Article 62. The School Planning and Building Committee are to submit a monthly report to the Town Manager, Board of Selectmen and School Committee, as petitioned for by Miriam N. Green and others.

Article 63. To see if the Town will authorize the Board of Selectmen to receive back a deed to property as hereinafter de- scribed, and to allow the said Board of Selectmen to reconvey the property in a new deed to the rightfully titled owners, The Allied Veterans of World War II of Randolph, Incorporated, said land, with the building thereon, being Lot A as shown on a Plan entitled "Plan of Land, Randolph, Mass. "dated October 19, 1955, made by L.W. DeCelle Surveyors, Inc., Bonded Land Surveyors, 1191 North Main Street, Randolph to be recorded herewith. Said Lot A is more particularly bounded and described as follows: Northeasterly by land of the Town of Randolph, as shown on said plan, four-hundred ten ( 410) feet; Southeasterly by land of the Town of Randolph, as shown on said plan, one hundred seventy (170) feet; Easterly by land of the Town of Randolph, as shown on said plan forty-seven and 94/100 (47.94 ) feet; Southerly and Southeasterly by six courses by a tar drive as shown on said plan, measuring respectively seventy-eight and 85/100 (78.85) feet, twenty (20) feet, twenty (20) feet, twenty (20) feet, and twenty ( 20) feet, and thirty-four and 24/100 (34.24) feet, said courses together totalling one hundred ninety- three and 09/100 (193.09 ) feet; Southerly by land now or for- merly of George A. Merriken, as shown on said Plan, one hun- dred seventy (170) feet, more or less: Northwesterly by land now or formerly of George A. Merriken, by three courses measur- ing respectively, two hundred eighteen and 83/100 (218.83) feet; one hundred sixteen and 55/100 (116.55) feet, and one hundred forty-four and 22/100 (144.22 ) feet, said courses to- gether totalling four hundred seventy-nine and 60/100 (479.60 ) feet, containing 110,104 square feet of land, according to said plan. Article 64. To see if the Town will authorize the Board of Selectmen to deed the property hereinafter described, and to allow the said Board of Selectmen to convey the property in a deed to the Randolph Little League, Inc. Said land, with the buildings and fences thereon, being situated on the Westerly side of North Street in said Randolph described as Parcel 2 in a lease dated June 10, 1946, and bounded and described as follows : Northerly by land or formerly of James T. Rosser; Easterly by North Street, South- erly by land now or formerly of John J. Collins, and Westerly by Line "A". Line "A" is a straight line running approximately north and south, which line passes through a point which is forty feet due east of the most Easterly part of the Town shed or barn, and also through another point which is one hundred feet due east of the most Easterly part of the garage occupied by the Town High- way Dept., as petitioned for by Mitchell J. Goodhue and others.


Article 64. Finance Committee recommends with the fol- lowing amendment: "Being the property now used by Randolph Little League, Inc., and Randolph Babe Ruth League, Inc., for recreational purposes for the youth of the Town. Said conveyance to be expressly conditional that in the event said property is abandoned by Randolph Little League, Inc., or used for purposes other than presently used, title to said land is to revert to the Town of Randolph. Right of way from North Street to the Town Barn, and authority of Town to use site for purposes of snow dumping to be retained by the town, as petitioned for by Mitchell J. Goodhue and others." Seconded, and VOTED by unanimous voice vote.


Article 65. To see if the Town will vote to raise and ap- propriate or borrow under Chapter 44 of the General Laws or under authority of any applicable law the sum of $60,000.00 for

Article 66. To see if the Town will vote to raise and ap- propriate the sum of $3,000.00 for the maintenance of the property at 15 North Main St., as petitioned for by the Police Dept., the Welfare Dept., the Board of Selectmen and the Town Manager.

Article 67. To see if the Town will raise and appropriate the sum of $3,475.00 for the rental of the Veterans of Foreign Wars Building on Highland Ave. for use by the School De- partment, as petitioned for by the School Department.

Article 68. To see if the Town will raise and appropriate or borrow under any applicable state statue the sum of $125,000.00 for Sewer lateral construction, as petitioned for by the Sewer Commissioners.

Mr. Court- ney moved the following amendment : "That the above amount be expended in the Stetson Park area and further that the Manager and the Sewer Comm. contract with another contracting firm other than the present engineering firm. Mr. Schneider moved that action be postponed until after the Committee reports. Moderator ruled motion of Mr. Schneider out of order. Mr. Foley moved adjourn- ment. Seconded, VOTED voice vote.

Moderator Lombardi called the meeting to order at 9:00 P. M. and appointed as tellers: Messrs. Bender, Every, Michaelson.

Town Clerk Clark read return of service and Special Town Meeting warrant.


Mr. Fahey moved adjournment at 11:00 P. M. and recon- vening at 8:15 P. M. Tuesday, April 11, 1961. Seconded and VOTED by a voice vote.


Article 1. To see if the Town will vote to raise, ap- propriate or borrow the sum of $921,000.00 for the purpose of preparing plans and construction of a 24-classroom, elementary school, providing that State Building Assistance commission Participation can be secured, and that the sum of $921,000.00 be borrowed under the provisions of Chapter 645 of the Acts of the Massachusetts Legislature of 1948, as amended, or under the authority of any other Act of the Massachusetts Legislature, and that the Town Treasurer, with the approval of the Board of Selectmen, be and hereby is authorized, to issue bonds or notes of the Town so that the bonds or notes will be repaid in not more than twenty years from the date ofissue of the first bond or note, and that this money be expended by the present School Planning and Building Committee.


Article 1. Finance Committee recommends. Mr. Clark moved the following amendment : "that no money of this article be borrowed until after July Ist, 1961 so that we can keep the interest payment on this money off this year's tax rate. " Seconded. Main motion as amended by Mr. Clark voted by a hand vote as follows :

To see if the Town will vote to raise, appropriate or borrow the sum of $670,000.00 for the purpose of preparing plans and construction of a 24-classroom elementary school, and to meet said appropriation the sum of $9,000.00 be raised by current taxation, and that the Town Treasurer, with the approval of the Board of Selectmen, be, and hereby is authorized to borrow the sum of $661,000.00 under authority of Chapter 44 of the General Laws, and to issue bonds or notes of the Town thereof in accordance with the provisions of Chapter 44, and that said bonds or notes shall be repaid in not more than 20 years from the date of issue of the first bond or notes, and that this money be expended by the present School Planning and Building Committee,

Article 3. To see if the Town will vote to accept Devine Road as laid out, as petitioned for by the Board of Selectmen.


Article 4. To see if the Town will vote to accept Howard Avenue, as petitioned for by the Board of Selectmen.

Article 77. To see if the Town will vote to instruct the Moderator to appoint to the School Building and Planning Com- mittee, as vacancies occur, the following qualified personnel : one architect, one civil engineer, three members of the building trade, and one attorney, the order of the appointments to be at the dis- cretion of the Moderator, as petitioned for by the David I. Com- ras and others.

Article 78. To see if the Town will vote to amend the building by-laws by adding thereto the following :


It shall be the duty of the Town Engineer to assign a number to all buildings on the streets of the Town.


The Town Engineer shall prepare and keep on file in his office a plan showing the streets and the location of all numbered lots in the Town. Such numbers shall cover a frontage of from 50 feet or more at the discretion of the Engineer measuring from end to end of the street. Whenever one number shall be insufficient to particularly designate additional tenements or buildings on the premises comprised within a given frontage, to such additional tenement or buildings shall be assigned in conjunction with the usual and proper number, the letter of the alphabet in their order, one letter to each such additional tenement or building.


The odd numbers shall be placed on the right hand side and the even numbers on the left hand side of all streets following the direction of the numerical order from the beginning.


The owner and occupant of every tenement and building situ- ated on any street in the town, shall cause to be placed and main- tained on or over the outside doors fronting the street, or on front corners of every tenement or building, having their entrances on the side thereof, such number or numbers, letter or letters as may be assigned thereto by the Town Engineer under any of the pro- visions of this article, such number or letter not to be less than

two inches in height, and to beplaced so as to be easily observed from the street in front of the premises.


If the owner or occupant of any tenement or building fails to number the same in accordance with the provisions of this article, it shall be the duty of the Town Engineer to place the proper number or numbers, letter or letters thereon and the cost thereof may be assessed upon such owner or occupant.


Whoever shall refuse or neglect to comply with the provisions of this article within thirty days after a notice in writing delivered to the owner or occupant of such tenement or building of the number or numbers, letter or letters, so assigned.by the Town Engineer shall for each and every offense be subject to the penalty of $5.00 per day for each day thatit is not done for each offense, as petitioned for by the Board of Selectmen.
