Parcel 1, beginning on Highland Avenue 109 feet, more or less, from the corner of Memorial Parkway, thence Northeast- erly from Highland Avenue, a distance of 70 feet, to land of Martin Young, thence Southeasterly along land of Martin Young, a distance of 221.36 feet, thence Northerly along land of Martin Young, a dis- tance of 137.17 feet to land of Frank Diauto, Inc., abutting land now industrially zoned; thence Easterly by industrially zoned land owned by Frank Diauto, Inc. and land owned by Ruth Thompson, this land now zoned for business; then Easterly by land owned by Frank Diauto, Inc ., a distance of 660 feet, this land now zoned for business; thence Southwesterly by land of E. A. Kane and M. I. Perlstein and land of Randolph Amusement Co., and New England Telephone and Telegraph Co., these three parcels now industrially zoned, a dis- tance of 240 feet, more or less, to a point which is 100 feet North- east of Memorial Parkway, this land now business zoned; thence Northwesterly by a line 100 feet parallel with Memorial Parkway by land of E. A. Kane and M. I. Perlstein, this land now business zoned, a distance of 900 feet, more or less, to the point of begin- ning at Highland Avenue. STATE PRIMARY September 13, 1960
Pursuant to a warrant issued by the Selectmen and dated the first day of September, A.D. 1960, duly posted by Patrick T. McDon- nell, Constable, the voters of Randolph assembled on the thirteenth day of September, 1960, in Randolph High School, Memorial Drive, for Precinct 1, in Randolph High School, Memorial Drive, for Pre- cinct 2, Lyons School for Precinct 3, and Devine School of Pre- cinct 4.
The election paraphernalia was givenby the Town Clerk to the Wardens of Precinct 1, Precinct 2, Precinct 3 and Precinct 4, and the receipts taken therefor.
The polls were opened for the reception of ballots at 2:00 p.m.
The returns were made to the Town Clerk from Precinct 1 at 12:31 o'clock, A.M., from Precinct 2 at 1:35 o'clock A.M., from Precinct 3 at 2:00 o'clock A.M., and from Precinct 4 at 1:17 o'clock A.M. The vote was tabulated by the Town Clerk and declaration of the result was made at 3:30 o'clock, A.M.

SPECIAL TOWN MEETING
October 17, 1960
Moderator called the meeting to order at 8:00 o'clock P.M. Mr. Colosi moved adjournment until 8:15 P.M., seconded and voted. Meeting reconvened at 8:20 P.M. with a quorum present
Moderator Carr led the Town Meeting in prayer. Town Clerk Clark read the Warrant and return of service. Messrs. Seaverns, Hawes and Hoeg were appointed as tellers.
Article 1. To see if the Town will borrow under Chapter 645 or any other applicable law, the amount of $125,000.00 to meet the additional State requirements for the Tower Hill and McNeil School Annexes, as petitioned for by Miriam Green and others.
Article 1. Finance Committee recommended that the Town borrow under Chapter 645 of 1948 or any other applicable law, to meet the additional State requirements, the amount of $60,000.00 for the Tower Hill School and the amount of $60,000.00 for the McNeil School Annex. Acceptance of the Finance Committee's recommendation moved, seconded and VOTED UNANIMOUSLY, by voice vote.
Article 2. To see if the Town will vote to amend the amend- ment to Article 2 of the Special Town Meeting of March 28, 1960 to delete that part of the Article requiring State Assistance for the Tower Hill and McNeil School additions, as petitioned for by Miriam Green and others.
Article 2. Motion made and seconded that Article 2 be with- drawn. VOTED, by voice vote.
Article 3. To see if the Town will instruct the School Planning and Building Committee to complete all preliminary action for a new 18 to 24 room elementary school and submit a petition for an article at the Annual Town Meeting of March 1961 requesting appropriation for building same, as provided for by vote of Special Town Meeting of March 28, 1960, Article 3, which voted for the application of Funds for preliminary plans, as petitioned for by Miriam Green and others.
Article 3. The following amendment was moved, seconded and voted by voice vote :
"That the School Planning and Building Committee be in- structed to bring in cost figures both under State aid and without State aid. "
Article 3 as amended VOTED ACCEPTED, by voice vote.
Article 4. To see if the Town will set aside those areas for prospective school sites as recommended by the Town Master Plan prepared by Shurcliff and Merrill, as petitioned for by Miriam Green and others.

Article 4. Planning Board Chairman Tagrin moved the follow - ing amendment:
"That the School Planning and Building Committee be in- structed to make preliminary preparations for setting aside areas for prospective school sites as recommended by the Town Master Plan prepared by Shurcliff and Merrill".
Mr. Semensi moved that the following be stricken out "as recommended by the Town Master Plan prepared by Shurcliff and Merrill".
Amendment, as modified, seconded and VOTED.
Article 4 as amended VOTED ACCEPTED, by voice vote.
Article 5. To see if the Town will vote to convey to the Ran- dolph Little League, Inc., that portion of land leased to the Ran- dolph Little League, Inc., by instrument dated April 24, 1954, by the Allied Veterans of World War II, Inc., and described as Parcel II in said lease, as petitioned for by Mitchell Goodhue and others.
Article 5. Withdrawn by petitioner.
Article 6. To see if the Town will amend the zoning by-laws to change the following described area from residential to busi- ness: beginning at a point 150 feet South East from the corner of No. Main and Oak St., on the Easterly side of No. Main St., and the end of a parcel now zoned for business, thence Southeast along the East side of No. Main St. a distance of 200 feet to land owned by James P. Molloy et al, thence turning and running North East by land of Molloy et al, a distance of 100 feet to land along land of Molloy et al, and 100 feet from and parallel to No. Main St., to land of Molloy et al, and land now zoned for business, thence South West along land of Molloy et al 100 feet to point of beginning. Parcel contains 20,000 feet; as petitioned for by Helen White and others.
Article 6. Chairman Tagrin of the Planning Board moved that the article be NOT RECOMMENDED. Motion was seconded and DEFEATED by a hand vote as follows:
In favor of Planning Board recommendation - 35 Opposed to Planning Board recommendation - 106
Motion was made and seconded that the article be RECOM- MENDED. VOTED ACCEPTED, by hand vote as follows:
YES - 112 NO - 27
