REPORT OF THE ELEMENTARY SCHOOL BUILDING COMMITTEE


To the Citizens of Norwell:


At the town meeting held on March 7, 1949, it was voted to build a new elementary school on the site of the Old Town Hall and the sum of $375,000 was appropriated, so pursuant to the authority voted, the neces- sary contracts for the construction of the elementary school building were entered into and executed with the Park Construction Co. in the amount of $318,700. Ground was broken and work commenced during the first week in April. The building has progressed in accordance with the plans and specifications with a minimum of variations from the orig- inal contract. Variations as approved by the Building Committee have resulted in a very moderate increase in the total cost.


The building when completed will consist of eight classrooms, a large kindergarten room, a small auditorium or play room equipped with a stage suitable for plays and entertainments, a so-called all-purpose room in the basement similar in design, size and character to the other classrooms, principal's office, dental and medical room, a kitchen and a cafeteria.


The total sum of money contracted for to date plus the minor items still to be purchased will undoubtedly see the building completed and ope ed for a sum less than that authorized. The building is expected to be e-dy for its first classes on February 27, 1950. A complete financial report will "e "repared for the next Annual Town Report, at which time the uilding Cor mittee under its original appointment which called for its existen e for six months after the building was completed will have been dissolved.

To either of the Constables of the Town of Norwell, in said County of Plymouth and Commonwealth of Massachusetts. Greetings.


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, quali- fied to vote in elections and Town affairs to meet at the Cushing Memorial Town Hall in said Norwell, on


Monday, the seventh day of March, 1949 at 7:30 P.M., then and there to act upon the following articles, to wit:


Article 1. To see if the town will accept the reports of its officers and committees as printed in the Town Report or act on anything relative thereto.


Article 2. To raise such sums of money as may be deemed necessary to defray town expenses for the ensuing year and make appropriations for the same for the following purposes: Moderator (Legislative Department), Selectmen's Department, Accounting Department, Treasurer's Depart- ment, Collector's Department, Assessors' Department, Town Clerk's De- partment, Election and Registration Department, Incidentals, Town Hall Expense, Police Department, Dog Officer, Fire Department, Forest Fire Patrol, Tree Warden, Spraying Elms, Moth Department, Tent Caterpillar, County Aid to Agriculture, Sealing Weights and Measures, Board of Health, Inspection of Animals, School Nurse, Transportation of Nurse, School Dentist, School Physician, Highways Town Account, Chapter 81, Chapter 90, Signs and Road Markings, Snow Removal and Sanding, Street Lights, Public Welfare, Old Age Assistance, Aid to Dependent Children, Veterans' Benefits, Schools, Vocational Training, James Library, W. Article 3. To see if the town will vote to transfer a sufficient sum from the General Fund to balance the amount to be contributed by the Commonwealth of Massachusetts in connection with Chapter 81 Work on the Highways, or act on anything relative thereto.

Article 4. To see if the town will vote to transfer a sufficient sum from the General Fund to balance the amount to be contributed by the Commonwealth of Massachusetts and the County of Plymouth in connec- tion with Chapter 90, Work on the Highways; or act on anything relative thereto.

Article 5. To see if the town will choose a Town Director of the Plymouth County Aid to Agriculture, as provided for by the General Laws, Chapter 128, Sections 41 and 45, as revised; or act on anything relative thereto.

Article 6. To see if the town will vote to raise and appropriate the sum of $1,100.00 for the purpose of grading and resurfacing with tar, Pleas- ant Street from South Street to the Donovan Estate; or act on anything relative thereto.


Advisory Board recommends $1,100 be appropriated.


Article 7. To see if the town will vote to raise and appropriate the sum of $700.00 for the purpose of grading and resurfacing with tar, Bowker Street; or act on anything relative thereto.

To see if the town will vote to raise and appropriate the sum of $7,942.90 for the purchase of a fire truck, equipped to meet Under- writer's specifications, said cost to be met by authorizing the Board of Fire Engineers to accept a trade-in-allowance of $575.00 on the out-of-service Maxim truck, and the balance of $7,367.90 by appropriation; or act on any- thing relative thereto.

Article 13. To see if the town will vote to raise and appropriate the sum of $2,640.00 for the purchase of twelve oxygen breathing masks as required ly Chapter 337 of the General Laws; or act on anything relative thereto.

Article 14. To see if the town will raise and appropriate the sum of $1,000.00 for salaries and routine expenses of the members of the Board of Fire Engineers in performance of their duties; or act on anything rela- tive thereto.

Pursuant to a Warrant duly executed and return thereof made to the Town Clerk by Lloyd B. Henderson, a duly appointed Constable of Norwell, the qualified voters met at the time and place and for the pur- pose therein stated and took the following action:


The Moderator, Herbert A. Lincoln, called the meeting to order.


That part of the Warrant pertaining to the calling of the meeting was read by the Town Clerk, who thereupon moved that the reading of the separate articles be deferred until each was taken up for action. Article 11. Voted unanimously to raise and appropriate the sum of $900 for the removal of trees in addition to the regular appropriation.


Article 12. Voted unanimously not to raise and appropriate the sum of $7,942.90 for the purchase of a fire truck and equipment as specified in Article 12 of the Warrant.


Article 13. A motion was made and seconded to raise and appropriate the sum of $440 for the purchase of two oxygen breathing masks as re- quired by Chapter 337 of the General Laws. An amendment to substitute "the sum of $2,640" for "the sum of $440" and "12" for "2" was lost.


Voted unanimously to raise and appropriate the sum of $440 for the purchase of two oxygen breathing masks as required by Chapter 337 of the General Laws.


Article 14. A substitute motion presented by Ralph Ripley was accepted.


Voted unanimously to raise and appropriate the sum of $500 to com- pensate the Board of Fire Engineers at the rate of one (1) dollar per storage permit issued and that the Board of Fire Engineers collect the authorized 50c per permit issued and pay the same to the Town Treasurer.
