Physicians Must Report Diseases
When a physician knows that a person whom he is called to visit is infected with a disease dangerous to the public health, he shall imme- diately give notice thereof in writing over his own signature to the Board of Health.
Householder
The term householder as used in these rules shall be understood as meaning the head of the household, or the one in charge of the household, or the one in charge of a hospital, asylum, prison, jail, school or institu- tion, public or private.
Quarantine
The term quarantine as used in these rules shall be understood to mean that persons in the dwelling, tenement, apartment or other quarters under restriction shall not leave said premises, and that all other persons save the physician, nurse, clergyman and authorized health officers shall not enter such premises, except upon permission of the local health authorities.
Isolation
The term isolation as used in these rules shall be understood to mean the restraint of the patient and nurse or other attendants to a certain room or rooms apart from other members of the household in a manner satisfactory to the local health authorities.
Diseases Which Must Be Reported
The following diseases have been declared by the State Department of Health to be dangerous to the public health and therefore must be reported to the Board of Health.

REPORT OF THE HIGHWAY SURVEYOR
To the Citizens of Norwell:
I wish to report that the schedule for Chapter 81 was followed under the supervision of the state engineer.
The special appropriations for Lincoln and Cross Streets completes them with tar surface.
The money appropriated for Jacobs Trail, Prouty Avenue and Duncan Drive makes them passable.
Chapter 90 appropriation for Grove Street completed 4,000 feet of construction. Due to contruction of water mains the project was delayed at length and I wish at this time to thank the residents for their kind consideration and cooperation in the delay.

Warrant for Annual Town Meeting:

To either of the Constables of the Town of Norwell, in said County of Plymouth and Commonwealth of Massachusetts. Greetings:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the town of Norwell, quali- fied to vote in elections and Town affairs, to meet at the Cushing Memorial Town Hall in said Norwell, on
Monday, the first Day of March, 1948 at 7.30 P.M., then and there to act upon the following articles, to wit:
Article 1. To see if the town will accept the reports of its officers and committees as printed in the Town Report or act on anything relative thereto.
Voted unanimously to lay this article on the table.

ANNUAL TOWN MEETING March 1, 1948-7:30 P. M.
Pursuant to a Warrant duly executed and return thereof made to the Town Clerk by Llyod B. Henderson, a duly appointed Constable of Norwell, the qualified voters met at the time and place and for the purpose therein and took the following action:
Herbert A. Lincoln, the Moderator, called the meeting to order, appointed Harold Dutton and Alan Virtue as Tellers and swore in same.
That part of the Warrant pertaining to the calling of the meeting, was read by the Town Clerk, whereupon it was unanimously voted to read the articles as each came up for action.
Non voting residents were allowed to occupy a designated portion of the balcony, but were not allowed to participate in any of the deliberations of the meeting.
Mr. Scott, Chairman of the Board of Selectmen, announced that owing to circumstances beyond their control, the Selectmen did not have the Town Reports for distribution before the meeting.
Article 2. To raise such sums of money as may be deemed necessary to defray town expenses for the ensuing year and make appropriations for the same for the following purposes: Moderator (Legislative De- partment), Selectmen's Department, Accounting Department, Treasury Department, Collector's Department, Assessor's Department, Town Clerk's Department, Election and Registration Department, Incidentals, Town Hall Expenses, Police Department, Fire Department, Forest Fire Patrol, Tree Warden, Spraying Elms, Moth Department, Tent Caterpillar, Fall Web Worm, County Aid to Agriculture, Sealing Weights and Measures, Board of Health, Inspection of Animals, School Nurse, Transportation of

Article 9. To see if the town will vote to instruct the Road Surveyor to plow the Washington Street Cemetery after each storm or act on anything relative thereto.
Unanimously voted to amend article by inserting after the word cemetery the words "Town Dump turning space roadway, and to keep the entrances of all Fire Stations cleared of snow thrown into the Fire Station driveways by either Town or State plows."

Article 15. To see if the town will vote to have the Town Dump placed under the direction of Howard C. Maybury, Jr., proprietor of the Norwell Disposal Service, or act on anything relative thereto.

Article 18. To determine whether the town will raise and appropri- ate the sum of $215,000.00 or such other amount as may be determined upon at the meeting for the purpose of establishing a water system for supplying itself and its inhabitants with water, pursuant to Chapter 496 of the Acts and Resolves of 1947 and to determine whether the town, in order to meet this appropriation, will authorize the town Treasurer, with the approval of the Selectmen, to borrow the sum of $215,000.00 or such other amount as may be determined at the meeting and issue

bonds or notes of the town therefore payable in not more than thirty years, any amount herein authorized to be in addition to the sum of $135,- 000.00 heretofore raised, appropriated and authorized to be borrowed for the purpose of a water system.
We do not recommend this appropriation.
Unanimously voted to substitute for this article as printed, an amended article presented by Mr. Coleman, as follows:
Article 18 as amended. To raise and appropriate $215,000.00 for the purpose of establishing a water system as authorized by Chapter 496 of the Acts of 1947 and to meet said appropriation the Treasurer, with the approval of the Selectmen, be and is hereby authorized to borrow $215,000.00 and issue bonds or notes of the Town therefore payable in not more than thirty years, $210,000.00 of said sum to be borrowed under the provisions of Section 8 of Chapter 44 of the General Laws and the balance under the provisions of Chapter 496 of the Acts of 1947, or, in such other proportion under said laws or either of them, as the Town Treasurer, with the approval of the Selectmen, may determine, the amount herein raised, appropriated and authorized to be borrowed to be in addition to the sum of $135,000.00 heretofore raised, appropri- ated and authorized to be borrowed for the purpose of a water system.
Unanimously voted to lay this article as amended on the table.
Article 19. To see if the town will vote to set the salaries of the Board of Water Commissioners and raise and appropriate a sum of money for the same, or act on anything relative thereto.

As the Moderator wished to participate in discussion of Article 22, he relinquished the gaver to the Town Clerk who called for nominations for Temporary Moderator. J. Lyman Wadsworth was nominated, nom- inations closed and J. Lyman Wadsworth was unanimously elected to serve as Temorary Moderator. The Temporary Moderator appointed Howard Jackson and Horace Gaudette to serve as tellers and swore them in.
