ONE HUNDRED AND TWENTY-SEVENTH ANNUAL REPORT ANNUAL TOWN MEETING April 23, 1962
Pursuant to a Warrant issued by the Selectmen and signed on the fifth day of April, A. D., 1962, duly posted by Carl L. Macauley, Constable, the voters of Randolph assembled on the twenty-third day of April, 1962, in the Randolph High School for Precincts 1 and 2, in the Lyons School for Precinct 3, and in the Devine School for Precinct 4.
The election paraphernalia was given by the Town Clerk to the Wardens of Pre- cint 1, Precinct 2, Precinct 3 and Precinct 4, and receipts were taken therefor.
The polls were opened for the reception of ballots at 8:00 o'clock A. M.
The returns were made to the Town Clerk from Precinct 1 at 7:50 o'clock, Pre- cinct 2 at 6:50 o'clock, Precinct 3 at 6:10 o'clock and Precinct 4 at 7:30 o'clock, all on the morning of April 24, 1962.
The vote was tabulated by the Town Clerk and declaration of the result was made on April 24, 1962, at 9:20 o'clock A. M.

ONE HUNDRED AND TWENTY-SEVENTH ANNUAL REPORT ANNUAL TOWN MEETING May 7, 1962
Pursuant to a Warrant issued by the Board of Selectmen and dated the fifth day of April, A. D., 1962, duly posted by Carl L. Macauley, Constable, the citizens of Randolph assembled at the Randolph High School Auditorium, Memorial Parkway in Randolph, on the seventh day of May, 1962. The meeting was called to order at 8:00 o'clock P. M., voted adjourned until 8:15 and again until 8:30 P. M. at which time it reconvened. Moderator Lombardi called the meeting to order and appointed Messrs. Bender, Herbert White and George White to act as Tellers.
The Moderator administered the oath of office to newly elected town meeting members and led the meeting in prayer. A minute of silence was observed in honor of Clara Kennedy, a former town official now deceased.
Town Clerk Edward T. Clark read the Town Meeting Warrant and return of service.
Mr. Charles Foley moved that all articles to be reconsidered at this Town Meeting be considered after Article 81. Motion was seconded and VOTED, by voice vote.
Mr. Roycroft moved adjournment at 11:00 o'clock P. M., for reconvenement on Tuesday evening, May 8, at 8:00 P. M. Motion was seconded and VOTED, by a voice vote.
Moderator Lombardi stated that only one amendment would be voted upon at a time, and that anyone who wished to speak would be recognized by the chair, subject to the wishes of the body.
ARTICLE 1. To hear and act on the report of any committee and choose any com- mittee the Town may think proper.
ARTICLE 1. Mr. Merriken reported for the Drainage Committee.
Mr. Bradbury reported for the Town Meeting Membership Com- mittee. Mr. Lewis moved that the report of the committee be accepted. Motion was seconded and it was VOTED, unanimously. Mr. Carr suggested that if the committee felt further action was required by the body, separate articles might be submitted. Mr. Bradbury moved that his report be inserted in the next town meeting as separate articles for enactment. Motion was seconded and it was VOTED, unanimously. Mr. Cormey reported for the Committee on Town Office Needs. Mr. Faherty reported for the Personnel Board.
Mr. McGerrigle reported for the Randolph Regional Vocational
Planning Committee.
Mr. Schneider reported for the Duffil Associates Contract Com- mittee.
Mr. Corey reported for the Incinerator Committee.
Mr. Mann reported for the School Planning and Building Committee. Mr. Clifford moved that a new committee be named or the former committee be empowered to look into the need of a three man Board of Selectmen form of government, deliberate and report back to a special Town Meeting on what changes are essential in this form of government. Motion was seconded and DEFEATED, by a voice vote.
Mr. Schneider moved that a committee of five be appointed by the Moderator to compile the by-laws of the Town, and that $500 be appropriated for the cost of the printing. Motion was seconded and VOTED, by a voice vote.
Mr. Green, on behalf of the School Committee, moved that the Moderator appoint a committee of five qualified townspeople to investigate the need and site for a South Junior High School, said committee to have one member of the School Committee on it, and said committee to report back to the next annual town meeting. Motion was seconded and DEFEATED.
ARTICLE 2. To hear and act on reports of Town Officers.
ARTICLE 2. Mr. Carlino reported for the Sewer Commission. Motion was made and seconded that the reports of the officers, as printed in the Town Report be accepted. VOTED.

ARTICLE 3. To see if the Town will vote to raise and appropriate the sum of $35. 00 for the maintenance and lighting of the clock in the tower of the First Baptist Church, as petitioned for by the Board of Selectmen.

ARTICLE 4. To see if the Town will vote to raise and appropriate the sum of $35. 00 for the maintenance and lighting of the clock in the tower of the First Congrega- tional Church, as petitioned for by the Board of Selectmen.

ARTICLE 5. To see if the Town will vote to instruct the Board of Water Commis- sioners to install a 6-inch water main, with necessary gates and fittings, on Tilton Street from Thornton Street to Oliver Street, a distance of three hundred twenty (320) feet, and raise and appropriate money therefor, as petitioned for by the Board of Selectmen and the Board of Water Commissioners.
ARTICLE 5. Finance Committee recommended that the sum of $1, 800. 00 be used for this purpose, and that an amendment be made to the effect that this sum be trans - ferred from the unexpended portion of the Canton Street Water Main Account. Motion was made and seconded and the article, as amended, was VOTED, by a voice vote.
ARTICLE 6. To see if the Town will vote to instruct the Board of Water Commis- sioners to install a 6-inch water main, with necessary gates and fittings, on Thornton Street, from North Main Street to Corey Street, a distance of seven hundred forty (740) feet, and raise and appropriate money therefor, as petitioned for by the Board of Selectmen and the Board of Water Commissioners.
ARTICLE 6. Recommended by the Finance Committee, with an amendment that the sum of $3, 700. 00 be transferred from the unexpended balance in the Canton Street Water Main Account. Motion made and seconded to accept recommendation of the Finance Committee. VOTED, unanimously.
ARTICLE 7. To see if the Town will vote to take by eminent domain, for the in- stallation, servicing and repair of water lines, an easement on the following unaccepted street or way so-called, Thornton Street from North Main Street to Corey Street, and raise and appropriate money therefor, as petitioned for by the Board of Selectmen and the Board of Water Commissioners.
ARTICLE 7. Finance Committee recommended that the sum of $1.00 be raised and appropriated. Recommendation of the Finance Committee VOTED, by unanimous voice vote.
ARTICLE 8. To see if the town will raise and appropriate or transfer from avail- able funds or borrow under applicable General Laws the sum of $12, 150. 00 to lay and install approximately 1700 feet of 8-inch water main together with gates, hydrant and fittings and necessary tie-ins on Reed Street between Canton Street and High Street, as petitioned for by the Board of Selectmen and the Board of Water Commissioners.
ARTICLE 8. Finance Committee recommended that this article be accepted with the amendment that the sum of $12, 150. 00 be transferred from the unexpended balances of the following accounts: Trim Alloy water main $ 200. 54 School for the Deaf water main 1,757.47 Canton Street water main 10,191.99 $12,150.00

ARTICLE 9. To see if the Town will vote to raise and appropriate the sum of $3, 500. 00 for the purchase of pipe, gates and fittings, to be used for the necessary re- location of certain water works structures in conjunction with the Mary Lee Brook drainage project, as petitioned for by the Board of Water Commissioners and the Board of Selectmen.
ARTICLE 9. Recommended by the Finance Committee. Recommendation of the Finance Committee VOTED, by unanimous voice vote.

** ARTICLE 10. To see if the Town will vote to instruct the Board of Water Commis - sioners to install a 12-inch water main, with necessary gates and fittings, on North Street from Crawford Square to Oak Street, and to meet the cost of this installation the Town borrow or raise and appropriate or transfer from available funds under the pro- visions of the General Laws and Amendments thereto, or under applicable provisions of any special law, the sum of $110, 000. 00 for the same or to take any other action rela- tive to the same, as petitioned for by Oak Street Realty Trust and others.
ARTICLE 10. Mr. Curran moved an amendment that the sum of $15, 000. 00 be transferred from the E & D Account, that $5, 605. 00 be raised and appropriated, that the distance be 1, 800 feet, and that Oak Street Realty Trust assume all costs in excess of $20, 605. 00. Article 10, as amended, VOTED by voice vote.
** (Article 10) Finance Committee recommended that the sum of $15, 000. 00 be trans - ferred from the E & D Account and that the Board of Water Commissioners be in- structed to install a water main with necessary meters, gates and fittings, or whatever necessary thereto, for a distance of approximately 1, 500 feet from the Braintree- Randolph line along North Street in a southerly direction to the vicinity of Oak Street. All the foregoing being subject to official agreement by the Town of Braintree to tie into its water main and, further, subject to written agreement between the Oak Street Realty Trust and the Town of Randolph that the Oak Street Realty Trust will assume all costs and expenses in excess of said $15, 000. 00 to complete this work. Recommenda- tion of the Finance Committee, as amended by Mr. Curran (above), VOTED by voice vote.
ARTICLE 11. To see if the Town will vote to instruct the Board of Water Commis- sioners to install a 6-inch water main, with necessary gates and fittings, on Corey Street, from Ballard Street to Oliver Street, a distance of seven hundred sixty (760) feet, and raise and appropriate money therefor, as petitioned for by the Board of Selectmen and the Board of Water Commissioners.
ARTICLE 11. Finance Committee recommended that the sum of $3, 800. 00 be raised and appropriated. Recommendation of Finance Committee VOTED, unanimously, by voice vote.

To see if the Town will vote to take by eminent domain, for the installation, servicing and repair of water lines, an easement on the following unac- cepted street or way so called, Corey Street from Ballard Street to Oliver Street and raise and appropriate money therefor, as petitioned for by the Board of Selectmen and the Board of Water Commissioners.
ARTICLE 12. Finance Committee recommended that the sum of $1. 00 be raised and appropriated for this purpose. Recommendation of the Finance Committee VOTED, by unanimous voice vote.
ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of $7,000. 00 for the purchase of water meters, as petitioned for by the Water Commis- sioners and the Town Manager.

ARTICLE 14. To see if the Town will vote to raise and appropriate or transfer from the E & D Account the sum of $50, 000. 00 for General Drainage, as petitioned for by the Board of Selectmen.

that $16, 000. 00 be transferred from the E & D Account, and that $3, 177. 76 be raised and appropriated; and further, that the work under this article shall include the correc- tion of drainage problems at Tucker Terrace, Waldo Street to Stacy Street, Highland Avenue and Selwyn Road, Grove Street (vicinity No. 43), and a start be made to correct the problem associated with Abbey Street, Silver Street and the property at 394 North Main Street. VOTED, by a voice vote, that the recommendation of the Finance Commit- tee be accepted.
ARTICLE 15. To see if the Town will vote to raise and appropriate or transfer from E & D Account a sum of money to correct the drainage condition in the area of 54 Waldo Street, as petitioned for by the Board of Selectmen.
ARTICLE 15. Not recommended by the Finance Committee. Recommendation of the Finance Committee VOTED, by voice vote. Article 15 not accepted.
ARTICLE 16. To see if the Town will vote to appropriate or transfer from avail- able funds a sum of money for relocating the brook bordering the property at 394 North Main Street and piping same for a distance of 500 feet from the westerly side of North Main Street, as petitioned for by William M. Leavitt.
ARTICLE 16. Not recommended by the Finance Committee. Recommendation of Finance Committee VOTED, by voice vote. Article 16 not accepted.
ARTICLE 17. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the improvement of the surface drainage sys- tem on Tucker Terrace and environs, according to recommendations contained in the Town Engineer's report of said system, May, 1961, as petitioned for by Russell H. Clark and others.
