James H. Hurley

In Memoriam


On March 7, 1937 the inhabitants of the town of Randolph and surrounding towns were shocked to hear of the sudden passing of James H. Hurley, well known town official and real estate operator. Mr. Hurley died in the Town Hall while talking to a friend on whom he was calling.


Mr. Hurley's first official duty in Randolph was on the Lighting Committee, to which he was appointed at the annual town meeting in March 1922, to see if a reduction in lighting rates could be obtained. Many re- ductions were made by the Lighting Company. Mr. Hurley served on this committee until his death.


He was elected an Assessor for 1924, 1925 and 1926.


He was elected a Selectman for 1925, 1926, 1928, 1929, 1930, 1931 and 1935.


He was also Sponsor's Agent for the W. P. A. from March 1936 until February 1937.


He was also one of the committee of five which drew up the present town by-laws, which were adopted at the annual town meeting in 1931.


Mr. Hurley was a man of splendid personality, who honorably and efficiently performed his duties as a town official.

Report of the Selectmen


In submitting their annual report your selectmen wish to thank the various departments of the town gov- ernment for their support and co-operation during the past year.


Due to an unexpected recession in employment dur- ing the last quarter of the year appropriations made at the annual meeting for Old Age Assistance, Public Welfare and Soldier's Relief were overdrawn. Under present economic conditions it is practically impossible to estimate accurately the amount which will be neces- sary. All relief expenditures for the year 1938 will call for a substantial increase over the preceding year. The number of active cases under Old Age Assistance as of December 31, 1937 were 203, as compared with 143 as of December 31, 1936, at a total expense of $58,312.01, of which $26,072.92 was reimbursed by the Federal gov- ernment, the balance of which is reimbursed on a two- thirds basis by the State leaving the town one-third to assume. During the year 226 families representing 767 persons were wholly or partially supported, as com- pared with 165 families for the year 1936.


Under W. P. A. the town received over $100,000.00 for labor to carry on projects of various kinds. A de- tailed report of these expenditures will be found in the report of the Town Accountant.


In the early part of the year, through a reduction in electric light rates for all types of consumers, by the Weymouth Light Co. according to their promise to your Selectmen, street lighting was increased from 60 c. p. to 100 c. p. on North Main Street from West Street

to Hills Street. Due to a series of accidents in the north part of the town, some of which proved fatal, a further increase of lighting with a more satisfactory type of fixture was ordered by your Selectmen from Gordon Street to Hills Street. Whether or not this improvement will have any effect on the accident rate in this area remains to be seen. Increased lighting should be ex- tended on North Main Street from Gordon Street in a southerly direction to the center of the town, if, and when the town is financially able to do so.


It is recommended that a reasonable sum of money be raised by the town for the salary of a town counsel to defend the town in a number of actions now pending, and to give much needed advice to department heads. It is further recommended that consideration be given to the advisability of the town employing a qualified engineer whose duty it would be to have charge of the highways of the town, and in addition to make street layouts, drainage studies, and such changes as may be from time to time necessary in the maps and plans of the town. A committee should be appointed to make a study of this matter.


In preparing their budget for the year your Select- men have taken into consideration the fact that a rate of taxation within the limits of reason must be followed if the town is to be successfully financed during the year 1938. It is hoped that all departments will do likewise. Until expenses for W. P. A. and Public Welfare can be minimized, caution will have to be used by the voters. to the end that it will not be necessary to borrow money for current expense, but pay as we go, or go without.
