Planning and Building Committee and the School Committee". School Committee recommended that the following amendment be inserted "and/or an addition to the pres- ent North Junior High School".

Motion was made that this article be tabled until plans for the Junior High School, under Article 2, were brought before the Town Meeting. Motion DEFEATED by a voice vote. The vote was doubted and a hand vote taken, as follows:

ONE HUNDRED AND TWENTY-EIGHTH ANNUAL REPORT


ARTICLE 5. To see if the Town will instruct the Selectmen to purchase, or take by Eminent Domain, a certain parcel of land for school purposes, being a part of Parcel 2 as shown on Plan 150 of the Randolph Assessors' Plans, and containing 15.88 acres more or less, now owned by M. B. Claff & Sons, Inc., bounded and described as follows: Easterly by Highland Avenue eleven hun- dred forty-six and 56/100 (1146.56) feet; Southerly by land of War- ren Claff by three courses measuring respectively, two hundred forty-four and 47/100 (244.47) feet, two hundred thirty-two and 11/100 (232.11) feet, and one hundred thirty-three and 42/100 (133.42) feet; westerly by land of M. B. Claff & Sons, Inc. eleven hundred forty and 47/100 (1140.47) feet; and northerly by land of M. B. Claff & Sons, Inc. six hundred ten and 77/100 (610.77) feet; and to raise and appropriate money therefor, as petitioned for by the Randolph School Planning and Building Committee and the School Committee.


ARTICLE 5. Withdrawn by petitioners.


ARTICLE 6. To see if the Town will vote to raise and appro- priate or transfer from available funds, or borrow, a sum of $15,000 for the completion of furnishings for the Margaret L. Donovan School, and that this money be expended by the present School Planning and Building Committee, as petitioned for by the School Planning and Building Committee and the School Commit- tee.


ARTICLE 6. Finance Committee recommended acceptance of this article with the following amendment, "provided these funds be expended jointly by the School Planning and Building Commit- tee and the School Committee", and deletion of the words "or transfer from available funds, or borrow".


Article 6, as recommended by the Finance Committee, VOTED by a voice vote.


Moderator Lombardi declared the Special Town Meeting to be permanently adjourned at 9:55 o'clock P. M.

TOWN OF RANDOLPH, MASSACHUSETTS ANNUAL TOWN MEETING April 22, 1963


Pursuant to a Warrant issued by the Selectmen and signed on the eighth day of April, A.D., 1963 duly posted by Carl L. Mac- auley, Constable, the voters of Randolph assembled on the twenty- second day of April, 1963, in the Randolph High School for Pre- cincts 1 and 2, in the Lyons School for Precinct 3, and in the Devine School for Precinct 4.


The election paraphernalia was given by the Town Clerk to the Wardens of Precinct 1, Precinct 2, Precinct 3 and Precinct 4, and receipts were taken therefor.
