NINETY-FIRST ANNUAL REPORT
REPORT OF THE SELECTMEN
In presenting this Report to the Townspeople the Selectmen wish to call your attention to a change in the general makeup of this Report. This change has been made with the hope that you will have a clearer understanding of the workings of all departments, and any comments on this Report will be welcomed at the Town Meeting, as we are very anxious to keep you informed at all times.
The Board extend their thanks to the department heads for their co-operation during the year, and to the members of the Advisory Board and their sub-committee in meeting the different department heads throughout the year, and the many citizens who have served on various committees. We were pleased to have the tax rate down to $36.00 for the year, due to the co-operation of the Advisory Board and their Sub- Committee.
During the year we were asked by the Governor to appoint a Defense Committee. This we have done and the work of this Committee will be found in this Report. We also conducted the draft registration with the help of many of our citizens, and re- gistered 182 in Norwell, 169 of which were Norwell residents. The latest figures show that in all 184 Norwell young men were registered. It is with pride that we state that at least 20 Norwell young men have enlisted in the different branches of the Service.
During the summer months practically all who wished were working, and up to December 31, with very few exceptions no one has been out of work. This is the first time since the starting of W. P. A., that the fall season has brought no applications.
. In: July, the State Department of Public Works requested the towns to inform the department the amount of money required for Chapter 90 work for the year 1941 and :1942. . This of course is a long way ahead but with the Biennial Session of the Legislature, such planning is necessary. We asked for $3,000. from the State, $3,000. from the County, provided we raise $3,000. for this work in 1941; and the same amount in. 1942, with an additional $2,000. from the State, $1,000. additional from the County and $1,000. from the Town. This amount to be matched by Hanover for the construction of a new bridge on Tiffany Road at Hanover Line.
A Town Dump was opened on Pine Street, near the corner of Circuit Street about July Ist. Since that time the townspeople seem to be making very good use of it. We hope to extend the space this coming season.
We also have made a Graph explaining how the dollar is being spent by the various departments.

PUBLIC WELFARE
The first half of the year was very much like the previous one. The last half found private employment improving in this town.
We have used the monies appropriated for Gaffield Park, the Town Forest and the Town Dump, which has given the Board an opportunity to put any applicant to work who is employable, which has been a help in lowering the welfare cost.
It might be explained that the majority of cases on welfare at the pres- ent time are more or less unemployable and are a fixed liability. The temporary aid given to seasonal workers will be cut appreciably during the current year as it has during the last half of 1940. The Board has

made a ruling that anyone with a registered auto will have to deposit plates with the Chairman of Public Welfare before aid is given. ..
It may be of interest to know that the requirements of the State have so increased that it takes a good part of the Clerk's time. The Board is very fortunate to have obtained the services of such a capable and efficient clerk. The condition of the records and individual folders was in very poor shape. In some cases there was absolutely no information available, which made it difficult when bills came in for aid rendered by other towns. In checking with these other towns we found that bills had been rendered previously - some for a number of years back. This situation has been more or less straightened out but it will take practically a full year before we are sure.
