I herewith submit my report as Supervisor of Music in the schools of Norwell.


The appreciation of music is the goal of all musical activities in the public schools. One of the best methods of fostering this appreciation is through performance.

NINETY-THIRD ANNUAL REPORT


As presented in the elementary and grammar grades, music gives each child a very definite repertoire of songs. No grades are more important than the first three, and, in order to achieve our later objectives, a sound foundation of vocal ability, rhythmic response, ear training, and sight- singing must be laid in these early grades. In the fourth, fifth, and sixth grades two and three-part singing is developed. Individual work is encour- aged. To establish a permanent repertoire, each grade is assigned a certain number of songs to be memorized. Each grade has a systematic course in music reading and interpretation, and each teacher has an outline of the work to be covered and is instructed how to follow it.


In the seventh and eighth grades vocal music is built upon the founda- tion laid in the grades. Chorus singing is emphasized. Material is selected which is adapted to the age of the pupil and to the needs of the voices of this adolescent period. Here the work consists of unison and three-part singing, interpretation, and music appreciation.


Free instrumental class lessons are given in grades four through ten. Here the pupils are entitled to one lesson each week on any orchestral instrument.


The Girls' Glee Club of forty voices is doing splendid work and their keen interest and response is much appreciated.


I wish to express my sincere appreciation to the School Committee and you for your encouragement and help, and to the principals and teachers for their cooperation and support.

Dear Mr. Rush:


All the school children of Norwell have had physical examinations and the general health has been found good. There is a definite improvement in personal hygiene, nutrition, and postures. However, there is still room for betterment, and we hope the future will prove this.


All the Data has been tabulated, students and their parents advised, and a statistical report will be submitted by Miss Roe as school nurse. We have been fortunate to be comparatively free from contagion this year.


This work has been very interesting to me, and it is with deep regret that I must leave awhile to more urgent duties with the Army Air Corps.


May I take this opportunity to express my thanks and appreciation for my pleasant relations with you and your teachers. The school committee has been very considerate and cooperative. Miss Roe's assistance has been invaluable.

We are proud to publish the Honor Roll of the men and women in the Services which appears in the front of the Town Report.


The Selectmen in summarizing the events of 1943 list below those of interest to the citizens of Norwell.


The Water Bill. In November of 1942 the Commissioner of Public Health informed the Town of Scituate that they would have to seek new sources of water supply. To this end the Commissioner drafted some pro- posed legislation for the Town of Scituate and this draft was subsequently introduced into the House by Mr. Tilden of Scituate as House Bill No.

NINETY-FOURTH ANNUAL REPORT


1322. Briefly, the proposed Legislation would have permitted the Town of Scituate to develop sources of water supply anywhere within the Town of Norwell. Substantially, the only protection given to the Town of Norwell was that Scituate would be obliged to furnish water to the Town of Nor- well should Norwell decide to establish a water works system and request- ed such supply. Water so furnished would be at rates to be mutually agreed upon between the said towns, and the Town of Scituate would have been obliged to deliver the water at its pipe line. Several conferences were held between the representatives of the two towns without any agree- ment being reached. A public hearing was held by the committee on water supply and at this hearing the Town of Norwell was represented by the selectmen, counsel and citizens. After hearing the pros and cons of the case the committee gave a week for both towns to file Briefs. The Briefs were filed and the matter was continued for still another week, during which several more conferences were held. Finally the committee on water supply introduced under date of April 8, 1943, House Bill No. 1516. This bill authorized the Towns of Scituate, Norwell and Hanover and any two of them to enter into an agreement for the purchase and sale of water for the extinguishment of fires and for domestic and other purposes in such amounts as may be approved by the Department of Public Health, and to enter into an agreement for the laying of mains in any of the said towns necessary for carrying out the purpose of the Act. Under the provisions of this bill the Town of Scituate would have permission to construct, lay and maintain aqueducts, conduits, pipes and other works along any way in the Town of Norwell, so long as no unnecessary obstruction of the way was made. In substance the bill followed the recommendation of the Brief filed by the Town of Norwell. The bill was finally enacted into law and was signed by his Excellency Governor Leverett Saltonstall on May 13, 1943.


Up to this date the Town of Scituate has not availed itself of the op- portunities offered by the bill.


Zoning Report. During the year complaint was made to the Select- men that certain premises on Main Street were being used as a riding stable and a stable for boarding horses in violation of the Zoning Ordi- nance. The Selectmen authorized counsel to proceed to take the neces- sary legal steps to have the owners of these premises enjoined from violat- ing the provisions of the Zoning Laws.


We regret the loss of one of our valued members of the Zoning Com- mittee, Mr. Henry J. Tolman, who passed away.


We regret the loss also of one of our valued citizens, Mr. John A. Davis, Town Weigher.


The town dump has been cleared, but due to the shortage of manpow- er it has been very hard to keep it so.


Due to the State not appropriating the usual amount of $7,050. we have a balance of $979.00 left over from Chapter 81 work.


We have asked for a layout on Prospect Street from Grove Street to the Hingham Line.


We wish to express our appreciation of the splendid cooperation to all department heads and citizens during the past year who have served the town.


In compliance with the request of Governor Leverett Saltonstall a Post-War Planning Board has been organized in the Town of Norwell with A. Lester Scott as Chairman and James P. Hall, Secretary. Projects are
