TREE WARDEN REPORT
To the Selectmen of the Town of Norwell:
I wish to report that due to the Hurricane it was necessary to ask the Advisory Board for a considerable amount of money to defray the expense of removing fallen trees and limbs and some stumps which were dangerous to travel. This year I have asked for a small increase in this appropria. tion as there are a number of elm trees which are dead and will have to be taken down.

REPORT OF NORWELL COMMITTEE ON PUBLIC SAFETY
Board of Selectmen,
Norwell, Massachusetts.
The following is a composite report of the several divisions of the Norwell Defense Committee for the year 1944.
The year 1944 has been one of few activities, although all A. R. P. services are still intact and ready for instant action. Our last blackout was on March 26, 1944. At this time the District Wardens reported that coop- eration was almost perfect. All branches turned out and reports of person- nel were received at the Report Center promptly.
Our warning signal now comes from the Bridgewater State Police. It is tested at intervals and all calls are received at the residence of Col. Woodworth.
On September 14, the Wardens were alerted because of the hurricane. Contact with the telephone office was kept from 7:45 to 5:30 A. M. The re- port center was manned the better part of the day by the Chief Warden, and a member of the Auxiliary Police. The Red Cross was standing by. All districts were alerted to report any real trouble. Fallen trees and wires were reported and information relayed to the proper quarters.
Meetings of the Auxiliary Police were held bi-weekly throughout the past year. This organization was alerted during the hurricane and also rend- ered assistance in the McGrath case. Many of the Auxiliary Police have joined the Special Police and their activities have been transferred to that department. This group has done remarkable work in policing the town at various town functions, and at other times when work of a special nature needed doing.
The Social Service has continued to carry on as its chief activity, the work of sending a Christmas package to the personnel in the armed services. A Town Serviceman Committee was organized and the soliciting of funds be- gan in the latter part of the summer. $886.30 was raised in this way. A Christmas box containing an assortment of useful articles was mailed to one hundred and ninety-two boys and girls in the Service. A subscription to the Readers Digest is also being sent. In addition to this, special mention should be made of the little album of local photographs prepared with much care and thought and through the generosity of Mr. and Mrs. Ralph Painten, mailed to the boys in Service. Efforts have been made to induce organiza- tions in town to keep in contact with their members through correspond- ence.
The Defense Committee has requested the selectmen to ask liquor deal- ers to close on V-Day during the period of celebration. The First Parish Church at Norwell Center will have a joint service with the other churches at that time, where all the townspeople are invited to join in a period of thanksgiving and prayer.
The Town Canteen under the leadership of Mrs. Nellie L. Sparrell has served several dinners to local organizations in order to gain the experi- ence of serving in the event of an emergency. The money earned in this service will be put to some good use in the future.
During the summer, service ribbons for civilian defense workers were awarded according to the hours of service as submitted by the heads of the various units. Letters of thanks accompanied the award.

REPORT OF COMMITTEE TO CONSIDER REVISION OF THE ZONING BY-LAWS
In accordance with the vote passed in 1944 Town Meeting, Article 15, it was voted that the Moderator appoint a committee of not more than seven not more than one third of that committee being of the former committee, to consider the revision of the Zoning By-Law, they to hold a Public Hear- ing, if necessary, and report at the next Town Meeting. The Moderator ap- pointed the following committee: Henry R. Sewell, Chairman; Donald C. Wilder, Kenneth A. Torrey, Clement D. Thomas, Louis C. Osberg, Hum- phrey W. Turner, James H. Barnard.
The Committee held several meetings and members of the Committee reported that some residents had the opinion that there were some changes that might be made to improve and clarify the Zoning By-Law. The Com- mittee, therefore, called an Open Hearing, which was advertised for two weeks in the several local newspapers and notices placed in the several post-offices and fire-houses.
The Open Hearing was held at Town Hall on the evening of November 13, 1944 and the suggestions that were made at that meeting were carefully considered by the Committee, who desire to report and submit the follow- ing suggested changes to the present Zoning By-law.
In the case of suggested changes there is first stated the present Zoning By-law and immediately following, the suggested revision.
Section 3. RESIDENCE DISTRICT USES
(a) Detached one-family house.
Suggested Change (a) Detached one-family house. To apply to all new construction but not to apply to any residence existing on March 3, 1941.
(e) Farm, garden, nursery or green house, selling products the major portion of which are raised in the Town, and excluding any use injurious or offensive to the neighborhood.
