In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, quali- fied to vote in elections and Town affairs to meet at the Cushing Memorial Town Hall in said Norwell on Monday, the Twenty-fifth day of February, 1946 at 7:30 P. M., then and there to act upon the following articles, to wit:

SPECIAL TOWN MEETING, FEBRUARY 25, 1946
Pursuant to a Warrant under the hand of the Selectmen, duly executed and return thereof made to the Town Clerk by Lloyd B. Henderson, a Constable of Norwell, the qualified voters of the town met at Cushing Memorial Town Hall on February 25, 1946 at 7:30 P. M. and took the following action.
The moderator, Cecil E. Whitney, was in the chair.
The Warrant was read omitting by common consent, reading all the articles, which were read as taken up for action.
Four hundred and thirty-four qualified voters of the Town of Norwell were checked in. Horace Ross and Donald C. Wilder were appointed as tellers.
Article 1. To see if the town will vote to hear the report of the Board of Selectmen relative to the Proposed Repeal, Partial Repeal and Amendments to the Zoning By-Law of the Town of Norwell, or act on any- thing relative thereto.
Voted to accept the report of the Selectmen, as printed in brochure, placed in the hands of the voters as they entered the meeting place.
Article 2. (CHANGE "A")
To see if the town will vote to repeal the Zoning By-Law of the Town of Norwell, or act on anything relative thereto.
We do not recommend this change.
After a long discussion of the article, a motion to close the discussion was made. Motion lost. After further discussion, a vote on the article was taken. 406 were cast.

Area 1. Norwell Village. On the south side of Main Street, including the land owned by the South Scituate Savings Bank, the land of Harry B. Merritt, the land of John H. Sparrell (Post Office.) and land of Francis E. MacFarlane.
Proposed that Area 1 be struck out and in its place the following be inserted :-
Area 1. Norwell Village. The southerly side of Main Street starting at the junction of River and Main Streets and continuing easterly to Copper Corner Brook, and extending to a depth of two hundred (200) feet from the highway line.
We recommend this change.
CHANGE "D"
BUSINESS AREAS.
Area 2. Norwell Village. On the north side of Main Street, includ- ing the Town Hall site, the site of the Fire Station, the land of Marjorie G. MacFarlane, the land of Fred J. Carey (building occupied by the New England Tel. & Tel. Company), the land of John H. Sparrell, the land of Herbert A. Lincoln to the westerly boundary of the John H. Sparrell home- stead, and along Central Street a distance of two hundred feet, thence easterly to the westerly boundary of the John H. Sparrell homestead and parallel to Main Street.
Proposed that Area 2 be struck out and that in its place the following be inserted :-
Area 2. Norwell Village. The northerly side of Main Street, starting at the junction of Central and Main Streets and running easterly to Copper Corner Brook, and extending to a depth of two hundred (200) feet from the highway line.

Area 3. Queen Ann's Corner. On the westerly side of Washington Street from the corner of Pond Street a distance of 150 feet and along the southerly side of Pond Street a distance of 150 feet with the boundaries most distance from the corner at right angles to the street lines.
Area 4. Washington Street at the corner of Grove Street. On the easterly side of Washington Street northerly from Grove Street a distance

of 250 feet, thence easterly and parallel to Grove Street a distance of 150 feet, thence southerly parallel to Washington Street to Grove Street to the southerly side of Grove Street, thence weserly along the southerly side of Grove Street to Washington Street.
Area 5. Washington Street at the corner of Grove Street. On the easterly side of Washington Street southerly along Washington Street 250 feet, thence easterly and parallel to Grove Street a distance of 150 feet, thence northerly and parallel to Washington Street to the southerly side of Grove Street, thence westerly along the southerly side of Grove Street to Washington Street.
Area 6. On the westerly side of Washington Street at Breezy Bend Farm, comprising the present frontage of Forkey, et al., to a depth of 250 feet.
Area 7. Easterly side of Washington Street. At Bell's Farm, estate of Charles E. Goldman, comprising the present frontage to a depth of 250 feet.
Proposed that Areas 3, 4, 5, 6 & 7 be struck out and that Areas 3 & 4 be substituted as follows :--
Area 3. Washington Street on the westerly side, starting at the junc- tion of Washington and Pond Streets, and extending southerly to the Han- over-Norwell town line, to a depth of 250 feet from the highway line.
Area 4. Washington Street on the easterly side starting at the Hing- ham-Norwell town line and extending to the Hanover-Norwell town line to a depth of 250 feet, except that at the junction point on Washington Street, of the land of Alice M. McLeod and that of Charlotte Forkey, and at right angles to the highway the depth shall be 1,000 feet and shall so continue to junction point on Washington Street of the land of Pauline Leonard and that of Charlotte Forkey and at a right angle to the highway.
We recommend this change.
And you are directed to serve this warrant by posting attested copies thereof seven days at least before the time of said meeting as directed by vote of the town.
Hereof fail not and make return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

Motion made and seconded to repeal Sections 1 to 6 inclusive. After some discussion, a motion was made and seconded "To amend the original motion so as to omit from repeal section 1 and section 2, through the words "Business District".
The vote on the amendment was as follows :- 153 voted for the amendment

The original motion was now taken up and the vote was as follows :- , 304 votes were cast, 204 necessary to carry the motion for repeal. 154 voted to Repeal Sections 1 to 6 inclusive.

Change "C" Area 1.
146 voted to strike out the original area and substitute area as recom- mended by Selectmen.
4 voted not to strike out.
Change "D". Area 2.
It was unanimously voted to adopt Area 2 as recommended by Select- men.
Change "E". Area 3.
92 voted that Areas 3 and 4 as recommended by Selectmen be substi- tuted for Areas 3, 4, 5, 6 & 7 now in force. 33 voted not to substitute the Areas as recommended by the Selectmen.
At this time a voter raised the question of the presence of a quorum (200 voters constitute a quorum at Special Town Meetings). The Modera- tor ordered the tellers to count the voters present and they reported as follows :-
172 voters present. A motion was made and unanimously voted to adjourn until April 1, 1946, at 7:30 P. M. in the same place.

TOWN OF NORWELL
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, quali- fied to vote in elections and Town affairs to meet at the Cushing Memorial Town Hall in said Norwell, on Monday the Eighteenth Day of November, 1946 at 7:30 P. M., then and there to act upon the following articles, to wit;
Article 1. To hear the report of the Special Committee appointed to look into the Water question and take any action deemed advisable or act on anything relative thereto.
Article 2. To see if the town will vote to instruct the Selectmen to enter into an agreement with the Scituate Water Board, whereby the Scitu- ate Water Board will be allowed to make Test Borings in Norwell at no expense to the Town of Norwell; if tests show an ample supply for both towns, then Scituate will be allowed to install a pumping station and lay mains to the town of Scituate. Details to be worked out to the satisfaction of the Selectmen of Norwell or take any action relative thereto.
Article 3. To see if the town will vote to elect a Board of Water Commissioners at the next Town Election, said Board to have three Mem- bers, one to be elected for three years, one for two years, one for one year, and one to be elected each year thereafter for the term of 3 years or act on anything relative thereto.

SPECIAL TOWN MEETING, NOVEMBER 18, 1946
Pursuant to the foregoing warrant, under the hand of the Selectmen, duly executed and return thereof made to the Town Clerk by Lloyd B. Henderson, a Constable of Norwell, the qualified voters of the town met at Cushing Memorial Town Hall on November 18, 1946 at 7:30 P. M. and took the following action.
The meeting was called to order at 7:30 P. M. by the Moderator, Cecil E. Whitney, who appointed Donald Wilder and Wayland Bailey, tellers.
The tellers reported 153 registered voters checked in, which number was less than the 200 necessary to legally conduct business at a Special Town Meeting. The meeting was adjourned.
Motion was made to continue the meeting as a group to discuss the various phases of the Water question and Mr. Whitney was asked to act as Chairman, which he consented to do. Informal discussion followed.

NINETY-SEVENTH ANNUAL REPORT
Mr. Coleman explained the position of the Selectmen in calling the meeting and Mr. Wadsworth and Mr. Ripley, both members of the Water Board, explained the work of their Board up to the present and answered questions.
A motion was made to have a vote taken expressing the consensus of opinion of those present, regarding some sort of an agreement being drawn up between Norwell and Scituate, by our Selectmen. The opinion was unanimously in favor of such an agreement being drawn.
Meeting dissolved.
