Citizens of Randolph :
I herewith submit my report for the year ending De- cember 31, 1933. Owing to extreme emergencies in the following departments, we have overdrafts, and below is my authorization for having allowed same.
Randolph, Mass. July 10, 1933.
At a regular meeting 'of the Overseers of the Public Welfare held on the above date, it was voted by more than two-thirds of the Board that an extreme emergency involving the health of persons existed in the Town of Randolph, necessitating the incurring of liability and ex- penditure of money in excess of the appropriations made for the use of the Department of Public Welfare.
This vote was passed in pursuance of the provisions of Section 31 of Chapter 44 of the General Laws.
