At the annual March meeting you were told that No. 2 fire station building could be moved, and we were so informed, but when we went to arrange to move said building we were told that we must sign an agreement to remove all the fill which had been placed under and around said building, which meant an expense of two to four hundred dollars for which no pro- visions had been made to finance.
Since the March town meeting the land on which the building stands has changed ownership. The present owner refuses to let the town move the building.
The following is a copy of the lease or agreement as drawn up at the time the building was built in 1927.
"May 28, 1927. In consideration of $1000.00 paid to me by the Town of Norwell, I will lease a piece of land for a garage on Washington Street for ten years, with the privilege .of renewal without charge, and build thereon a one-story garage, 25 x 30 novelty siding, three windows on one side and three windows and door on the other, double doors on front, plain studding, asbestos shingles, cement foundation and floor, the building painted and in style to meet the approval of the Board of Engineers. Grounds to be graded."
As you can see the question of ownership of the building, etc., is not clear. The right to move is one which would have to be decided by the courts, which always involves large expenditures of money. We could, if so instructed, hire counsel and ask the court for an order to move said building which if granted would mean that the town would have to post a bond and a sheriff would move the building. From then on it would rest with the court as to the settlement reached.
Because of these conditions which were not known at the last annual meeting, the selectmen formed a committee of the fire engineers with four members of Company No. 2 firemen and the selectmen to inquire into the cost of a new building. These figures and plans will be ready for the annual town meeting in March.
The town dump has recently been cleared and it is the urgent request of the selectmen that persons using the same discontinue the dumping of rubbish alongside the driveway. This is an inconsiderate and unsightly way of disposing of rubbish. It should also be noted that the dump is not to be used for the disposal of garbage. Due to the manpower shortage it is difficult to employ anyone to keep the dump in a proper and sanitary condition unless the townspeople cooperate.
The following is a communication from the State Board of Health.
"The Department of Public Health has recently been request- ed to examine certain private wells in the Town of Norwell.

These wells have been found to be unsafe sources of water supply at the time of examination, as has been the case in connection with certain other private wells in the Town of Norwell examined by the Department in the past.
As early as January 31, 1935, and again on February 17, 1937, the Department sent a communication advising consideration of the establishment of a public water system in the Town of Norwell. During the past summer, the Department received re- quests for advice with regard to private wells which were seriously affected by the drought.
The Department again recommends that the Town of Nor- well consider the establishment of a public water system in the Town of Norwell with water to be obtained from a suitable loca- tion in the town or to be purchased from a neighboring munici- pality.

Until the Legislature acts, work on the highways under Chapter 81 and Chapter 90, is still only a probability.
