The two lower grades are housed in antiquated buildings, that from a sanitary standpoint are a menace to the health of the pupils and a disgrace to the Town of Norwell. These buildings should be, at once, replaced by structures equipped with the modern sanitary appliances. It should be needless to state that the resistance to disease in these young children is markedly less than in the older.
The annual physical examination of the pupils for 1945 showed that the general physical condition of the majority of the pupils as good. A very high percentage of the pupils showed glandular enlargement, faulty skeletal formation such as tilted pelves compensating for unequal length of lower extremities. Pes planus had increased. No fungoidal infestations of feet or hands were found.
Norwell sponsors a Pediatric Clinic and parents or guardians are urged to utilize same. A majority, if not all, of the above defects could be pre- vented if the parents called in a Pediatrician or took their children to a Pediatric Clinic shortly after birth, continuing monthly visits until puberty, for advice relative to diet and prevention of diseases of childhood, etc.
The school buses are overcrowded and should be cleaned and sprayed with an antiseptic solution after each trip. There has been, probably due to a shortage of buses or faulty routing, an unwarranted delay in trans- porting of the first two grades from school to their homes. These young children six to eight years, are frequently kept in school seven hours and even longer occasionally.
It is recommended that parents or guardians inspect their children at least once in twenty-four hours, prior to sending them to school, to insure that the children are free from colds, contagious infections of the skin and infestation of the scalp or body by pediculi. If the children show any evidence of the above named conditions, they should be kept from school until well or free from a possibility of transmitting disease or parasites. Also teachers should stand at room entrances and inspect each pupil and refer any suspicious cases to school nurse or doctor. All cases considered a menace by school nurse or doctor will be transferred to their homes.

REPORT OF THE SELECTMEN
At the time of the flood of last year, the bridge at the Hanover line junction of River and Broadway was undermined. No damage appeared in the road until later when, upon investigation, it was found that some of the underpinnings had been washed away. A meeting of the Norwell and Hanover Boards of Selectmen was held at which time an emergency was de- clared and a new bridge was built under Chapter 90-Construction. The cost was born by the State, County and Town.
It has been called to our attention that Union Bridge over North River is in very bad condition. However, after an investigation by a State Engineer, the bridge has been declared safe.
The Selectmen have asked the County Commissioner for a new layout of Grove Street.
During the past year, the legislature amended Chapter 81 so that now the Town of Norwell receives reimbursement of $25.00 per mile for snow removal and general maintenance.
The Town Dump has become a health problem due to the dumping of garbage. A full-time watchman would be required if this and the matter of dumping in proper places is to be enforced. We have inserted an article in the Warrant requesting the dump be placed in the hands of the Road Surveyor.
At the State Election, the Town of Norwell voted 450-yes, to 225- no to accept Chapter 32, Sections 1-28 inclusive, authorizing the town to establish a contributory retirement system for its employees. This law becomes effective July 1, 1946.
Mr. Lincoln brought the legality of the Zoning law to the Land Court at Boston, but no decision had been reached as of January 1, 1947.
The Board extends their thanks to the Department heads for their cooperation during the year and also to the Committees who served the town during the year.
