This kind of "team effort" under your Selectmen-Town Manager form of Government (now in its seventh year) has pre- vailed during the year 1960. Because of it, 1960 has been a year of progress. At this writing, two of the largest and most active Industrial Development Firms in New England have expressed positive offers to your Town Officials for the establishment of an Industrial Park in Randolph. In order to provide the water and sewer facilities that will be needed for the Industrial Park, a Special Town Meeting has been set for January 30th. By the time you receive and read this report, I hope and believe that the Town will have completed the first steps toward making the Industrial Park a reality. If so, "teamwork" will have been responsible for this major accomplishment.


During 1960, the difficult sewer work went forward trunk #1 was completed, and trunk #2 nearly completed. Correspondence from the Federal authorities tells us that as we build the col- lection (laterals) system for trunk #2, we will receive partial payments of the $250,000.00 Grant on trunk #2. This collection system will be started soon, and when partial payments are re- ceived, they will be used to extend the system.

The new Standpipes were erected, and the Booster Pumping Stations were built to improve water supply to your homes, also to provide more adequate fire protection.


The new North Randolph Junior High School construction was about 50% built. Plans were completed and bids have been taken for the additions to the Tower Hill and McNeil Schools. It is ex- pected that completion of these projects will eliminate double sessions by September, 1961.


Other progressive projects include many maintenance and improvement jobs at the several school buildings and grounds, the Health Center, the Library, the Fire Stations and the Town Hall; a new three-stall garage was built for the Tree and Moth Department, five sections of new sidewalks were constructed; four sections of existing sidewalk were reinforced; eleven sec- tions of streets received improvement construction; sixteen streets were sealed; ten drainage projects were installed; and several Health Clinics were provided for protection, detection, or amelioration for our children and adults of such dread diseases as Polio, Tuberculosis, Asian Flu, Diabetes and Glaucoma. Details of these and other activities will be found in the other annual reports.


The Town Meeting Members have voted the money needed for the services and projects which provide for the education, health, safety, welfare and convenience of the people of Randolph. Our continuing population growth imposes budgetary increases in the School Department and in the other departments. The necessary new school buildings, sewer construction, and water system improvements have greatly increased our Bonded Indebtedness which requires substantially larger Bond and Interest annual pay- ments. The result - higher taxes.


We shall continue to direct our energies and efforts toward efficient operation and savings wherever possible so as to minimize the tax burden and to obtain the greatest possible value for your tax dollar.


However, unless or until State and Federal programs are de- veloped to provide greater financial assistance to Massachusetts communities through more aid for education and other high cost local problems, the only avenue through which Randolph can hope for "substantial tax relief" is that of Industry. I shall continue to work with other Town Officials and Citizens toward the realiza- tion of the "Industrial Park" for Randolph.


My sincere thanks are hereby exzended to all Department Heads, Boards, Committees, Employees and Citizens whose cooperation helped to make possible the accomplishments of 1960.

SPECIAL TOWN MEETING January 30, 1961


Meeting called to order at 8:00 P. M., motion made and seconded that meeting be adjourned to 8: 15 P. M. Voted.


A quorum being present.


Meeting called to order at 8:15 P. M. by Moderator Carr who led the Town Meeting members in prayer.


Town Clerk Clark read the warrant and return of service.


Moderators appointed Messrs. White, Connolly, and Zapus- tis as Tellers.


Article 1. To see if the Town will vote to transfer from the Randolph Water Department to the Board of Selectmen, the care, custody, management and control of a parcel of land situ- ated on the northerly side of Pond Street, bounded easterly by Randolph and Braintree Town line, Northerly by land of Metropolitan Park Commission, westerly by land of unknown owners, southerly by Pond Street, as petitioned for by the Board of Selectmen and Town Manager.


Article 1. Finance Committee recommended, question moved. Voted by unanimous voice vote.


Article 2. To see if the Town will vote to authorize the Board of Selectmen to dispose of, in the best interests of the Town the land situated on the northerly side of Pond Street as referred to in Article 1, as petitioned for by the Board of Selectmen and the Town Manager.


Article 2. Finance Committee recommended, question moved. Voted by unanimous voice vote.


Article 3. To see if the Town will vote to change the zoning by-laws so as to change from residential to industrial the following described parcels of land :


The land fronting on Pond Street, shown as Parcels 1 and 35 on Assessors' Plan No. 430, containing 66.2 and 32.0 acres respectively, and described as follows: Beginning at the south- easterly corner of a lot shown on Assessors' Plan No. 430 as part

of Parcel 1, which fronts on Pond Street approximately 240 ft. north of Morse Street, and running southwesterly along a line about 100 ft. north of, and parallel to the northerly sideline of Morse Street, to a point on the easterly sideline of Fitzgerald Street, a distance of 1310 ft. more or less; thence northwesterly along the easterly sideline of Fitzgerald Street and an extension of said sideline to a point on the southerly sideline of Livermore Street, a distance of 1285 ft. more or less; then northeasterly along the southerly sideline of Livermore Street and an extension of said sideline to a point about 90 ft. east of McKim Street, a distance of 1005 ft. more or less; thence northwesterly along a line about 110 ft. east of and approximately parallel to McKim Street to the Quincy-Randolph Town Line, which is also the center line of the Blue Hill River, a total distance of 1515 ft. more or less; thence in a meandering easterly direction along the Quincy-Randolph Town Line, which is also the center line of the Blue Hill River, to the intersection of the Quincy-Randolph-Braintree Town Lines, a distance of 1470 ft. more or less; thence southeasterly to a point on the westerly sideline of Pond Street, a distance of 1730 ft. more or less; thence southerly along the westerly sideline of Pond Street to the northeast corner of a lot shown on Assessors' Plan No. 430 as part of Parcel 1, a distance of 1485 ft. more or less; thence around the perimeter of said lot as follows : northwesterly for a distance of 165 ft. more or less; southwesterly for a distance of 80 ft. more or less; and southeasterly for a distance of 165 ft. more or less, to the point of beginning, as petitioned for by the Town Manager and the Board of Selectmen.


Article 3. Planning Board recommended, question moved. Voted by unanimous voice vote.


Article 4. To see if the Town will vote to raise and ap- propriate the sum of $140,000.00 or any other sum, in accordance with and under the authority of Chapter 273, Acts of Massachusetts Legislature 1955 as amended, for sewer con- struction and all purposes in connection therewith set forth in said chapter, and that the sum of $8,000.00 be raised by taxation in the current year and that the sum of $132,000.00 be borrowed under said chapter and that the Treasurer with the approval of the Board of Selectmen, be, and hereby is authorized to issue bonds or notes of the Town so that the Bonds or Notes will be

repaid in not more than 10 years from the date of the first bond or notes, as petitioned for by the Sewer Commissioners.


Article 4. VOTED UNANIMOUSLY that the Town raise and appropriate the sum of $140,000.00 in accordance with and under the authority of Chapter 273 Acts of the Massachusetts Legislature 1955 as amended for sewer construction and all pur- poses in connection therewith set forth in said chapter and that the sum of $9,000.00 be raised by taxation in the current year and that the sum of $131,000.00 be borrowed under said chapter and that the Treasurer, with the approval of the Board of Selectmen, be and hereby is authorized to issue Bonds or notes of the Town so that the Bonds or Notes will be repaid in not more than 10 years from the date of the first bond or notes, and that this money to be used for the area to be industrialized.


Article 5. To see if the Town will vote to raise and ap- propriate or borrow under the provisions of the General Laws and amendments thereto or under applicable provisions of any special law, a sum of money for necessary improvements to the Water Pumping Station at the Great Pond on Pond Street, in- cluding the installation of pumps, filters, coagulation facilities, filter washing facilities and all necessary appurtenances required to increase the station capacity to approximately four million gallons per day, and in conjunction with the improvements to install a 12" water main to the proposed Industrial Park, and that the sum of $8,000.00 be raised by taxation in the current year, and that the Town Treasurer with the approval of the Board of Selectmen be, and hereby is authorized to borrow a sum of money and to issue Bonds or Notes of the Town therefor so that said Bonds or Notes will be repaid within ten years from the date of issue of the first Bond or Notes, as petitioned for by the Water Commissioners, the Board of Selectmen and the Town Manager.


Article 5. VOTED: Unanimously, that the Town raise and appropriate or borrow under the provisions of the General Laws and amendments thereto or under applicable provisions of any special law, the sum of $170,000.00 for necessary improve- ments to the Water Pumping Station on Pond Street, including the installation of pumps, filters, coagulation facilities, filter washing facilities and all necessary appurtenances required to increase the station capacity to approximately three million gallons per day, and in conjunction with the improvements to install a 12" water

Pursuant to a Warrant issued by the Selectmen and signed on the twentieth day of February A. D., 1961, duly posted by Patrick T. McDonnell, Constable, the voters of Randolph as- sembled on the sixth day of March, 1961, in the Randolph High School for Precincts 1 and 2, in the Lyons School for Precinct 3, and in the Devine School for Precinct 4.


The election paraphernalia was given by the Town Clerk to the Wardens of Precinct 1, Precinct 2, Precinct 3 and Precinct 4, and receipts were taken therefor.


The polls were opened for the reception of ballots at 8:00 o'clock A. M.

The returns were made to the Town Clerk from Precinct 1 at 8:07 o'clock, Precinct 2 at 5:05 o'clock, Precinct 3 at 8:30 o'clock and Precinct 4 at 3:55 o'clock, all on the morning of March 7, 1961.


The vote was tabulated by the Town Clerk and declaration of the result was made on March 7, 1961, at 9:10 o'clock A. M.

ANNUAL TOWN MEETING March 20, 1961


Pursuant to a Warrant issued by the Board of Selectmen and dated the twentieth day of February A. D. 1961, duly posted by Patrick T. McDonnell, Constable, the citizens of Randolph as- sembled at the Randolph High School Auditorium, Memorial Parkway in Randolph, on the twentieth day of March, 1961. The meeting was called to order at 8:00 o'clock P. M., adjourned un- til 8: 15 P. M. and then reconvened.
