marking of $40,000.00 of the Town Surplus, and requesting $400.00 for expenses, because we believe the time of actual construction is indefinite.
If the Town adopts the budget as approved by the Advisory Board calling for $122,601.83, this will indicate a tax rate of about $40.50.
The Board held eight meetings to consider all articles presented to it and had the fullest cooperation from all department heads.
We feel sure the Town's affairs are in good hands and are being well administered.

Article 21. To see if the Town will vote to instruct the Selectmen to send a Christmas gift to the men and women in the service at the end of 1946, and raise and appropriate a sum of money for the same; or act on anything relative thereto. Approximately 50, @ $5.00 each would be $250.00.

Article 22. To see if the Town will vote to direct the Selectmen to appoint committee to look into the question of town water and report on same at the next annual meeting or earlier if they so desire, or act on anything relative thereto.
Article 23. To see if the Town will vote to ratify the action of the special committee appointed to look into the water question, in applying for an advance of money from the Federal Works Agency of the United States Government for the purpose of making a survey, in accordance with the recommendations of said Committee, and to authorize the Chairman of said Committee to enter into a written agree- ment with the United States of America for such advance, pursuant to Title V of the War Mobilization and Reconver- sion Act of 1944.
Article 24. To see if the Town will vote to accept the layout of Main Street from the State Police Barracks to the Scituate Town line as prepared by the County Commis- sioners, or act on anything relative thereto.

To see if the town will vote to ratify the action of the Elementary School Building Committee in applying for an advance of $3,000.00 from the Federal Works Agency of the United States Government for the purpose of engaging an architect and preparing plans for a new elementary school building as a separate unit in ac- cordance with the recommendations of said Committee in the Annual Town Report and to authorize the Chairman of said Committee to enter into a written agreement with the United States of America for such advance pursuant to Title V of the War Mobilization and Reconversian Act of 1944.
Article 29. To see if the Town will vote to raise and appropriate the sum of $3,000.00 for the purpose of en- gaging an architect and preparing plans in accordance with the recommendations of the Elementary School Building Committee as published in the Annual Town Report.

Article 30. To see if the Town will vote to earmark $15,000.00 in the Post-War Rehabilitation Fund for the construction of a new Elementary School.

Article 34. To see if the Town will vote to accept the following Sections of the Health Laws.
"Section 120. (As amended by Section 3 of Chapter 332 of the Acts of 1943.) In towns having less than ten thousand inhabitants which accept this section or have accepted corresponding provisions of earlier laws at any annual town meeting, the annual license fee for carrying on the business of slaughtering neat cattle, horses, mules, sheep or swine shall be such sum not exceeding one hundred dollars as the selectmen fix."
"Section 120A. (Inserted by Chapter 496, Acts of 1924 and amended by Section 4 of Chapter 332 of the Acts of 1943.) A town which accepts this section may, in addition to the annual fee under Section one hundred and nineteen or one hundred and twenty for a license to carry on the business of slaughtering neat cattle, horses, mules, sheep or swine, require the payment by the licensee of a further fee of not exceeding one dollar for each animal slaughtered under such license, but such further fee shall not be re- quired for any animal slaughtered under federal inspection. Additional fees provided for under this section shall be paid to the town treasurer at such times and in such manner as the selectmen by vote determine. This section shall not apply to cities."
Article 35. To see if the Town will vote to direct the Selectmen to appoint a committee to study the financial situation of the town; to meet with all elected officers and all appointed committees ; to hold one or more public hearings for the purpose of giving the citizens the opportunity of offering suggestions for improvements or changes of any sort that may tend to increase the efficiency of any department ;

and to draw up a long range policy of spending that will enable the town to maintain as nearly as possible an even tax rate; to recommend a method by which their recom- mendations may be kept functioning and report their find- ings to the next town meeting or at an earlier meeting if they so desire; or take action on anything relative thereto.
Article 36. To see what instructions the Town will give relative to the disposal of the present No. 2 Fire Station, or act on anything relative thereto.
Article 37. To see what instructions the town will give relative to the disposal of the present William J. Leonard Memorial Library building, or act on anything relative thereto.
Article 38. To see if the Town will vote to raise and appropriate a sum of money to celebrate the return of the men and women who served in or were affiliated or asso- ciated with the armed forces of the United States in World War II as provided by Chapter 1 of the Acts of 1946, or act on anything relative thereto.
Article 39. To see if the Town will raise and appro- priate a sum of money to be used by a committee to be appointed by the Selectmen to act with the South Shore Transportation Committee for the purpose of financing legal counsel and other expenses in connection with its en- deavor to keep the railroad running to Greenbush, or act on anything relative thereto.
