To see if the Town will vote to raise and appropriate, or to transfer from available funds, a sum of money for Maps and Plans, and for an expert appraisal of all property in the Town, to include land, residential, commercial, industrial, personal, and exempted property, as petitioned for by Robert L. Daley and others.


ARTICLE 63. Finance Committee moved NOT RECOMMENDED. Motion seconded. Mr. Daley moved an amendment that $46, 500. 00 be raised and appropriated and that $20, 000. 00 be transferred from the E & D Account for a total of $66, 500. 00. Mr. Daley's amendment DEFEATED by a voice vote. Mr. Roycroft moved that the Town accept the provisions of Section 7A through 7D of Chapter 58 of the General Laws as amended. Town counsel stated that this amendment could not be accepted and the amendment was withdrawn. Finance Committee's recommendation was VOTED, by a voice vote.


At this time Mr. Philip Good requested that the official transcript of the pro- ceedings of the Town Meeting show that he requested the Town Meeting records of attendance show that his absence was due to a death in his immediate family.


Mr. Davin requested that a vote to rescind the action taken under Article 46 be taken up at this time. Body ruled that it should be considered only after action was taken on Article 81.


ARTICLE 64. To see if the Town will vote to raise and appropriate or take from available funds the sum of Twenty Thousand Dollars ($20, 000. 00) for Maps and Plans for the Assessing Department, as petitioned for by Edward J. Roycroft and others.


ARTICLE 64. Finance Committee recommended that the sum of $20, 000. 00 be transferred from the E & D Account for this purpose. Motion made and seconded that the recommendation of the Finance Committee be accepted. VOTED, by a unanimous voice vote.


ARTICLE 65. To see if the Town will raise and appropriate the sum of $500. 00 to excavate loam (loam to be used on town property where needed) and to have gravel fill put on area of Town property behind the Congregational Church and Fire Station, and this area to be made available for general public parking, as petitioned for by the Business and Industrial Commission.


ARTICLE 65. NOT RECOMMENDED by the Finance Committee. Recommenda- tion of the Finance Committee VOTED, by voice vote. Article 65 not accepted.


ARTICLE 66. To see if the Town will vote to raise and appropriate the sum of $600. 00 to help with expenses of the Randolph Center Christmas Lighting program for 1962, as petitioned for by Frank Brodil and others.


ARTICLE 66. Finance Committee recommended acceptance. Motion made, seconded and VOTED by voice vote.


ARTICLE 67. To see if the town will vote to raise and appropriate or take from available funds, a sum of money to purchase a new ambulance, the old ambulance to be traded in, or take any other action with reference thereto, as petitioned for by the Chief of Fire Department.


ARTICLE 67. Finance Committee recommended that the sum of $1, 500. 00 be transferred from the Ambulance Account and that the sum of $6, 000. 00 be raised and appropriated for the purchase of an ambulance. Recommendation of the Finance Com- mittee moved accepted, seconded and VOTED by unanimous voice vote.


ARTICLE 68. To see if the Town of Randolph will vote as being in favor of House Bill No. 405, as submitted to the legislature by Rep. George H. O'Farrell of Malden, "For establishing an annual Massachusetts sweepstakes drawing to be conducted by the State Treasurer and providing for the distribution of the proceeds thereof to cities and towns to be used for reducing their real estate taxes", as petitioned for by Bernard Davidson and others.


ARTICLE 68. Finance Committee moved that Article be NOT RECOMMENDED. Motion VOTED, by unanimous voice vote.

ARTICLE 69. To see if the Town will vote to amend the By-Laws of the Town to allow the Moderator to re-appoint Finance Committee members for an additional Three (3) year term upon expiration of their first term, providing that such re-appointment will not take place for members whose terms expire in 1962, as petitioned for by members of the Finance Committee.


ARTICLE 69. Finance Committee moved that Article be recommended. Mr. Rice moved an amendment that the words "providing that such re-appointment will not take place for members whose terms expire in 1962" be stricken. Article 69, as amended by Mr. Rice, VOTED by unanimous voice vote.


ARTICLE 70. To see if the Town will vote to raise and appropriate the sum of $15, 000. 00 to establish a Reserve Fund in accordance with Chapter 40, Section 6, of the Massachusetts General Laws, said sum to be transferred from the E & D Account, as petitioned for by the Town Manager and others.


ARTICLE 70. Recommended by the Finance Committee. Article, as recom- mended, VOTED, by unanimous voice vote.

ARTICLE 78. To see if the Town will authorize the Water Commissioners to ap- point one of their members to another office or position under their control, and fix the salary of such person in accordance with the provisions of Chapter 36, Acts of 1929, or take any other action relative thereto, as petitioned for by the Board of Selectmen.


ARTICLE 78. Recommended by the Finance Committee provided that such mem- ber if full-time, receive a salary in accordance with that set forth in the budget for Superintendent of the Water Department. Article 78, as recommended by the Finance Committee, VOTED by unanimous voice vote.


ARTICLE 79. To see if the Town will vote to raise and appropriate the sum of $2, 200. 00 for the purpose of employing competent consultant engineers to make a com- plete study of the refuse and garbage collection and disposal problems of the Town, as petitioned for by the Committee to Investigate the Need for a More Suitable Means for the Disposal of Rubbish and Garbage.


ARTICLE 79. Recommended by the Finance Committee. Mr. Rota moved in- definite postponement. Rota motion DEFEATED by a voice vote. Finance Committee recommendation VOTED, by a voice vote.


ARTICLE 80. To see if the Town will vote to authorize the Town Treasurer with the approval of the Board of Selectmen, to borrow. some money from time to time in anticipation of the revenue of the financial year beginning January 1, 1963, and to issue notes therefor payable within one year, all in accordance with the General Laws, Chapter 44, as petitioned for by Edward T. Clark.


ARTICLE 80. Recommended by the Finance Committee. Recommendation of the Finance Committee VOTED, by unanimous voice vote.


ARTICLE 81. To see if the Town will vote to raise and appropriate money to defray the General Town Expenses for the current year, as recommended by the Town Manager, the Selectmen and the heads of various departments.


ARTICLE 81. Recommended by the Finance Committee. The following amend- ments were moved: that the Treasurer's salary be increased to $4, 150, the Collector's salary be increased to $6, 700, the Medical Member of the Board of Health's salary be increased to $2, 500, and the Chairman of the Sewer Commission's salary be in- creased to $1, 250. Mr. Mulhern moved that Article 81 be accepted as amended. Motion seconded and VOTED, by unanimous voice vote.


Mr. Davin moved that the vote on Article 46 be rescinded. Mr. Semensi moved that NO ACTION be taken at this time. Mr. Semensi's motion was seconded and VOTED by a voice vote.


The Moderator ruled this meeting adjourned at 11:47 P. M. with the statement that with the dropping of his gavel the Town Manager form of Government would then be officially at an end.

ONE HUNDRED AND TWENTY-SEVENTH ANNUAL REPORT COMMONWEALTH OF MASSACHUSETTS STATE PRIMARY ELECTION September 18, 1962


Pursuant to a warrant issued by the Selectmen and dated September 5, 1962, the Commonwealth of Massachusetts State Primary Election was held on the eighteenth day of September, 1962, in Randolph High School for Precincts 1 and 2, Lyons School for Precinct 3, and Devine School for Precinct 4.


The election paraphernalia was delivered to the different Wardens by the Town Clerk, and a receipt taken therefor.


The polls were opened for the reception of ballots at 2:00 o'clock P. M. and were closed at 8:00 o'clock P. M.


The returns were made to the Town Clerk from Precinct 1 at 1:35 o'clock A. M. ; from Precinct 2 at 1:30 o'clock A. M .; from Precinct 3 at 3:20 o'clock A. M. ; and from Precinct 4 at 1:40 o'clock A. M. on the morning of September 19, 1962.

ONE HUNDRED AND TWENTY-SEVENTH ANNUAL REPORT SPECIAL TOWN MEETING October 29, 1962


Meeting was called to order by Moderator Lombardi at 8:00 o'clock P. M. Motion was made, seconded and voted that the meeting be adjourned until 8:15 o'clock P. M. A quorum being present, meeting was again called to order by the Moderator at 8:15 P. M. Mr. Lombardi led the meeting in prayer.


Town Clerk Edward T. Clark read the return of service and Moderator Lombardi appointed Messrs. Guerney, Schneider and Collins as tellers.


ARTICLE 1. To see if the Town will vote to rescind the action taken under Article 44 of the Adjourned Annual Town Meeting of May 8, 1962, as petitioned for by Brig. Gen. Ralph E. Macleod, Chairman of the Board of Public Welfare.


ARTICLE 1. VOTED, unanimously: That the action taken under Article 44 of the Adjourned Annual Town Meeting of May 8, 1962, be rescinded.


ARTICLE 2. To see if the Town will vote to appropriate a sum of money for the purpose of constructing and originally equipping an office building on land owned by the Town, to be used by the Public Welfare and Veterans' Services Departments, and to determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, and by borrowing under authority of Chapter 44 of the General Laws, or otherwise, or take any action in relation thereto, and said sum to be expended under the supervision of a committee of three members named by the Modera- tor, as petitioned for by Brig. Gen. Ralph E. Macleod, Chairman of the Board of Public Welfare.


ARTICLE 2. VOTED: That the sum of $63, 000. 00 be hereby appropriated for the purpose of constructing an office building on land owned by the Town, to be used by the Public Welfare and Veterans' Services Departments, and that to meet said appropria- tion the sum of $10, 000. 00 be transferred from the E & D Account and that the Treas - urer, with the approval of the Board of Selectmen, be and hereby is authorized to borrow the sum of $53, 000. 00 under authority of Chapter 44 of the General Laws and to issue notes of the Town therefor payable in accordance with said Chapter 44 so that the whole loan shall be paid in not more than ten years from the date of issue of the first note, said sum to be expended under the direction of a committee of three members ap- pointed by the Moderator. Voted by hand vote as follows:

ARTICLE 3. To see if the Town will vote to accept the provisions of Section 7A through 7D of Chapter 58 of the General Laws, as amended, as petitioned for by Edward J. Roycroft and others.


ARTICLE 3. VOTED: That the Town accept the provisions of Section 7A through 7D of Chapter 58 of the General Laws, as amended. Voted by voice vote. Request made that a hand vote be taken. It was, as follows:

ARTICLE 4. To see if the Town will vote to raise and appropriate, or to transfer from available funds, the sum of fifty thousand dollars ($50,000. 00) to be used in con- junction with twenty thousand dollars ($20, 000. 00) voted under Article 64 of the last Annual Town Meeting for maps and plans, for an expert appraisal of all property in the Town, to include all land, all buildings, both residential, commercial and industrial, both in use and not in use, exempted properties and all personal property, and to be paid for in three annual installments of $25, 000. 00 during 1963, $25, 000. 00 during 1964, and the balance during 1965, as petitioned for by the Board of Assessors and others.
