ARTICLE 1. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in an- ticipation of the revenue of the financial year beginning January 1, 1938, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sect. 17, Chap. 44, General Laws.

ARTICLE 12. To see if the Town will vote to raise and appropriate money for materials and expenses in connection with W. P. A. projects, as petitioned for, by the Selectmen.


ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of $350.00 for Memorial Day expenses, to be expended under the direction of Lieut. William Palmer Camp, Sons of Union Veterans of the Civil War, as petitioned for.


ARTICLE 14. To see if the Town will vote to authorize the Board of Selectmen to appoint one of their members to another office or position under their con- trol and fix the salary of such person in accordance with the provisions of Chapter 36 Acts of 1929, or take any other action relative thereto, as petitioned for.


ARTICLE 15. To see if the Town will raise and appropriate the sum of $50.00 for maintenance and lighting of the clock in the tower of the First Congrega- tional Church, as petitioned for.


ARTICLE 16. To see if the Town will vote to amend the By-Laws by adding thereto a new Article as follows :- Zoning By-Laws, as petitioned for.

ARTICLE 18. To see if the Town will vote to raise and appropriate the sum of $750.00 for the leasing of a building for headquarters of the Veterans of Foreign Wars, Post 3389, or act in any other manner thereto.


ARTICLE 19. To see if the Town will vote to raise and appropriate the sum of $1000.00 to provide for the rental of quarters for the Lieut. Thomas W. Desmond Post, No. 169 of the American Legion, as petitioned for.


ARTICLE 20. To see if the Town will vote to raise and appropriate money for the collection of garbage and rubbish in the Town of Randolph or take any other ac- tion relative thereto., as petitioned for.


ARTICLE 21. To see what action the Town will take relative to the appointment of a committee to de- mand lower electric light rates and street lighting rates, and to make a study of the advisability of recommend- ing the erection of a Municipal Electric Light and Pow- er Plant and to report the results and recommendations of said Committee at a Special Town Meeting to be called not later than October 1, 1938, and raise and ap- propriate money for the expense of the Committee thereof, as petitioned for.


ARTICLE 22. To see what action the Town will take relative to the appointment of a committee to de- mand lower gas rates, as petitioned for.

ARTICLE 23. To see what action the Town will take relative to the appointment of a committee to de- mand lower telephone toll rate to Boston and all other telephone rates affecting the citizens of Randolph, as petitioned for.


ARTICLE 24. To see if the Town will vote to in- struct the Board of Selectmen in the interests of Public Safety to erect "Stop" traffic signs on Depot Street, Cot- tage Street, North Street, Union Street, Maple Street, Mill Street, South Street, and raise and appropriate money therefor, as recommended by the Planning Board and Police Dept.


ARTICLE 25. To see if the Town will vote to raise and appropriate for an "Employment Fund" to provide work instead of Public Welfare, and that men eligible for welfare have preference over all others, and that this fund be under the direct control of the Board of Selectmen.


ARTICLE 26. To see if the Town will appoint a committee of five citizens to consider the adoption by the town of representative town government, with au- thority in said committee, if it shall deem advisable to draft a bill embodying such legislation as the commit- tee shall deem necessary and introduce the same into the General Court, requesting the General Court, how-


ever, to hold such bill in committee until the town has had opportunity to consider the provisions thereof in a

town meeting, and to report to the Finance Committee not later than January 1, 1939, as petitioned for.


ARTICLE 27. To see what action the Town will take relative to non-partisan elections for the selection of town officials, as petitioned for.

ARTICLE 28. To see if the Town will vote to in- struct the Selectmen to lay out Alden Avenue 700 feet in an easterly direction and raise and appropriate money therefor, as petitioned for.


ARTICLE 29. To see if the Town will vote to in- struct the Selectmen to lay out Ballard Street, from: North Main Street, in an easterly direction 600 feet,. and raise and appropriate money therefor, as petitioned. for.


ARTICLE 30. To see if the Town will vote to lay out or authorize the Selectmen to lay out the following streets, Jane, Wadsworth, Mitchell, Royal, Linden Road, Thomas Street, Amelian Road, Augusta Street, Morse Street, Fitzgerald Street, and Ryan Street, and raise and appropriate money therefor, as petitioned for.


ARTICLE 31. To see if the Town will vote to lay out Amelian Road a distance of 1500 feet, starting at

Pond Street, and running in a southerly direction, and raise and appropriate money therefor, as petitioned for.


ARTICLE 32. To see if the Town will vote to in- struct the Selectmen to lay out Chapin Court and raise and appropriate money therefor, as petitioned for.


STREET ACCEPTANCES


ARTICLE 33. To see if the Town will vote to ac- cept Pond Lane as laid out by the Selectmen, for a distance of 2000 feet from Oak Street, as petitioned for.


STREET CONSTRUCTION


ARTICLE 34. To see if the Town will widen the cross road in front of the new Tower Hill School, and that the minimum width be not less than 40 feet, and to raise and appropriate money therefor, as petitioned for.


ARTICLE 35. To see if the Town will raise and ap- propriate a sum of money to build the cross road in front of the new Tower Hill School, as petitioned for.


ARTICLE 36. To see if the Town will raise and appropriate money for materials and expense for im- proving and constructing Royal Street, Wilmarth Road, Druid Hill Avenue, Woodlawn Road, Fencourt Avenue, Alden Street, Center Street Extension, Highland Ave- nue, Belcher School Lane, Tileston Road, all labor to be furnished by W. P. A. funds, as recommended by the Highway Department.

ARTICLE 37. To see if the Town will place cul- verts across Emeline Street, and Pauline Street, at suit- able places in the new extension project for drainage purposes, and raise and appropriate money therefor, as petitioned for.


ARTICLE 38. To see if the Town will vote to raise and appropriate the sum of $800.00 to build 500' of road on Maitland Avenue, as petitioned for.


ARTICLE 39. To see if the Town will vote to re- build and resurface Fencourt Avenue from Union Street, to the McNeill School a distance of 600 ft., and raise and appropriate the sum of $800.00 as petitioned for.


ARTICLE 40. To see if the Town will vote to raise and appropriate the sum of $400.00 for rebuilding and resurfacing Fowler Street, a distance of 800' as peti- tioned for.


ARTICLE 41. To see if the Town will vote to raise and appropriate a sum of money to build Reed Street in conjunction with the State.


SIDEWALKS


ARTICLE 42. To see if the Town will raise and appropriate the sum of $1750.00 to construct a cement sidewalk on the west side of North Main Street, from Crawford Square to Warren Street, and install curb- ing where necessary, as petitioned for.

ARTICLE 43. To see if the Town will vote to raise and appropriate money for material for construction of a sidewalk on Roel Street, Allen Street, Mt. Pleasant Square, Belcher Street, Wales Avenue, Cross Street, and Grove Street, from Cross Street, to North Main Street, all labor to be furnished by Federal Funds as recom- mended by the Planning Board.


'ARTICLE 44, To see if the Town will vote to raise and appropriate money for materials for construction of a sidewalk on School Street, Cottage Street, Moulton Street, Ward Street, Short Street, Howard Street, Plain Street, and Mill Street, 1500 feet from North Street, all labor to be furnished by Federal Funds as recommended „by the Planning Board.


ARTICLE 45. To see if the Town will vote to raise " and appropriate money for materials for construction · of a sidewalk on Pleasant Street, Park Street, West , Street, from Fowler Street, to North Main Street, Ab- bey Street, Silver Street, Fowler Street, Warren Ave- : nue, all labor to be furnished by Federal Funds as recommended by the Planning Board.


ARTICLE 46. To see if the Town will vote to raise and appropriate money for construction of a five foot sidewalk with curbing to be laid in front of the prop- erty of the First Baptist Church, North Main Street.


STREET LIGHTS


ARTICLE 47. To see if the Town will vote to au- thorize the Board of Selectmen to place two Street Lights on Maitland Avenue, as petitioned for.

ARTICLE 48. To see if the Town will vote to in- stall one electric light on Cole Terrace, corner of Junior Terrace, and raise and appropriate money therefor, as petitioned for.

To see if the Town will vote to ap- point a Sewer Committee of five members to make a preliminary survey, plan and report for a sewerage sys- tem for the town, including proper means of sewage disposal, said investigation to include estimates of cost, studies of methods of financing the installation of the proposed works, or other matters pertinent to the sub- ject matter of this article, or to take any action relative thereto, as petitioned for.


ARTICLE 56. To see if the Town will vote to raise and appropriate a sum of money to be spent by the Sewer Committee for the employment of competent en- gineers to assist the Committee in making its investiga- tions, including a preliminary survey, plan, report, cost estimates and other matters relative to a sewage sys- tem, and proper means of sewage disposal for the town; or to take, any action relative thereto, as petitioned for.


ARTICLE 57. To see if the Town will raise and appropriate money for a building to be erected on the

town farm to house the Caterpillar Auto Patrol of the Highway Department. Estimated cost of building 20' x 40' complete, painting etc. $1000.00, as petitioned for.


ARTICLE 58. To see if the Town will vote to raise and appropriate money for materials for the purpose of constructing a swimming pool opposite the pumping station on Pond Street, No. Randolph. To be constructed under the W. P. A., as petitioned for.


ARTICLE 59. To see what action the Town will take relative to disposing or razing of the West Cor- ners School house as petitioned for by the Planning Board and others.


ARTICLE 60. To see if the Town will vote to dis- continue to Public Traffic, the easterly end of School Lane so called-adjourning the Belcher School property as recommended by the School Committee.


ARTICLE 61. To see if the Town will vote and ap- propriate the sum of $1200.00 to grade and build drive- ways at the new Tower Hill School as petitioned for by the School Committee.


ARTICLE 62. To see if the Town will authorize the School Committee to establish and maintain state-aided vocational education in accordance with the provisions of Chapter 74 of the General Laws and Acts amendatory thereto, or dependent thereon, and to raise and appro- priate the sum of $1200.00 therefor, as petitioned for by the School Committee.

ARTICLE 63. To see if the Town will vote to au- thorize the School Committee to sell the building and land on Chestnut Street, known as the West Corner School, and the building and land on Lafayette Street, known as the Tower Hill School, as petitioned for by the School Department.


ARTICLE 64. To see if the Town will vote to ap- point a committee to work with the School Committee in the consideration of the purchase of a certain parcel of land located on Belcher Street, and School Lane, so called, and extending from the present school lot to Belcher Street, consisting of feet more or less, this land to be added to the Belcher School property. The committee to report at the next regular Town meeting, as petitioned for by the School Department.


ARTICLE 65. To see if the Town will vote to in- stall distinctive red lights on or near each fire alarm box, same to be connected with the house circuit, and raise and appropriate money therefor, as petitioned for.


ARTICLE 66. To see if the Town will raise and appropriate money for the installation of a fire alarm box on Lillian Street, near residence of Walter Bertram as petitioned for.


ARTICLE 67. To see if the Town will raise and appropriate money for the installation of a fire alarm box at the corner of Stacy and High Streets, as peti- tioned for.
